(A)Title and term. Ohio lottery commission game rule number six hundred nine, "Lucky Times 5," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred nine.

 

(B)General design.

 

(1)Game rule number six hundred nine is a key number match game with an instant win feature and a "Bonus" multiplying feature, and is generally known as an "instant lottery."

 

(2)Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," ten "Your Numbers" and ten corresponding prize values. If any one or more of "Your Numbers" matches one or more of the "Winning Numbers," the player wins the corresponding prize value(s) shown below the matching "Your Numbers." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins its corresponding prize value automatically. If the player wins, the player will then scratch the "Bonus Number" play area under which a "Bonus Number" will be revealed. The player will multiply the total prize amount won in the main play area by the "Bonus Number" revealed to determine the total prize award. The "Bonus Number" area will reveal either a "No Bonus This Time" symbol, "2x" symbol, "3x" symbol, "4x" symbol or a "5x" symbol. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.

 

(3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values multiplied by any applicable "Bonus Number" factor: two dollars, three dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand five hundred dollars and fifteen thousand dollars. Each ticket in game rule number six hundred nine shall be imprinted in such a way that prize awards from the set listed above may be won.

 

(C)Price of tickets. The price of a ticket issued by the commission in game rule number six hundred nine shall be two dollars.

 

(D)Structure, nature and value of prize awards.

 

(1)There shall be one type of prize in game rule number six hundred nine, a "regular prize award."

 

 

 

(2) The only "prize values" which shall appear on a ticket in game rule number six hundred nine are: one dollar, two dollars, three dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand five hundred dollars and fifteen thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred nine shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

(a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two dollars once with no multiplying "Bonus Number" shall win a regular prize award of two dollars;

(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for one dollar two times with no multiplying "Bonus Number" shall win a regular prize award of two dollars;

(c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one dollar once with a multiplying "Bonus Number" of two shall win a regular prize award of two dollars;

(d)Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one dollar once with a multiplying "Bonus Number" of three shall win a regular prize award of three dollars;

(e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for one dollar once and two dollars once with no multiplying "Bonus Number" shall win a regular prize award of three dollars;

(f)Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for three dollars once with no multiplying "Bonus Number" shall win a regular prize award of

three dollars;

(g) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one dollar once with a multiplying "Bonus Number" of five shall win a regular prize award of five dollars;

(h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once with no multiplying "Bonus Number" shall win a regular prize award of five dollars;

(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for one dollar once and two dollars two times with no multiplying "Bonus Number" shall win a regular prize award of five dollars;

(j) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one dollar five times with no multiplying "Bonus Number" shall win a regular prize award of five dollars;

(k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one dollar ten times with no multiplying "Bonus Number" shall win a regular prize award of ten dollars;

(l) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once with a multiplying "Bonus Number" of two shall win a regular prize award of ten dollars;

(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for two dollars once and three dollars once with a multiplying "Bonus Number" of two

shall win a regular prize award of ten dollars;

(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars two times with no multiplying "Bonus Number" shall win a regular prize award of ten dollars;

(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once with no multiplying "Bonus Number" shall win a regular prize award of ten dollars;

(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one dollar once, two dollars seven times and five dollars two times with no multiplying "Bonus Number" shall win a regular prize award of twenty-five dollars;

(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one dollar five times with a multiplying "Bonus Number" of five shall win a regular prize award of twenty-five dollars;

(r) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once with a multiplying "Bonus Number" of five shall win a regular prize award of twenty-five dollars;

(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars once and ten dollars two times with no multiplying "Bonus Number" shall win a regular prize award of twenty-five dollars;

(t)Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by seven of "Your Numbers" or a "Star" symbol is  revealed  in  seven  of  the  "Your  Numbers"  play  spots,  or  any

combination of seven matched numbers or "Star" symbols are revealed for one dollar once, two dollars two times and five dollars four times with no multiplying "Bonus Number" shall win a regular prize award of twenty-five dollars;

(u) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once with no multiplying "Bonus Number" shall win a regular prize award of twenty-five dollars;

(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once with a multiplying "Bonus Number" of two shall win a regular prize award of fifty dollars;

(w)Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five dollars two times with no multiplying "Bonus Number" shall win a regular prize award of fifty dollars;

(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times with no multiplying "Bonus Number" shall win a regular prize award of fifty dollars;

(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten dollars five times with no multiplying "Bonus Number" shall win a regular prize award of fifty dollars;

(z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for one dollar five times and five dollars once with a multiplying "Bonus Number" of five shall win a regular prize award of fifty dollars;

(aa)  Holder  of  a  valid  winning  ticket  on  which  one  of  the  "Winning

Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once with no multiplying "Bonus Number" shall win a regular prize award of fifty dollars;

(bb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty five dollars once with a multiplying "Bonus Number" of four shall win a regular prize award of one hundred dollars;

(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for five dollars four times with a multiplying "Bonus Number" of five shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times with a multiplying "Bonus Number" of five shall win a regular prize award of one hundred dollars;

(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for ten dollars ten times with no multiplying "Bonus Number" shall win a regular prize award of one hundred dollars;

(ff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once with no multiplying "Bonus Number" shall win a regular prize award of one hundred dollars;

(gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once with a multiplying "Bonus Number" of five shall win a regular prize award of five hundred dollars;

(hh)  Holder  of  a  valid  winning  ticket  on  which  one  of  the  "Winning Numbers"  is  matched  by  one  of  the  "Your  Numbers,"  or  a  "Star"

symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once with no multiplying "Bonus Number" shall win a regular prize award of five hundred dollars;

(ii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once with a multiplying "Bonus Number" of three shall win a regular prize award of one thousand five hundred dollars;

(jj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for twenty-five dollars three times and one hundred dollars three times with a multiplying "Bonus Number" of four shall win a regular prize award of one thousand five hundred dollars;

(kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand five hundred dollars once with no multiplying "Bonus Number" shall win a regular prize award of one thousand five hundred dollars;

(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one thousand five hundred dollars ten times with no multiplying "Bonus Number" shall win a regular prize award of fifteen thousand dollars;

(mm) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for one thousand five hundred dollars two times with a multiplying "Bonus Number" of five shall win a regular prize award of fifteen thousand dollars; and

(nn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifteen thousand dollars once with no multiplying "Bonus Number" shall win a regular prize award of fifteen thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred nine will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows

(a) Ten tickets matching numbers or revealing a "Star" symbol for fifteen thousand dollars once with no multiplying "Bonus Number" to win fifteen thousand dollars;

(b) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one thousand five hundred dollars two times with a multiplying "Bonus Number" of five to win fifteen thousand dollars; and

(c) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one thousand five hundred dollars ten times with no multiplying "Bonus Number" to win fifteen thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) Two tickets matching numbers or revealing a "Star" symbol for one thousand five hundred dollars once with no multiplying "Bonus Number" to win one thousand five hundred dollars;

(b) Two tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty five dollars three times and one hundred dollars three times with a multiplying "Bonus Number" of four to win one thousand five dollars;

(c) Two tickets matching numbers or revealing a "Star" symbol for five hundred dollars with a multiplying "Bonus Number" of three to win one thousand five hundred dollars;

(d)Two tickets matching numbers or revealing a "Star" symbol for five hundred dollars once with no multiplying "Bonus Number" to win five hundred dollars;

(e) Five tickets matching numbers or revealing a "Star" symbol for one hundred dollars once with a multiplying "Bonus Number" of five to win five hundred dollars;

(f)Twenty tickets matching numbers or revealing a "Star" symbol for one hundred dollars with no multiplying "Bonus Number" to win one hundred dollars;

(g) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times with no multiplying "Bonus Number" to win one hundred dollars;

(h) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars two times with a multiplying "Bonus Number" of five to win one hundred dollars;

(i) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times with a multiplying "Bonus Number" of five to win one hundred dollars;

(j) Twenty tickets matching numbers or revealing a "Star" for twenty five dollars once with a multiplying "Bonus Number" of four to win one hundred dollars;

(k) Fifty tickets matching numbers or revealing a "Star" symbol for fifty dollars once with no multiplying "Bonus Number" to win fifty dollars;

(l) Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times and five dollars once with a multiplying "Bonus Number" of five to win fifty dollars;

(m) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars five times with no multiplying "Bonus Number" to win fifty dollars;

(n) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times with no multiplying "Bonus Number" to win fifty dollars;

(o) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times with no multiplying "Bonus Number" to win fifty dollars;

(p) Two hundred tickets matching numbers or revealing a "Star" symbol for twenty-five dollars once with a multiplying "Bonus Number" of two to win fifty dollars;

(q) One hundred tickets matching numbers or revealing a "Star" symbol for twenty-five dollars once with no multiplying "Bonus Number" to win twenty-five dollars;

(r) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar once, two dollars two times and five dollars four times with no multiplying "Bonus Number" to win twenty-five dollars;

(s) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and ten dollars two times with no multiplying "Bonus Number" to win twenty-five dollars;

(t)Three hundred eighty tickets matching numbers or revealing a "Star" symbol for five dollars once with a multiplying "Bonus Number" of five to win twenty-five dollars;

(u) Three hundred eighty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times with a multiplying "Bonus Number" of five to win twenty-five dollars;

(v) Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar once, two dollars seven times and five dollars two times with no multiplying "Bonus Number" to win twenty- five dollars;

(w)Five hundred tickets matching numbers or revealing a "Star" symbol for ten dollars once with no multiplying "Bonus Number" to win ten dollars;

(x) Five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times with no multiplying "Bonus Number" to win ten dollars;

(y) Five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars once and three dollars once with a multiplying "Bonus Number" of two to win ten dollars;

(z) Two thousand tickets matching numbers or revealing "Star" symbols for five dollars once with a multiplying "Bonus Number" of two to win ten dollars;

(aa) Five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar ten times with no multiplying "Bonus Number" to win ten dollars;

(bb) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times with no multiplying "Bonus Number" to win five dollars;

(cc) One thousand tickets matching numbers or revealing a "Star" symbol, or any combination thereof, for one dollar once and two dollars two times with no multiplying "Bonus Number" to win five dollars;

(dd) Two thousand tickets matching numbers or revealing a "Star" symbol for five dollars once with no multiplying "Bonus Number" to win five dollars;

(ee) Four thousand tickets matching numbers or revealing a "Star" symbol for one dollar once with a multiplying "Bonus Number" of five to win five dollars;

(ff) Four thousand tickets matching numbers or revealing a "Star" symbol for three dollars once with no multiplying "Bonus Number" to win three dollars;

(gg) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar once and two dollars two times with no multiplying "Bonus Number" to win three dollars;

(hh) Eight thousand tickets matching numbers or revealing a "Star" symbol for one dollar once with a multiplying "Bonus Number" of three to win three dollars;

(ii) Six thousand tickets matching numbers or revealing a "Star" symbol for one dollar once with a multiplying "Bonus Number" of two to win two dollars;

(jj) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar two times with no multiplying "Bonus Number" to win two dollars; and

(kk) Four thousand tickets matching numbers or revealing a "Star" symbol for two dollars once with no multiplying "Bonus Number" to win two dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number

six hundred nine shall be accomplished in a manner which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number six hundred nine is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred nine in which the ticket was sold.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred nine void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number six hundred nine.

(1) The director shall conduct game rule number six hundred nine in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed

necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred nine. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number six hundred nine used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred nine and these elements may be given names or titles chosen by the commission.
