Pursuant to sections 5101.80 and 5107.05 and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the adoption, amendment, or rescission of the rule or rules as identified below and of a public hearing thereon.

 

Rule 5101:1-2-55, entitled: Ohio works first (OWF)/disability financial assistance (DFA) and/ refugee cash assistance (RCA): delayed cash assistance payments and replacement warrants, is being proposed for rescission as cash assistance benefits are now issued on either the EPPICard or through direct deposit and some language contained in this rule is no longer applicable. This rule sets forth the policy on delayed cash assistance payments and replacement warrants.

 

Rule 5101:1-2-70, entitled: Issuance of cash assistance benefits, is being proposed for rescission and adoption to reflect the issuance method changes as well as to revise the rule into a more plain language format. This rule sets forth the policy on the two methods of benefit issuance delivery, the Ohio EPPICard or direct deposit.

 

Rule 5101:1-2-80 entitled: Direct deposit-electronic funds transfer of cash assistance payments, is being proposed for rescission as more than fifty percent of the rule is being stricken. Language regarding direct deposit is now found in new rule 5101:1-2-70. This rule sets   forth the policy on direct deposit-electronic funds transfer of cash assistance payments.

 

Rule 5101:1-3-10 entitled: Ohio works first: child support requirement, is being proposed for amendment to remove reference to warrants as cash assistance benefits are now issued on either the EPPICard or through direct deposit. This rule sets forth the policy of the child support requirements for Ohio Works First participants.

 

Rule 5101:1-23-40 entitled: Ohio Works First: payments, is being proposed for rescission and adoption to remove reference to warrants as cash assistance benefits are now issued on either the EPPICard or through direct deposit. This rule is being adopted to reflect these issuance method changes as well as to revise the rule into a more plain language format. This rule sets forth the policy on payments for Ohio Works First benefits.

A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral

 

 

 

 

 

testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
