    3770:1-9-618               Game rule number six hundred eighteen.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number six hundred eighteen, "Cash in a Flash," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred eighteen.

     

    (B)General design.

     

    (1)Game rule number six hundred eighteen is a key number match game with an additional instant win feature, and is generally known as an "instant lottery."

     

    (2)Holders of valid tickets will remove the covering off the entire play area to reveal one "Winning Number," five "Your Numbers" and five corresponding prize values. If any one or more of "Your Numbers" match the "Winning Number," the player wins the corresponding prize value(s) shown below the matching "Your Number(s)." If the player reveals a "Moneybag" symbol in any of the "Your Numbers" play spots, the player wins twenty-five dollars automatically. There are five chances to win on each ticket, and a player may win up to five times on one ticket.

     

    (3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: one dollar, two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars and five hundred dollars. Each ticket in game rule number six hundred eighteen shall be imprinted in such a way that prize awards from the set listed above may be won.

     

    (C)Price of tickets. The price of a ticket issued by the commission in game rule number six hundred eighteen shall be one dollar.

     

    (D)Structure, nature and value of prize awards.

     

    (1)There shall be one type of prize in game rule number six hundred eighteen called a "regular prize award."

     

    (2)The only "prize values" which shall appear on a ticket in game rule number six hundred eighteen are: one dollar, two dollars, four dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred, and five hundred dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred eighteen shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

     

    (a)Holder of a valid winning ticket on which the "Winning Number" is

     

     

    matched by one of "Your Numbers" for one dollar once shall win a regular prize award of one dollar;

    (b) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for two dollars once shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket on which the "Winning Number" is matched by two of "Your Numbers" for one dollar two times shall win a regular prize award of two dollars;

    (d)Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for two dollars once and one dollar three times shall win a regular prize award of five dollars;

    (e) Holder of a valid winning ticket on which the "Winning Number" is matched by three of "Your Numbers" for one dollar once and two dollars two times shall win a regular prize award of five dollars;

    (f)Holder of a valid winning ticket on which the "Winning Number" is matched by all five of "Your Numbers" for one dollar five times shall win a regular prize award of five dollars;

    (g) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for five dollars once shall win a regular prize award of five dollars;

    (h) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for two dollars three times and four dollars once shall win a regular prize award of ten dollars;

    (i) Holder of a valid winning ticket on which the "Winning Number" is matched by all five of "Your Numbers" for two dollars five times shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for one dollar once, two dollars two times and five dollars once shall win a regular prize award of ten dollars;

    (k) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for ten dollars once shall win a regular prize award of ten dollars;

    (l) Holder of a valid winning ticket on which the "Winning Number" is matched by all five of "Your Numbers" for five dollars five times shall win a regular prize award of twenty-five dollars;

    (m) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for five dollars three times and ten dollars once shall win a regular prize award of twenty-five dollars;

    (n) Holder of a valid winning ticket on which the "Winning Number" is matched by five of "Your Numbers" for one dollar once, four dollars once, five dollars two times and ten dollars once shall win a regular prize award of twenty-five dollars;

    (o) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

    (p) Holder of a valid winning ticket on which the "Winning Number" is matched by all five of "Your Numbers" for ten dollars five times shall win a regular prize award of fifty dollars;

    (q) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in two of the "Your Numbers" play spots for twenty-five dollars two times shall win a regular prize award of fifty dollars;

    (r) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for fifty dollars once shall win a regular prize award of fifty dollars;

    (s) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in four of the "Your Numbers" play spots for twenty-five dollars four times shall win a regular prize award of one hundred dollars;

    (t)Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (u) Holder of a valid winning ticket on which the "Winning Number" is matched by five of "Your Numbers" for one hundred dollars five times shall win a regular prize award of five hundred dollars; and

    (v) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for five hundred dollars once shall win a regular prize award of five hundred dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred eighteen will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing,

    damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) One ticket matching numbers for five hundred dollars once to win five hundred dollars;

    (b) One ticket matching numbers for one hundred dollars five times to win five hundred dollars;

    (c) Ten tickets matching numbers for one hundred dollars once to win one hundred dollars;

    (d)Twenty-five tickets revealing four "Moneybag" symbols for twenty-five dollars four times to win one hundred dollars;

    (e) Twenty  tickets  matching  numbers  for  fifty  dollars  once  to  win  fifty dollars;

    (f)Forty tickets revealing two "Moneybag" symbols for twenty-five dollars two times to win fifty dollars;

    (g) Twenty tickets matching numbers for ten dollars five times to win fifty dollars;

    (h) Seven hundred tickets revealing a "Moneybag" symbol for twenty-five dollars once to win twenty-five dollars;

    (i) Two hundred tickets matching numbers for one dollar once, four dollars once, five dollars two times and ten dollars once to win twenty-five dollars;

    (j) Two hundred tickets matching numbers for five dollars three times and ten dollars once to win twenty-five dollars;

    (k) Two hundred tickets matching numbers for five dollars five times to win twenty-five dollars;

    (l) Two hundred fifty tickets matching numbers for ten dollars once to win ten dollars;

    (m) Two hundred fifty tickets matching numbers for one dollar once, two dollars two times and five dollars once to win ten dollars;

    (n) Two hundred fifty tickets matching numbers for two dollars five times to win ten dollars;

    (o) Two hundred fifty tickets matching numbers for two dollars three times and four dollars once to win ten dollars;

    (p) Five hundred tickets matching numbers for five dollars once to win five dollars;

    (q) One thousand tickets matching numbers for one dollar five times to win five dollars;

    (r) One thousand tickets matching numbers for one dollar once and two dollars two times to win five dollars;

    (s) One thousand five hundred tickets matching numbers for two dollars once and one dollar three times to win five dollars;

    (t)Seven thousand tickets matching numbers for one dollar two times to win two dollars;

    (u) Eight thousand tickets matching numbers for two dollars once to win two dollars; and

    (v) Twenty-one thousand tickets matching numbers for one dollar once to win one dollar.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number six hundred eighteen shall be accomplished in a manner, which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number six hundred eighteen is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred eighteen in which

    the ticket was sold.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred eighteen void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number six hundred eighteen.

    (1) The director shall conduct game rule number six hundred eighteen in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred eighteen. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number six hundred eighteen used in this rule are to be considered generic terms used solely for purposes

    of this rule. In actual operation, game rule number six hundred eighteen and these elements may be given names or titles chosen by the commission.
