    This rule is being filed to state the procedures for certification of an alcohol and other drug addiction prevention provider in Ohio.

    This rule lists all the steps and materials a provider must make available to ODADAS in order to become certified.

    To correct grammatical errors, to ensure consistency with the words "program" and "agency", to combine the definitions for prevention and prevention services, to remove the word "licenses" from (K), to include volunteers and student interns in (M)(5) and to set the allow prevention agencies three years to make application and attain certification through ODADAS. To update the definitions with changes from our constituents during our Continuium of Care meetings.

    Because prevention providers have not been certified in the past, there will be some minimal costs incurred due to training of staff or changes to their business practice. The department will be able to use existing staff to do the prevention certification visits and do not expect to impact the department's budget.

    After the rules are promulgate, prevention programs that provide 2 or more of the prevention strategies will have to become certified in order to receive funding from ODADAS.

    costs associated with these functions vary greatly from program to program depending on the size of the agency, the qualifications of the person designated to prepare for the certification visit, etc. ODADAS has agreed to deem many of the compliance sections to minimize any administrative burden. ODADAS will also coordinate the prevention certification visit with a treatment certification visit if a program requests.
