    Ohio Chemical Dependency Professionals Board

    Pursuant to Section 119.03 of the Ohio Revised Code, notice is herby given that the Ohio Chemical Dependency Professionals (OCDP) Board intends to conduct a public hearing.

    The four rules described below are being proposed for revision. The rules are related to the requirements for formal application to obtain a chemical dependency counselor license from the OCDP Board and the requirements to obtain the Board's chemical dependency counselor license II (LCDC II), the chemical dependency counselor license III (LCDC III) and the independent chemical dependency counselor license (LICDC).

    Specifically, the OCDP Board is eliminating the Case Presentation Method (CPM) exam as a requirement for submitting a formal application for one of its licenses and, more precisely as a requirement for obtaining the LCDC II, LCDC III and LICDC.         This action is the result of the International Certification and Reciprocity Consortium (IC&RC) decision to stop requiring and supporting the CPM exam and to integrate its components into a new Alcohol and Other Drug Addiction (AODA) written exam. The OCDP Board is a member of the IC&RC and supports this decision. Moreover, the Board's licensing requirements are based on the IC&RC credentialing requirements. As a result, it is important for the Board to stay aligned with the IC&RC.

    The new AODA written exam containing the CPM exam components is scheduled for use starting June 13, 2008. Rolling the CPM exam components into this new written exam will reduce by one the number of exams a person must take to obtain licensure from the OCDP Board, making the Board license more accessible and potentially more attainable while maintaining a high quality chemical dependency treatment workforce.

    The following rules are being proposed for revision:

    Revised:      OAC 4758-4-01    Formal application for licensure or certification

    4758-4-01 establishes the requirements and procedures pertaining to formal application for licensure or certification with the OCDP Board. For reasons

    stated above, the proposed change will eliminate sections of this rule that refer to the CPM exam as a requirement for formal application to obtain licensure or certification from the OCDP Board.

    Revised:      OAC 4758-5-03    Requirements for licensure of chemical dependency counselor II (LCDC II)

          establishes the requirements for obtaining the OCDP Board LCDC II credential. For reasons stated above, the proposed change to this rule will eliminate the provision requiring "successful completion of the ICRC/AODA CPM oral examination" as a criterion for obtaining the LCDC II credential.

    Revised:      OAC 4758-5-04    Requirements for licensure of chemical dependency counselor III (LCDC III)

          establishes the requirements for obtaining the OCDP Board LCDC III credential. For reasons stated above, the proposed change to this rule will eliminate the provision requiring "successful completion of the ICRC/AODA CPM oral examination" as a criterion for obtaining the LCDC III credential.

          establishes the requirements for obtaining the OCDP Board LICDC credential. For reasons stated above, the proposed change to this rule will eliminate the provision requiring "successful completion of the ICRC/AODA CPM oral examination" as a criterion for obtaining the LICDC credential.

    Additionally, in order to harmonize this rule with current OCDP statute, the phrase "At least a" will be inserted at the beginning of line (A)(1) of this rule. This provision describes the level and type of degree a person must have to obtain the LICDC credential. S.B. 189 (125th General Assembly) added language to O.R.C. 4758.40(A)(1) that a person must hold "at least" a masters degree in a behavioral science. This permits an individual with a higher degree to qualify for the LICDC credential. The Board intends to adjust the rule language regarding the degree level to harmonize it with current statute.
