    3770:1-9-620               Game rule number six hundred twenty.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number six hundred twenty, "Ohio's $200 Million Club," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred twenty.

     

    (B)General design.

     

    (1)Game rule number six hundred twenty is a key number match game with a "doubler" feature and an instant win feature, and is generally known as an "instant lottery."

     

    (2)Holders of valid tickets will remove the covering off the entire play area to reveal six "Winning Numbers," twenty "Your Numbers" and twenty corresponding prize values. If any one or more of "Your Numbers" matches one or more of the "Winning Numbers," the player wins the corresponding prize values shown below the matching "Your Number(s)." If the player reveals a "Moneybag" symbol in any of the "Your Numbers" play spots, the player wins double the corresponding prize value automatically. If the player reveals a "Stack of Cash" symbol in any of the "Your Numbers" play spots, the player wins one hundred dollars automatically. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins two thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket.

     

    (3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: twenty dollars, twenty-five dollars, forty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years (before taxes) or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." Each ticket in game rule number six hundred twenty shall be imprinted in such a way that prize awards from the set listed above may be won.

     

     

     

    (C) Price of tickets. The price of a ticket issued by the commission in game rule number six hundred twenty shall be twenty dollars.

    (D)Structure, nature and value of prize awards.

    (1) There shall be two types of prizes in game rule number six hundred twenty, a "regular prize award" and a "TPD" prize award.

    (2) The only "prize values" which shall appear on a ticket in game rule number six hundred twenty are: ten dollars, twenty dollars, twenty-five dollars, forty dollars, fifty dollars, one hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of two thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred twenty shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

    (a) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for ten dollars doubled shall win a regular prize award of twenty dollars;

    (b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars two times shall win a regular prize award of twenty dollars;

    (c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty dollars once shall win a regular prize award of twenty dollars;

    (d)Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

    (e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars four times shall win a regular prize award of forty dollars;

    (f)Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars two times and twenty dollars once shall win a regular prize award of forty dollars;

    (g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty dollars two times shall win a regular prize award of forty dollars;

    (h) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars doubled shall win a regular prize award of forty dollars;

    (i) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for forty dollars once shall win a regular prize award of forty dollars;

    (j) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for ten dollars five times shall win a regular prize award of fifty dollars;

    (k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars three times and twenty dollars once shall win a regular prize award of fifty dollars;

    (l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars once and twenty dollars two times shall win a regular prize award of fifty dollars;

    (m) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars doubled shall win a regular prize award of fifty dollars;

    (n) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars once shall win a regular prize award of fifty dollars;

    (o) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for ten dollars ten times shall win a regular prize award of one hundred dollars;

    (p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for twenty dollars five times shall win a regular prize award of one hundred dollars;

    (q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for twenty-five dollars four times shall win a regular prize award of one hundred dollars;

    (r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for fifty dollars two times shall win a regular prize award of one hundred dollars;

    (s) Holder of a valid winning ticket on which a "Stack of Cash" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (t)Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars;

    (u) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (v) Holder of a valid winning ticket on which a "Stack of Cash" symbol is revealed in five of the "Your Numbers" play spots for one hundred dollars five times shall win a regular prize award of five hundred dollars;

    (w)Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of "Your Numbers" play spots for two hundred fifty dollars doubled shall win a regular prize award of five hundred dollars;

    (x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all twenty of "Your Numbers" for twenty-five dollars twenty times shall win a regular prize award of five hundred dollars;

    (y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" for forty dollars ten times and fifty dollars two times shall win a regular prize award of five hundred dollars;

    (z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for fifty dollars ten times shall win a regular prize award of five hundred dollars;

    (aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for one hundred dollars five times shall win a regular prize award of five hundred dollars;

    (bb)  Holder  of  a  valid  winning  ticket  on  which  one  of  the  "Winning Numbers" is matched by one of "Your Numbers" for five hundred

    dollars once shall win a regular prize award of five hundred dollars;

    (cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for fifty dollars twenty times shall win a regular prize award of one thousand dollars;

    (dd) Holder of a valid winning ticket on which a "Stack of Cash" symbol is revealed in ten of the "Your Numbers" play spots for one hundred dollars ten times shall win a regular prize award of one thousand dollars;

    (ee) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in one of "Your Numbers" play spots for five hundred dollars doubled shall win a regular prize award of one thousand dollars;

    (ff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars once shall win a regular prize award of one thousand dollars;

    (gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for two thousand five hundred dollars shall win a regular prize award of two thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win a grand prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award;"

    (hh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all twenty of "Your Numbers" for five hundred dollars twenty times shall win a regular prize award of ten thousand dollars;

    (ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for one thousand dollars ten times shall win a regular prize award of ten thousand dollars;

    (jj) Holder of a valid winning ticket on which a "Moneybag" symbol is revealed in ten of the "Your Numbers" play spots for five hundred dollars doubled ten times shall win a regular prize award of ten thousand dollars;

    (kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars once shall win a regular prize award of ten thousand dollars;

    (ll) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty thousand dollars once shall win a regular prize award of twenty thousand dollars; and

    (mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" to win an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award."

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred twenty will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per fifteen million tickets sold in the following prize categories should be as follows

    (a) Nine tickets matching numbers for the "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award;" and

    (b) Eighty tickets matching numbers for twenty thousand dollars once to win twenty thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) One ticket matching numbers for ten thousand dollars once to win ten thousand dollars;

    (b) One ticket revealing the "Moneybag" symbol ten times for five hundred dollars doubled ten times to win ten thousand dollars;

    (c) One ticket matching numbers for one thousand dollars ten times to win ten thousand dollars;

    (d)One ticket matching numbers for five hundred dollars twenty times to win

    ten thousand dollars;

    (e) One ticket matching numbers and revealing the "TPD" prize symbol to win two thousand five hundred dollars and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win a grand prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award;"

    (f)Ten tickets matching numbers for one thousand dollars once to win one thousand dollars;

    (g) Forty-five tickets revealing the "Moneybag" symbol once for five hundred dollars doubled to win one thousand dollars;

    (h) Twenty tickets revealing the "Stack of Cash" symbol ten times for one hundred dollars ten times to win one thousand dollars;

    (i) Twenty-five tickets matching numbers for fifty dollars twenty times to win one thousand dollars;

    (j) One hundred tickets matching numbers for five hundred dollars once to win five hundred dollars;

    (k) One hundred tickets matching numbers for one hundred dollars five times to win five hundred dollars;

    (l) One hundred tickets matching numbers for fifty dollars ten times to win five hundred dollars;

    (m) One hundred tickets matching numbers for forty dollars ten times and fifty dollars two times to win five hundred dollars;

    (n) One hundred tickets matching numbers for twenty-five dollars twenty times to win five hundred dollars;

    (o) Two hundred thirty tickets revealing the "Moneybag" symbol once for two hundred fifty dollars doubled once to win five hundred dollars;

    (p) One hundred seventy-five tickets revealing the "Stack of Cash" symbol five times for one hundred dollars five times to win five hundred dollars;

    (q) Five hundred tickets matching numbers for one hundred dollars once to win one hundred dollars;

    (r) One thousand five hundred tickets revealing the "Moneybag" symbol once for fifty dollars doubled once to win one hundred dollars;

    (s) Two thousand tickets revealing the "Stack of Cash" symbol once for one hundred dollars once to win one hundred dollars;

    (t)Five hundred tickets matching numbers for fifty dollars two times to win one hundred dollars;

    (u) One thousand tickets matching numbers for twenty-five dollars four times to win one hundred dollars;

    (v) One thousand tickets matching numbers for twenty dollars five times to win one hundred dollars;

    (w)One thousand tickets matching numbers for ten dollars ten times to win one hundred dollars;

    (x) One thousand tickets matching numbers for fifty dollars once to win fifty dollars;

    (y) Four  thousand  tickets  revealing  the  "Moneybag"  symbol  once  for twenty-five dollars doubled once to win fifty dollars;

    (z) One thousand tickets matching numbers for ten dollars once and twenty dollars two times to win fifty dollars;

    (aa) One thousand tickets matching numbers for ten dollars three times and twenty dollars once to win fifty dollars;

    (bb) One thousand tickets matching numbers for ten dollars five times to win fifty dollars;

    (cc) Three hundred tickets matching numbers for forty dollars once to win forty dollars;

    (dd) One thousand five hundred tickets revealing the "Moneybag" symbol once for twenty dollars doubled once to win forty dollars;

    (ee) Three hundred tickets matching numbers for twenty dollars two times to win forty dollars;

    (ff) Three hundred tickets matching numbers for ten dollars two times and twenty dollars once to win forty dollars;

    (gg) Five hundred tickets matching numbers for ten dollars four times to win

    forty dollars;

    (hh) Sixteen thousand tickets matching numbers for twenty-five dollars once to win twenty-five dollars;

    (ii) Four thousand tickets matching numbers for twenty dollars once to win twenty dollars;

    (jj) Four thousand tickets matching numbers for ten dollars two times to win twenty dollars; and

    (kk) Sixteen thousand tickets revealing the "Moneybag" symbol once for ten dollars doubled once to win twenty dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number six hundred twenty shall be accomplished in a manner, which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number six hundred twenty is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred twenty in which the ticket was sold.

    (3) The Top Prize Drawing to award one grand prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years (before taxes) or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for

    validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred twenty void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number six hundred twenty.

    (1) The director shall conduct game rule number six hundred twenty in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred twenty. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number six hundred twenty used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred twenty and these elements may be given names or titles chosen by the commission.
