    To implement the provisions for Title IV-A Head Start Plus services established by HB 95 of the 125th General Assembly.

    This rule requires that the county departments of job and family services determine eligibility for child care services provided by Title IV-A Head Start Plus providers and sets forth the eligibility criteria for those services.

    The revision removes currently proposed paragrah A(5)language. This change removes the reference to hours of care making the rule consistent with broader definition that currently exists in child care rule 5101:2-16-30.

    FISCAL ANALYSIS

    This will increase expenditures.

    $86.6 million

    Expenditures will be staying within the appropriated amount of $86.6 million as determined by the 125th General Assembly for this service in HB 95.

    ODJFS 600-689.

    ODE 200-663. Funds will be sent by ODJFS to ODE based upon reimbursable expenditures.

    The effect on the county departments of job and family services (CDJFS) for determining eligibility and coordinating with local Head Start Plus service providers will be limited because there is a finite number of children that can receive these services and for the most part they are children that the CDJFSs are already serving in subsidized childcare. The CDJFSs may experience some savings in administrative time previously required for contracting and invoicing for child care services for these children because they will no longer need to perform those functions.
