    3770:1-9-443               Game rule number four hundred forty-three.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number four hundred forty-three, "Cash Tripler," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred forty-three.

     

    (B)General design.

     

    (1)Game rule number four hundred forty-three is a match three lottery game with an "Extra Chance" and "Bonus" features, and is generally known as an "instant lottery."

     

    (2)The player is required to scratch off the covering to reveal six prize values and the "Extra Chance" play area to reveal one prize value. The player must match three like prize values in the main play area or two like prize values in the main play area and a matched prize value in the "Extra Chance" play area to win the matched prize value. The player shall then scratch off the covering over the "Bonus" play area to determine whether the prize won will be a "Single," "Double" or "Triple" prize. If the player reveals a "Single" symbol in the "Bonus" play area, the player wins the matched prize value. If the player reveals a "Double" symbol in the "Bonus" play area, the player wins double the matched prize value. If the player reveals a "Triple" symbol in the "Bonus" play area, the player wins triple the matched prize value.

     

    (3)As used in this rule, "prize award" shall mean one of the following prize amounts which is the total of all winning prize values appearing on the ticket: one dollar, two dollars, three dollars, six dollars, nine dollars, twenty dollars, sixty dollars, one hundred fifty dollars, three hundred dollars and three thousand dollars. Each ticket in game rule number four hundred forty-three shall be imprinted with prize awards from the set listed above.

     

    (C)Price of tickets. The price of a ticket issued by the commission in game rule number four hundred forty-three shall be one dollar.

     

    (D)Structure, nature and value of prize awards.

     

    (1)There shall be one type of prize in game rule number four hundred forty-three called a "regular prize award."

     

    (2)The only "prize values" which shall appear on a ticket in game rule number four hundred forty-three are: one dollar, two dollars, three dollars, six dollars, nine dollars, ten dollars, twenty dollars, thirty dollars, fifty dollars, sixty dollars, one hundred dollars, one hundred fifty dollars, three hundred dollars, one thousand dollars and three thousand dollars.     shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values and prize levels.

    (a) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one dollar and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of one dollar;

    (b) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one dollar and a "Double" symbol is revealed in the "Bonus" play area shall win a regular prize award of one dollar doubled for two dollars;

    (c) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are two dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of two dollars;

    (d)Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one dollar and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of one dollar tripled for three dollars;

    (e) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are three dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of three dollars;

    (f)Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are six dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of six dollars;

    (g) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are two dollars and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of two dollars tripled for six dollars;

    (h) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are three dollars and a "Double" symbol is revealed in the "Bonus" play area shall win a regular prize award of three dollars doubled for six dollars;

    (i) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are three dollars and a "Triple" symbol is revealed in the "Bonus" play area

    shall win a regular prize award of three dollars tripled for nine dollars;

    (j) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are nine dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of nine dollars;

    (k) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are ten dollars and a "Double" symbol is revealed in the "Bonus" play area shall win a regular prize award of ten dollars doubled for twenty dollars;

    (l) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are twenty dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of twenty dollars;

    (m) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are twenty dollars and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of twenty dollars tripled for sixty dollars;

    (n) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are thirty dollars and a "Double" symbol is revealed in the "Bonus" play area shall win a regular prize award of thirty dollars doubled for sixty dollars;

    (o) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are sixty dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of sixty dollars;

    (p) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are fifty dollars and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of fifty dollars tripled for one hundred fifty dollars;

    (q) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one hundred fifty dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of one hundred fifty dollars;

    (r) Holder of a valid winning ticket on which at least three of the prize values

    revealed in the main play area and/or "Extra Chance" play area are one hundred dollars and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of one hundred dollars tripled for three hundred dollars;

    (s) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one hundred fifty dollars and a "Double" symbol is revealed in the "Bonus" play area shall win a regular prize award of one hundred fifty dollars doubled for three hundred dollars;

    (t)Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are three hundred dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of three hundred dollars;

    (u) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are one thousand dollars and a "Triple" symbol is revealed in the "Bonus" play area shall win a regular prize award of one thousand dollars tripled for three thousand dollars; and

    (v) Holder of a valid winning ticket on which at least three of the prize values revealed in the main play area and/or "Extra Chance" play area are three thousand dollars and a "Single" symbol is revealed in the "Bonus" play area shall win a regular prize award of three thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred forty-three will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per eight million tickets sold in the following categories should be as follows:

    (a) Twenty tickets winning three thousand dollars to win three thousand dollars; and

    (b) Twenty tickets winning one thousand dollars tripled to win three thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets

    sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) Five tickets winning three hundred dollars to win three hundred dollars;

    (b) Five  tickets  winning  one  hundred  fifty  dollars  doubled  to  win  three hundred dollars;

    (c) Five tickets winning one hundred dollars tripled to win three hundred dollars;

    (d)Ten tickets winning one hundred fifty dollars to win one hundred fifty dollars;

    (e) Ten tickets winning fifty dollars tripled to win one hundred fifty dollars;

    (f)Fifty tickets winning sixty dollars once to win sixty dollars;

    (g) Fifty tickets winning thirty dollars doubled to win sixty dollars;

    (h) Sixty tickets winning twenty dollars tripled to win sixty dollars;

    (i) Two hundred fifty tickets winning twenty dollars to win twenty dollars;

    (j) Seven hundred fifty tickets winning ten dollars doubled to win twenty dollars;

    (k) Two hundred fifty tickets winning nine dollars to win nine dollars;

    (l) Seven  hundred  fifty  tickets  winning  three  dollars  tripled  to  win  nine dollars;

    (m) Five hundred tickets winning three dollars doubled to win six dollars;

    (n) One thousand tickets winning two dollars tripled to win six dollars;

    (o) Five hundred tickets winning six dollars to win six dollars;

    (p) One thousand tickets winning three dollars to win three dollars;

    (q) Five thousand tickets winning one dollar tripled to win three dollars;

    (r) Four thousand tickets winning two dollars to win two dollars;

    (s) Eight thousand tickets winning one dollar doubled to win two dollars; and

    (t)Eighteen thousand tickets winning one dollar to win one dollar.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number four hundred forty-three shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number four hundred forty-three is sold or deemed sold in accordance with this rule and the covering material over any of the prize values and prize levels has been removed, the holder shall be deemed to have drawn the prize values and prize levels on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number four hundred forty-three in which the ticket was sold.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred forty-three void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number four hundred forty-three.

    (1) The director shall conduct game rule number four hundred forty-three in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred forty-three. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number four hundred forty-three used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred forty-three and these elements may be given names or titles chosen by the commission.
