    3745-7-03                    Classification of public water systems.

     

     

     

    (A)   For the purpose of this chapter, except as provided in paragraph (C) of this rule, each public water system or treatment facility within a public water system shall be classified based on indicators of potential health risk by the director as a class I, II, III, or IV public water system or treatment facility within a public water system, based on the source of supply, quality of the source, complexity of treatment, complexity of distribution, amount of water consumption, and the water system's potential for public health hazards in producing or in delivering adequate quantities of safe water for human consumption.

     

    (B)   Except as provided in paragraph (C) of this rule, the distribution facilities of each public water system and each public water system which consists solely of distribution facilities shall be classified as a class I or II water distribution system based on the complexity of distribution and storage, amount of water consumption, and the potential for public health hazards in the delivery of adequate quantities of safe water for human consumption.

     

    (C)    For the purposes of this chapter, a public water system shall be classified by the director as a class A public water system when the public water system meets all of the following criteria:

     

    (1)    Is a community or non-transient non-community public water system which serves a population of no more than two hundred fifty, or a transient non-community public water system which serves a population greater than two hundred fifty;

     

    (2)   Uses only purchased water or ground water source(s);

     

    (3)   Does not provide precipitative softening; and

     

    (4)     Has no serious public health or environmental hazard associated with the operation of the public water system.

     

    (D)    The director may change the classification of a particular public water system or treatment facility within a public water system when there are system changes that affect the quality of the source, the complexity of treatment or distribution, the population served, or potential public health hazards.

     

    (E)   Upon the initial classification or a change in classification of a particular public water system or treatment facility within a public water system, the director shall notify the owner of this classification or change in classification and shall give the owner

     

     

    a compliance schedule to meet the requirements of the classification.

    (F)   Certificates of each public water system's facility classification shall be issued to each public water system indicating the classification of that particular facility as determined by the director. Each such certificate shall be displayed for public examination at the treatment plant or principal office of the public water system.
