    NOTICE OF PUBLIC HEARING

    A public hearing will be held by the Ohio Casino Control Commission on Monday, March 19, 2012 at 10:00 a.m. on the 6th Floor of the One Columbus Building, located at 10 West Broad Street, Columbus, Ohio 43215. The purpose of the hearing is to solicit public comment on the following proposed rules:

     

    Rule 3772-10-16, titled "Security of the cashier's cage, main bank/vault and count rooms." The proposed rule establishes the requirements of the casinos' internal controls for the security of the cashier's cage, the main bank or vault, and the count rooms.

     

    Rule 3772-10-17, titled "Accounting controls for the cage and main bank /vault." The proposed rule details the accounting control requirements for operating the cages, main bank or vault, and satellite cages.

     

    Rule 3772-10-18, titled "Table drop boxes and slot bill validator canisters: physical requirements and transportation." The proposed rule describes the physical requirements of the table drop boxes and slot bill validator canisters. Additionally, the rule describes the specific time and procedures that the table drop boxes and slot bill validator canisters shall be brought to or removed from table games and slot machines.

     

    Rule 3772-10-19, titled "Drop box count procedures." The proposed rule establishes the procedure for the drop box count.

     

    Rule 3772-10-20, titled "Unsecured currency, vouchers, tickets and coupons." The proposed rule details the procedures for processing unsecured currency, vouchers, tickets, or coupons found inside a bill changer but outside a bill validator canister.

     

    Rule 3772-10-21, titled "Jackpot payouts." The proposed rule delineates the procedures for paying jackpots that are not paid directly from a slot machine. The rule also describes payout requirements for annuity jackpots and merchandise payout games.

     

    Rule 3772-10-22, titled "Tips and gratuities." The proposed rule describes how each casino operator licensee or applicant shall handle tips and gratuities.

     

    Rule 3772-10-24, titled "Signature requirements." The proposed rule establishes the procedures for preparing and maintaining licensed employee signature cards.

     

    Rule 3772-10-26, titled "Key controls." The proposed rule details the procedure for securing and accurately tracking keys and locks.

    Rule 3772-10-27, titled "Controlled demonstration."  The proposed rule defines the requirements of a controlled demonstration in which the casino operator licensee shall train its licensed employees on its approved internal control plans and shall perform at least one controlled demonstration of its ability to follow its plans before the commission may allow the casino facility to be opened to the public.

    Rule 3772-10-28, titled "Amendments to internal control plans." The proposed rule establishes the requirement that the casino operator licensee or applicant may not amend its internal control plans without commission approval. The rule also details how to make a proper amendment to the internal control plans and how to seek a waiver from any requirements contained within Chapter 3772-10 of the Administrative Code.

    Rule 3772-20-01, titled "Security department." The proposed rule establishes that each casino operator licensee or applicant shall have a security department. The rule further defines  the operating requirements of the security department.

    Rule 3772-20-02, titled "Security department staffing." The proposed rule describes how  the security department shall be staffed and operated.

    Rule 3772-20-03, titled "Training." The proposed rule establishes the requirement that each casino operator licensee or applicant shall provide training to all members of its security department. The rule further defines requirements of the training plan.

    Rule 3772-20-04, titled "Security plan." The proposed rule establishes the requirement that each casino operator licensee or applicant shall submit a security plan to the commission and what the security plan must include.

    Rule 3772-20-05, titled "Emergency operations plan." The proposed rule establishes the requirement that each casino operator licensee or applicant's director of security shall maintain an emergency operations plan, including evacuation procedures.

    Rule 3772-20-06, titled "Incident reports." The proposed rule describes the procedure by which the casino operator licensee or applicant's director of security shall ensure a report is prepared regarding each incident observed by or reported to a member of the security department. The rule also describes what information shall be contained within the report.

    Rule 3772-20-07, titled "Security detention area." The proposed rule designates the requirement to have a security detention area and how it will be used.

    Rule 3772-20-08, titled "Communications system." The proposed rule establishes the requirement that each casino operator licensee or applicant have a communications system that allows all members of security to communicate with one another. The rule also defines how the communications system shall operate.

    All interested parties are invited to attend the hearing and present oral and/or written testimony. Written comments may also be submitted to the attention of Matthew R.
