    In an effort to make the campground program self-sustaining and less reliant on general revenue funds, the Public Health Council is proposing to amend this rule to increase plan review fees.

    This rule provides procedures for submitting and obtaining approval of plans for the construction, expansion or substantial alteration of a recreational vehicle park,

    recreation camp, combined park-camp, or temporary park-camp. The PHC proposes to amend the rule to increase fees charged for plan review for the campground program.

    This rule references sections of the Ohio Revised and Administrative Codes. The

    O.R.C. and O.A.C. are generally available in libraries and on the internet to persons who reasonably can be expected to be affected by the rule.

    FISCAL ANALYSIS

    13.  Estimate the total amount by which this proposed rule would increase/ decrease either revenues/ expenditures for the agency during the current biennium (in dollars): Explain the net impact of the proposed changes to the budget of your agency/department.

    This will increase revenues.

    $11,620.

    The proposed amendments will increase plan review fees for campgrounds, generating approximately $11,620 in additional funds during the biennium. Added to current revenues of $63,000, ODH expects plan revenue fees to generate a total of approximately $75,000.

    This rule increases campground plan review fees as follows, thus reducing GRF support for this program: fees for 1) plan review fee projects > $5,000 will be increased from $3,100 to $4,000; 2) plan review fee projects < $5,000 will be increased from $525 to $658; and 3) plan review inspection fees will stay the same at $440.
