5101:5-1-01 Children's trust fund definitions.
(A) "Child abuse and neglect prevention program" is a set of strategic activities designed to prevent child abuse and neglect by intervening with services to alleviate the circumstances or causal factors which lead to child abuse or neglect.
(B) "Children's trust fund board" is the formally created board existing within the Ohio department of human services as defined in section 3109.15 of the Revised Code.
(C) "Grantee" is any public or private agency or organization approved to receive trust funds by the children's trust fund board and has entered into a contract with the Ohio department of human services.
(D) "Local advisory board" is the board formally created and established by the board of county commissioners, or by the children's trust fund board to fulfill the role of the local advisory board when the county commissioners have not created and established a such a board, as defined in section 3109.18 of the Revised Code.
(E) "Prevention" is any strategy that anticipates the factors which can lead to child abuse or neglect and attempts to reduce or eliminate those factors prior to the occurrence of abuse or neglect.
(F) "Primary prevention strategies" are activities and services designed to intervene before there is a sign of a problem to prevent or reduce the prevalence of child abuse and neglect.
(G) "Secondary prevention strategies" are activities and services designed to intervene at the earliest warning signs of a problem, or whenever a person or group can be identified as "at risk" of child abuse and neglect.
(H) "Statewide prevention strategy" is activities and services designed to have a positive statewide impact on the target population.
(I) "Director of the children's trust fund" is the administrator of the office of the children's trust fund within the Ohio department of human services.
(J) "New program" is a program that has not been funded previously by the children's trust fund board.
(K) "Expanded program" is a previously funded program which has been changed or enhanced by adding additional services, target populations, geographic areas,
service components to the current service, or has been expanded to include clients not previously served.
(L) "State plan" is the plan developed by the children's trust fund board for the allocation of funds provided to local advisory boards and prospective grantees containing information about grant availability, the types of grants that will be considered for funding, the grant application, grant reports and instructions.
