3770:1-9-566               Game rule number five hundred sixty-six.

 

 

 

(A)   Title and term. Ohio lottery commission game rule number five hundred sixty-six, "Cash Action Tripler," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred sixty-six.

 

(B)  General design.

 

(1)   Game rule number five hundred sixty-six is a "Numbers" match game with a "tripler" feature within which is contained eight separate "Games" ("Game 1" through "Game 8"), and is generally known as an instant lottery. The player reveals three number symbols in each "Game." The player must match two like number symbols in any one "Game" to win the corresponding prize value revealed for that "Game." If the player matches three like number symbols in any one "Game," the player wins triple the corresponding prize value revealed for that "Game." If the player reveals a "Dollar" symbol in any one "Game," the player wins the corresponding prize value for that "Game" automatically. Number symbols may include numbers "1" through "30." There are eight chances to win on each ticket, and a player may win up to eight times on one ticket.

 

(2)   As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, three dollars, five dollars, nine dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, three hundred dollars, one thousand dollars and fifteen thousand dollars. Each ticket in game rule number five hundred sixty-six shall be imprinted in such a way that prize awards from the set listed above may be won.

 

(C)   Price of tickets. The price of a ticket issued by the commission in game rule number five hundred sixty-six shall be two dollars.

 

(D)  Structure, nature and value of prize awards.

 

(1)    There shall be one type of prize in game rule number five hundred sixty-six called a "regular prize award."

 

(2)   The only "prize values" which shall appear on a ticket in game rule number five

 

 

hundred sixty-six are: one dollar, two dollars, three dollars, five dollars, nine dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, three hundred dollars, one thousand dollars and fifteen thousand dollars. Number symbols, play symbols and prize values appearing on any ticket in game rule number five hundred sixty-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying number symbols, play symbols and prize values.

(a)    Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for one dollar two times shall win a regular prize award of two dollars;

(b)    Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for two dollars once shall win a regular prize award of two dollars;

(c)    Holder of a valid winning ticket matching three like number symbols in one "Game" for one dollar tripled shall win a regular prize award of three dollars;

(d)   Holder of a valid winning ticket matching two like number symbols in three "Games," or revealing a "Dollar" symbol in three "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in three "Games" for one dollar three times shall win a regular prize award of three dollars;

(e)    Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for one dollar once and two dollars once shall win a regular prize award of three dollars;

(f)  Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for three dollars once shall win a regular prize award of three dollars;

(g)    Holder of a valid winning ticket matching two like number symbols in three "Games," or revealing a "Dollar" symbol in three "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in three "Games" for one dollar once and two dollars two times shall win a regular prize award of five dollars;

(h)    Holder of a valid winning ticket matching two like number symbols in five "Games," or revealing a "Dollar" symbol in five "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in five "Games" for one dollar five times shall win a regular prize award of five dollars;

(i)   Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for two dollars once; and matching three like number symbols in one "Game" for one dollar tripled shall win a regular prize award of five dollars;

(j)   Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for five dollars once shall win a regular prize award of five dollars;

(k)    Holder of a valid winning ticket matching two like number symbols in five "Games," or revealing a "Dollar" symbol in five "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in five "Games" for one dollar once and two dollars four times shall win a regular prize award of nine dollars;

(l)    Holder of a valid winning ticket matching three like number symbols in one "Game" for three dollars tripled shall win a regular prize award of nine dollars;

(m)   Holder of a valid winning ticket matching two like number symbols in all eight "Games," or revealing a "Dollar" symbol in all eight "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in eight "Games" for one dollar seven times and two dollars once shall win a regular prize award of nine dollars;

(n)    Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for nine dollars once shall win a regular prize award of nine dollars;

(o)    Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for five dollars two times shall win a regular prize award of ten dollars;

(p)    Holder of a valid winning ticket matching two like number symbols in

one "Game" or revealing a "Dollar" symbol in one "Game" for one dollar once; and matching three like number symbols in one "Game" for three dollars tripled shall win a regular prize award of ten dollars;

(q)    Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for ten dollars once shall win a regular prize award of ten dollars;

(r)    Holder of a valid winning ticket matching three like number symbols in one "Game" for five dollars tripled shall win a regular prize award of fifteen dollars;

(s)   Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for fifteen dollars once shall win a regular prize award of fifteen dollars;

(t)   Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for two dollars once and three dollars once; and matching three like number symbols in one "Game" for five dollars tripled shall win a regular prize award of twenty dollars;

(u)    Holder of a valid winning ticket matching two like number symbols in seven "Games," or revealing a "Dollar" symbol in seven "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in seven "Games" for two dollars five times and five dollars two times shall win a regular prize award of twenty dollars;

(v)    Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for twenty dollars once shall win a regular prize award of twenty dollars;

(w)   Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for five dollars once; and matching three like number symbols in one "Game" for fifteen dollars tripled shall win a regular prize award of fifty dollars;

(x)    Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for three dollars once and twenty

dollars once; and matching three like number symbols in one "Game" for nine dollars tripled shall win a regular prize award of fifty dollars;

(y)    Holder of a valid winning ticket matching two like number symbols in five "Games," or revealing a "Dollar" symbol in five "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in five "Games" for ten dollars five times shall win a regular prize award of fifty dollars;

(z)   Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for fifty dollars once shall win a regular prize award of fifty dollars;

(aa) Holder of a valid winning ticket matching two like number symbols in five "Games," or revealing a "Dollar" symbol in five "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in five "Games" for five dollars five times; and matching three like number symbols in two "Games" for five dollars tripled and twenty dollars tripled shall win a regular prize award of one hundred dollars;

(bb) Holder of a valid winning ticket matching two like number symbols in two "Games," or revealing a "Dollar" symbol in two "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in two "Games" for fifty dollars two times shall win a regular prize award of one hundred dollars;

(cc) Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for one hundred dollars once shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket matching three like number symbols in one "Game" for one hundred dollars tripled shall win a regular prize award of three hundred dollars;

(ee) Holder of a valid winning ticket matching two like number symbols in six "Games," or revealing a "Dollar" symbol in six "Games," or any combination of matching two like number symbols or revealing a "Dollar" symbol in six "Games" for fifty dollars six times shall win a regular prize award of three hundred dollars;

(ff) Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for three hundred dollars once shall win a regular prize award of three hundred dollars;

(gg) Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for one hundred dollars once; and matching three like number symbols in one "Game" for three hundred dollars tripled shall win a regular prize award of one thousand dollars;

(hh) Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for one thousand dollars once shall win a regular prize award of one thousand dollars; and

(ii) Holder of a valid winning ticket matching two like number symbols in one "Game" or revealing a "Dollar" symbol in one "Game" for fifteen thousand dollars once shall win a regular prize award of fifteen thousand dollars.

(E)   Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred sixty-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

(1)   Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2)    Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows

(a)   Twenty-eight tickets winning fifteen thousand dollars once to win fifteen thousand dollars;

(b)     Ten tickets winning one thousand dollars once to win one thousand dollars; and

(c)   Thirty tickets winning one hundred dollars once and three hundred dollars tripled to win one thousand dollars.

(3)   Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a)     Ten tickets winning three hundred dollars once to win three hundred dollars;

(b)   Ten tickets winning fifty dollars six times to win three hundred dollars;

(c)    Fifteen tickets winning one hundred dollars tripled to win three hundred dollars;

(d)    Twenty tickets winning one hundred dollars once to win one hundred dollars;

(e)   Twenty tickets winning fifty dollars two times to win one hundred dollars;

(f)     Sixty  tickets  winning  five  dollars  five  times,  five  dollars  tripled  and twenty dollars tripled to win one hundred dollars;

(g)   Sixty tickets winning fifty dollars once to win fifty dollars;

(h)   Sixty-five tickets winning ten dollars five times to win fifty dollars;

(i)    Two hundred tickets winning three dollars once, twenty dollars once and nine dollars tripled to win fifty dollars;

(j)   Two hundred tickets winning five dollars once and fifteen dollars tripled to win fifty dollars;

(k)   Five hundred tickets winning twenty dollars once to win twenty dollars;

(l)    Five hundred tickets winning two dollars five times and five dollars two times to win twenty dollars;

(m)    One thousand tickets winning two dollars once, three dollars once and

five dollars tripled to win twenty dollars;

(n)   Five hundred tickets winning fifteen dollars once to win fifteen dollars;

(o)    One thousand five hundred tickets winning five dollars tripled to win fifteen dollars;

(p)   Five hundred tickets winning ten dollars once to win ten dollars;

(q)   One thousand tickets winning one dollar once and three dollars tripled to win ten dollars;

(r)   Five hundred tickets winning five dollars two times to win ten dollars;

(s)   Five hundred tickets winning nine dollars once to win nine dollars;

(t)   Five hundred tickets winning one dollar seven times and two dollars once to win nine dollars;

(u)   Five hundred tickets winning three dollars tripled to win nine dollars;

(v)   Five hundred tickets winning one dollar once and two dollars four times to win nine dollars;

(w)  Five hundred tickets winning five dollars once to win five dollars;

(x)    One thousand five hundred tickets winning two dollars once and one dollar tripled to win five dollars;

(y)   One thousand tickets winning one dollar five times to win five dollars;

(z)   One thousand tickets winning one dollar once and two dollars two times to win five dollars;

(aa) Two thousand tickets winning three dollars once to win three dollars; (bb) Two thousand tickets winning one dollar once and two dollars once to

win three dollars;

(cc) Two thousand tickets winning one dollar three times to win three dollars;

(dd) Four thousand tickets winning one dollar tripled to win three dollars; (ee) Eight thousand tickets winning two dollars once to win two dollars; and (ff) Twelve thousand tickets winning one dollar two times to win two dollars.

(F)   Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)  Frequency of prize drawings.

(1)    Random imprinting of prize awards on all tickets issued in game rule number five hundred sixty-six shall be accomplished in a manner, which complies with the commission's rules and procedures.

(2)    When a ticket issued in game rule number five hundred sixty-six is sold or deemed sold in accordance with this rule and the covering material over any of the number symbols, play symbols and prize values has been removed, the holder shall be deemed to have drawn the number symbols, play symbols and prize values on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred sixty-six in which the ticket was sold.

(H)    Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)  Validity of tickets.

(1)   A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2)   In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred sixty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J)   Director's conduct of game rule number five hundred sixty-six.

(1)   The director shall conduct game rule number five hundred sixty-six in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred sixty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2)   Names and definitions of elements of game rule number five hundred sixty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number five hundred sixty-six and these elements may be given names or titles chosen by the commission.
