In order to be certified each re-appointed commissioner shall attend and complete annually a minimum of four credits (one of which must be at the regional or district level) of formal instruction concerning the rules, procedures, and laws relating to his/her duties as a commissioner and sign a standards of conduct form. The instruction shall consist of program of instruction approved by the director of the department of veterans services. governor's office of veterans' affairs.
