    3301-44-09                  Participation by nonpublic schools.

     

     

     

    (A)    Nonpublic school students in grades nine through twelve may participate in the post-secondary enrollment options program as provided in rule 3301-44-01 to 3301-44-08 of the Administrative Code except as such provisions are modified by this rule.

     

    (B)  Each nonpublic school student who wishes to become a participant in any school year shall send to the Ohio department of education a copy of the student's acceptance from a college and an application. The application shall include information about the student's proposed participation, including:

     

    (1)  The school year in which the student wishes to participate;

     

    (2)   The semesters or terms the student wishes to enroll during such year;

     

    (3)   The student's expected full-time equivalency percentage for each such semester or term;

     

    (4)   The percentage of the school day each such semester or term that the student expects to be enrolled in program provided by a college for both college and nonpublic school credit.

     

    (C)    Paragraph (C) of rule 3301-44-08 of the Administrative Code does not apply to participating nonpublic schools. The percentage of the school day a student represents for the nonpublic school is equal to the units scheduled at the nonpublic school divided by the sum of the units scheduled at the nonpublic school and the college. The percentage of the school day a student represents for the college is equal to the units scheduled at the college divided by the sum of the units scheduled at the nonpublic school and the college. The sum of the units taken at the nonpublic school and at the college, divided by the maximum number of units possible to constitute a student's educational program represents full-time equivalency for the student.

     

    (D)    Upon receipt of an application, the Ohio department of education shall record the date and time of receipt and shall calculate the amount owed the college by multiplying the full-time equivalency obtained in paragraph (C) of this rule by the tuition base as defined in paragraph (I) of rule 3301-44-01 of the Administrative Code. The amount obtained should be multiplied by the percentage of the school day a student represents for the college which is equal to the units scheduled at the college over the sum of the units scheduled at the nonpublic school and college.

     

    (E)    Paragraph (L) of rule 3301-44-08 of the Administrative Code does not apply to

     

     

     

    participating nonpublic schools. The amount paid to each college for each participant enrolled in a participating nonpublic school the previous year shall be from money set aside by the general assembly for such purposes from funds appropriated for the purposes of section 3317.06 of the Revised Code. The "base amount" for any school year (July 1 - June 30) is one million dollars A base amount for each school year (the year beginning on the first day of July and ending on the thirtieth day of June) of one million dollars will be available to support nonpublic school student participation in the post-secondary enrollment options program.

    (F)   The reimbursement amount owed colleges for nonpublic school students participating in the post-secondary enrollment options program shall be subtracted from the remaining base amount for that school year.

    (G)     Applications will be processed in the order of receipt. The Ohio department of education will notify each applicant for whom financial support is available, within three weeks of the receipt of the student's application, that the student may participate in the post-secondary enrollment options program.

    (H)   Within one week of the receipt of the student's application, the The Ohio department of education will notify each applicant for whom financial support is not available. Within one week of the receipt of his application, the The applicant's nonpublic school, and the college accepting the applicant that funds will not be available for the applicant's participation in the program during the year for which the application was made.

    (I) No applicant receiving notification that funds are not available may participate in the post-secondary enrollment options program for both college and nonpublic school credit in the year for which the student applied and no college will be paid for participation by any such applicant.
