To update rules governing purchases made during emergencies and emergency conditions, pursuant to ORC 125.061, which was passed as a part of HB 64 and established additional procedures to be followed by agencies when purchasing due to an emergency.

The rule describes what criteria DAS is to use when deciding whether or not to issue a release and permit to agencies, procedures for agencies to follow when obtaining a release and permit, and procedures for making purchases during emergencies.

Removed reference to R.C. 125.021 from #5 on the RSFA; Revised the Rule to limit the scope to the Emergency Management agency or any other agency participating in response and recovery activities and to limit this process to periods of #emergency#, removing #emergency condition#.
