    RULE SUMMARY

    Paragraph (C)(2) regarding the Middle Childhood license requires in-depth study in two content areas selected from the following: math, science, social studies, or English language arts. Such teachers are only licensed to teach in two areas. The rule is being amended to allow school districts to have increased flexibility to continue to have self-contained classrooms in grades four, five, and six and to permit Middle Childhood teachers to teach in all four core academic content areas, provided that the teachers meet the requirements set forth in the proposed amendment.

    This rule sets forth the specific licenses that exist and the requirements that must be met to obtain a specific license. Paragraph (D)(15) is added to the rule to include an option for a Middle Childhood Generalist Endorsement that would permit Middle Childhood teachers to teach in all four core academic content areas (math, science, social studies, or English language arts) in grades four, five and six provided that the teachers meet the requirements of an additional six semester hours of study in each of the content areas to be added, aligned with the state academic standards; provide evidence of preparation in pedagogy in each of the additional content areas; and successfully complete the prescribed examination.

    This rule references statutes from the Ohio Revised Code and rules from the Ohio Administrative Code. Pursuant to Revised Code section 121.76(A), the requirements as set forth in R.C. 121.71 to 121.75 regarding incorporation by reference do not apply to a section in the Revised Code or a rule in the Administrative Code.

    Prospective teachers wishing to earn the middle childhood generalist endorsement will need to incorporate additional coursework requirements into their teacher preparation program. When incoporated into the baccaluareate program, at the outset, there should be no additional cost. Students further along in their studies may have to take additional courses to earn this endorsement. Such students could have expenses for 12 hours of coursework, estimated at $2400-$4000. Teachers who are already in the classroom will have the option to add this endorsement to their teaching license. While it is not required, teachers who choose to add the endorsement will have expenses for 12 hours of coursework, estimated at

    $2400-$4000.
