This rule is being filed to state the minimum program administration requirements that an agency must meet in order to be certified by ODADAS as an alcohol and other drug prevention provider.

This rule describes the fiscal administration requirements, personnel policies and
procedures, what ODADAS requires in a personnel file, and other administrative requirements necessary to be certified as an alcohol and other drug prevention program.

This rule references other OAC sections which can be found on the ODADAS website as well as on Anderson's online site listing of OAC sections. This rule also references Title 42 Code of Federal Regulations Part 2, which is available from the federal government webiste.

It is infeasiable to attach these references electronically because of the size of the documents as well as the fact that they are already on an easily accessible website, and interested parties are familiar with the references and their websites.

To make grammatical errors, to ensure the consistency of the words "program" and "agency", clarified (D), took out redundant language in (E), clarified language in (G)(2) and (M)(1)(c), and took out (N)(3). To update the definitions with changes from our constituents during our Continuium of Care meetings.

There could be an impact on an agency to meet these requirements depending on how the business had been operating. However, the certification requirements are based on good business practices and we expect that the economic impact on the agency would be minimal.
