This rule is being filed to state the mimimum governing authority requirements that an agency must meet in order to be certified by ODADAS as an alochol and other drug prevention program.

This rule describes the formation of the governing authority, the required policies,

code of regulations, articles of incorporation, by-laws, and other documentation relating to the governing authority as needed.

Cleaned up grammatical errors, ensured consistency of the words "program" and "agency", combined the definitions of Prevention and Prevention Services, added clarifying language to (D), and simplified language in (F). To update the definitions with changes from our constituents during our Continuium of Care meetings.

This rule will have minimal impact because this only requires a paper check by ODADAS staff to ensure compliance with the rule. Agencies should only experience minimal impact of this rule because the information that this rule requires is part of a best business strategy that most if not all of the prevention agencies are following.

Estimated costs would be minimal because the agencies would already have this information and would only have to make it available to ODADAS upon request at the certification visit.
