(A)Title and term. Ohio lottery commission game number two hundred ninety-six, "$500,000 Payday," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number two hundred ninety-six.

 

(B)General design.

 

(1)Game number two hundred ninety-six is a key number match game with two additional instant win features and is generally known as an "instant lottery."

 

(2)Holders of valid tickets will remove the covering of the entire play area to reveal five "Lucky Numbers," twenty "Your Numbers" and twenty corresponding prize values. If the player matches any one or more of "Your Number(s)" to one or more of the "Lucky Number(s)," the player wins the prize value shown below the matching "Your Number(s)." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins its corresponding prize value automatically. If the player reveals a "Payday" symbol in any of the "Your Numbers" play spots, the player wins ten times the corresponding prize value. If a player matches any one of "Your Numbers" to one of the "Lucky Numbers" or a "Star" symbol is revealed in any of the "Your Numbers" play spots, and the corresponding prize value revealed is a "TPD" symbol, the player wins two thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered into the Top Prize Drawing ("TPD") to win a five hundred thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket.

 

(3)As used in this rule, "prize award" shall mean one of the following monetary amounts which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, forty dollars, fifty dollars, seventy-five dollars, one hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, ten thousand dollars, twenty-five thousand dollars, one hundred thousand dollars and five hundred thousand dollars. Each ticket in game number two hundred ninety-six shall be imprinted in such a way that prize awards from the set listed above may be won.

 

(C)Price of tickets. The price of a ticket issued by the commission in game number two hundred ninety-six shall be ten dollars.

 

 

 

(D)Structure, nature and value of prize awards.

(1) There shall be one type of prize in game number two hundred ninety-six called a "regular prize award."

(2) The only "prize values" which shall appear on a ticket in game number two hundred ninety-six are: one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, forty dollars, fifty dollars, seventy-five dollars, one hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of two thousand dollars, five thousand dollars, ten thousand dollars, twenty-five thousand dollars, one hundred thousand dollars and five hundred thousand dollars. Prize values and play symbols shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values and play symbols.

(a) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for one dollar ten times shall win a regular prize award of ten dollars;

(b) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for two dollars five times shall win a regular prize award of ten dollars;

(c) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars two times shall win a regular prize award of ten dollars;

(d)Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars;

(e) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and ten dollars once shall win a regular prize award of fifteen dollars;

(f)Holder of a valid winning ticket on which one or more of the "Lucky Numbers"  are  matched  by  fifteen  of  "Your  Numbers,"  or  a  "Star"

symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for one dollar fifteen times shall win a regular prize award of fifteen dollars;

(g) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by three of "Your Numbers," or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars three times shall win a regular prize award of fifteen dollars;

(h) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eleven of "Your Numbers," or a "Star" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or "Star" symbols are revealed for one dollar seven times and two dollars four times shall win a regular prize award of fifteen dollars;

(i) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars once shall win a regular prize award of fifteen dollars;

(j) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for two dollars ten times shall win a regular prize award of twenty dollars;

(k) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all twenty of "Your Numbers," or a "Star" symbol is revealed in all twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for one dollar twenty times shall win a regular prize award of twenty dollars;

(l) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for five dollars four times shall win a regular prize award of twenty dollars;

(m) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by nine of "Your Numbers," or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination of nine matched numbers or "Star" symbols are revealed

for two dollars seven times and three dollars two times shall win a regular prize award of twenty dollars;

(n) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times shall win a regular prize award of twenty dollars;

(o) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by three of "Your Numbers," or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars two times and ten dollars once shall win a regular prize award of twenty dollars;

(p) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars;

(q) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for ten dollars four times shall win a regular prize award of  forty dollars;

(r) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for forty dollars once shall win a regular prize award of forty dollars;

(s) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for five dollars ten times shall win a regular prize award of fifty dollars;

(t)Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by sixteen of "Your Numbers," or a "Star" symbol is revealed in sixteen of the "Your Numbers" play spots, or any combination of sixteen matched numbers or "Star" symbols are revealed for two dollars ten times, four dollars five times and ten dollars once shall win a regular prize award of fifty dollars;

(u) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol

is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten dollars five times shall win a regular prize award of fifty dollars;

(v) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars;

(w)Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for fifteen dollars five times shall win a regular prize award of seventy-five dollars;

(x) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for seventy-five dollars once shall win a regular prize award of seventy-five dollars;

(y) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for ten dollars ten times shall win a regular prize award of one hundred dollars;

(z) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for twenty-five dollars four times shall win a regular prize award of one hundred dollars;

(aa) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for ten dollars ten times shall win a regular prize award of one hundred dollars;

(bb) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by fourteen of "Your Numbers," or a "Star" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination of fourteen matched numbers or "Star" symbols are revealed for five dollars eleven times and fifteen dollars three times shall win a regular prize award of one hundred dollars;

(cc) Holder of a valid winning ticket on which one or more of the "Lucky Numbers"  are  matched  by  fifteen  of  "Your  Numbers,"  or  a  "Star"

symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for five dollars ten times and ten dollars five times shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;

(ee) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars ten times shall win a regular prize award of two hundred fifty dollars;

(ff) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all twenty of "Your Numbers," or a "Star" symbol is revealed in all twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for ten dollars ten times and fifteen dollars ten times shall win a regular prize award of two hundred fifty dollars;

(gg) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eighteen of "Your Numbers," or a "Star" symbol is revealed in eighteen of the "Your Numbers" play spots, or any combination of eighteen matched numbers or "Star" symbols are revealed for five dollars six times, ten dollars two times and twenty dollars ten times shall win a regular prize award of two hundred fifty dollars;

(hh) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for fifty dollars five times shall win a regular prize award of two hundred fifty dollars;

(ii) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two hundred fifty dollars once shall win a regular prize award of two hundred fifty dollars;

(jj) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars ten times shall win a regular prize award of five hundred dollars;

(kk) Holder of a valid winning ticket on which one or more of the "Lucky Numbers"  are  matched  by  twelve  of  "Your  Numbers,"  or  a  "Star"

symbol is revealed in twelve of the "Your Numbers" play spots, or any combination of twelve matched numbers or "Star" symbols are revealed for twenty dollars ten times, fifty dollars once and two hundred fifty dollars once shall win a regular prize award of five hundred dollars;

(ll) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one hundred dollars five times shall win a regular prize award of five hundred dollars;

(mm) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars;

(nn) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five hundred dollars two times shall win a regular prize award of one thousand dollars;

(oo) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for two hundred fifty dollars four times shall win a regular prize award of one thousand dollars;

(pp) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars ten times shall win a regular prize award of one thousand dollars;

(qq) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars;

(rr) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prize symbol is revealed for two thousand dollars shall win a regular prize award of two thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win

five hundred thousand dollars;

(ss) Holder of a valid winning ticket on which a "Payday" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars ten times shall win a regular prize award of five thousand dollars;

(tt) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols for one thousand dollars five times shall win a regular prize award of five thousand dollars;

(uu) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five thousand dollars once shall win a regular prize award of five thousand dollars;

(vv) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars;

(ww) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five thousand dollars once shall win a regular prize award of twenty-five thousand dollars;

(xx) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars; and

(yy) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred thousand dollars once shall win a regular prize award of five hundred thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game number two hundred ninety-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional or returned tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1) Combinations winning each prize award are randomly distributed throughout all

tickets printed in any given ticket issuance;

(2) Mathematical reasoning indicates that the number of winning tickets sold per three million tickets sold in the following categories should be as follows:

(a) One ticket matching numbers or revealing one "Star" symbol for five hundred thousand dollars once to win five hundred thousand dollars;

(b) Two tickets matching numbers or revealing one "Star" symbol for one hundred thousand dollars once to win one hundred thousand dollars;

(c) Two  tickets  matching  numbers  or  revealing  one  "Star"  symbol  for twenty-five thousand dollars once to win twenty-five thousand dollars;

(d)Two tickets matching numbers or revealing one "Star" symbol for ten thousand dollars once to win ten thousand dollars;

(e) Two tickets matching numbers or revealing one "Star" symbol for five thousand dollars once to win five thousand dollars;

(f)Two tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one thousand dollars five times to win five thousand dollars;

(g) Three tickets revealing the "Payday" symbol for five hundred dollars ten times to win five thousand dollars;

(h) Fifteen tickets matching numbers or revealing one "Star" symbol and a "TPD" prize symbol is revealed to win two thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win five hundred thousand dollars;

(i) Five tickets matching numbers or revealing one "Star" symbol for one thousand dollars once to win one thousand dollars;

(j) Ten tickets revealing the "Payday" symbol for one hundred dollars ten times to win one thousand dollars;

(k) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two hundred fifty dollars four times to win one thousand dollars;

(l) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five hundred dollars two times to win one thousand dollars;

(m) Ten tickets matching numbers or revealing one "Star" symbol for five hundred dollars once to win five hundred dollars;

(n) Fifteen tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars five times to win five hundred dollars;

(o) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars ten times, fifty dollars once and two hundred fifty dollars once to win five hundred dollars;

(p) Thirty tickets revealing the "Payday" symbol for fifty dollars ten times to win five hundred dollars;

(q) Twenty tickets matching numbers or revealing one "Star" symbol for two hundred fifty dollars once to win two hundred fifty dollars;

(r) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for fifty dollars five times to win two hundred fifty dollars;

(s) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars six times, ten dollars two times and twenty dollars ten times to win two hundred fifty dollars;

(t)Forty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times and fifteen dollars ten times to win two hundred fifty dollars; and

(u) Sixty tickets revealing the "Payday" symbol for twenty-five dollars ten times to win two hundred fifty dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) Ten tickets matching numbers or revealing one "Star" symbol for one hundred dollars once to win one hundred dollars;

(b) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times and ten dollars five times to win one hundred dollars;

(c) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars eleven times and fifteen dollars three times to win one hundred dollars;

(d)One hundred thirty-six tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times to win one hundred dollars;

(e) One hundred fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars four times to win one hundred dollars;

(f)Two hundred tickets revealing the "Payday" symbol for ten dollars ten times to win one hundred dollars;

(g) One  hundred  fifty  tickets  matching  numbers  or  revealing  one  "Star" symbol for seventy-five dollars once to win seventy-five dollars;

(h) One hundred fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for fifteen dollars five times to win seventy-five dollars;

(i) Five hundred tickets matching numbers or revealing one "Star" symbol for fifty dollars once to win fifty dollars;

(j) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars five times to win fifty dollars;

(k) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof for two dollars ten times, four dollars five times and ten dollars once to win fifty dollars;

(l) One thousand eight hundred tickets revealing the "Payday" symbol for five dollars ten times to win fifty dollars;

(m) One  thousand  one  hundred  seventy  tickets  matching  numbers  or revealing one "Star" symbol for forty dollars once to win forty dollars;

(n) One thousand nine hundred eighty-eight tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars four times to win forty dollars;

(o) Two thousand tickets matching numbers or revealing one "Star" symbol for twenty dollars once to win twenty dollars;

(p) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times and ten dollars once to win twenty dollars;

(q) Two thousand tickets matching numbers or revealing "Star" symbols, or

any  combination  thereof,  for  ten  dollars  two  times  to  win  twenty dollars;

(r) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars seven times and three dollars two times to win twenty dollars;

(u) Eight thousand tickets revealing the "Payday" symbol for two dollars ten times to win twenty dollars;

(v) Two thousand tickets matching numbers or revealing one "Star" symbol for fifteen dollars once to win fifteen dollars;

(w)Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar seven times and two dollars four times to win fifteen dollars;

(x) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars three times to win fifteen dollars;

(y) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar fifteen times to win fifteen dollars;

(bb) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times to win ten dollars;

(cc) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars five times to win ten dollars; and

(dd) Eight thousand tickets revealing the "Payday" symbol for one dollar ten times to win ten dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game number two hundred ninety-six shall be accomplished in a manner which complies with the commission's rules.

(2) When a ticket issued in game number two hundred ninety-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers and play symbols has been removed, the holder shall be deemed to have drawn the numbers and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day on the sales cycle of game number two hundred ninety-six in which the ticket was sold.

(3) The Top Prize Drawing to award one grand prize of five hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is later.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prizes which are to be paid by agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall

be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game number two hundred ninety-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed, or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game number two hundred ninety-six.

(1) The director shall conduct game number two hundred ninety-six in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number two hundred ninety-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game number two hundred ninety-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number two hundred ninety-six and these elements may be given names or titles chosen by the commission.
