    3770:1-9-621               Game rule number six hundred twenty-one.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number six hundred twenty-one, "Double Payday," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred twenty-one.

     

    (B)General design.

     

    (1)Game rule number six hundred twenty-one is an instant lottery game within which is contained three separate scratch-off games. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket.

     

    (a) "Game 1" - The player reveals three "Winning Numbers," fifteen "Your Numbers" and fifteen corresponding prize values. The player must match any one or more of "Your Numbers" to one or more of the "Winning Numbers" to win the corresponding prize value revealed beneath the matching "Your Number(s)." If the player reveals a "double dollar sign" symbol in any of the "Your Numbers" play spots, the player wins double the corresponding prize value shown automatically. If the player reveals a "moneybag" symbol in any of the "Your Numbers" play spots, the player wins all fifteen prizes shown automatically. If the player reveals a "bar" symbol in any of the "Your Numbers" play spots, the player wins ten dollars automatically for each "bar" symbol revealed. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins one thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a one hundred fifty thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director.

     

    (b) "Game 2" - The player will reveal symbols in three "spins" and three corresponding prize values. If the player reveals a "coin" symbol in the same spin across, the player wins the corresponding prize for that spin. If a player reveals two "coin" symbols in the same spin across, the player wins double the corresponding prize value for that spin. If the player reveals a "bar" symbol in any of the "spins," the player wins ten dollars automatically for each "bar" symbol revealed.

     

    (c) "Game 3" - The player reveals a play symbol in each of the two play spots

     

     

     

    and corresponding prize values. If the player reveals a "dollar bill" symbol, the player wins the corresponding prize value for that play spot. If the player reveals a "bar" symbol, the player wins ten dollars automatically for each "bar" symbol revealed.

    (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, ten thousand dollars, twenty-five thousand dollars, and one hundred fifty thousand dollars. Each ticket in game rule number six hundred twenty-one shall be imprinted in such a way that prize awards from the set listed above may be won.

    (C) Price of tickets. The price of a ticket issued by the commission in game rule number six hundred twenty-one shall be five dollars.

    (D)Structure, nature and value of prize awards.

    (1) There shall be two types of prizes in game rule number six hundred twenty-one, a "regular prize award" and a "TPD" prize award.

    (2) The only "prize values" which shall appear on a ticket in game rule number six hundred twenty-one are listed as follows:

    (a) "Game 1" - one dollar, two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, the "TPD" symbol corresponding to a prize value of one thousand dollars, five thousand dollars, ten thousand dollars, twenty-five thousand dollars and one hundred fifty thousand dollars;

    (b) "Game 2" - one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, five thousand dollars and one hundred fifty thousand dollars; and

    (c) "Game 3" - one dollar, two dollars, three dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, one thousand dollars and one hundred fifty thousand dollars.

    (3) Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred twenty-one shall be concealed by an opaque covering or tab covering which may be scratched off or removed by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

    (a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars once in "Game

    1" shall win a regular prize award of five dollars;

    (b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for one dollar three times in "Game 1,"on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for one dollar once and on which a "dollar bill" symbol is revealed in "Game 3" for one dollar once shall win a regular prize award of five dollars;

    (c) Holder of a valid winning ticket on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for three dollars once and on which a "dollar bill" symbol is revealed in "Game 3" for two dollars once shall win a regular prize award of five dollars;

    (d)Holder of a valid winning ticket on which a "double dollar sign" is revealed in one of the "Your Numbers" play spots in "Game 1" for five dollars doubled shall win a regular prize award of ten dollars;

    (e) Holder of a valid winning ticket on which a "bar" symbol is revealed once in "Game 2" for ten dollars once shall win a regular prize award of ten dollars;

    (f)Holder of a valid winning ticket on which a "bar" symbol is revealed once in "Game 3" for ten dollars once shall win a regular prize award of ten dollars;

    (g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for two dollars five times in "Game 1" shall win a regular prize award of ten dollars;

    (h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one dollar once in "Game 1," on which two "coin" symbols are revealed in the same "spin" in "Game 2" for two dollars doubled, and on which a "dollar bill" symbol is revealed in "Game 3" for five dollars once shall win a regular prize award of ten dollars;

    (i) Holder of a valid winning ticket on which a "bar" symbol is revealed in one of "Your Numbers" play spots in "Game 1" for ten dollars once shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket on which a "coin" symbol is revealed in two of the "spins" in "Game 2" for two dollars once and five dollars once, and on which a "dollar bill" symbol is revealed in "Game 3" for three dollars once shall win a regular prize award of ten dollars;

    (k) Holder  of  a  valid  winning  ticket  on  which  a  "moneybag"  symbol  is

    revealed in one of "Your Numbers" play spots for one dollar fifteen times and on which a "dollar bill" symbol is revealed in "Game 3" for five dollars once shall win a regular prize award of twenty dollars;

    (l) Holder of a valid winning ticket on which a "coin" symbol is revealed in the three "spins" in "Game 2" for five dollars three times and on which a "dollar bill" symbol is revealed twice in "Game 3" for two dollars once and three dollars once shall win a regular prize award of twenty dollars;

    (m) Holder of a valid winning ticket on which a "bar" symbol is revealed once in "Game 2" for ten dollars once and on which a "bar" symbol" is revealed in "Game 3" for ten dollars once shall win a regular prize award of twenty dollars;

    (n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for two dollars ten times in "Game 1" shall win a regular prize award of twenty dollars;

    (o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars once in "Game 1" and on which a "dollar bill" symbol is revealed twice in "Game 3" for five dollars two times shall win a regular prize award of twenty dollars;

    (p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" for one dollar fifteen times in "Game 1," on which a "coin" symbol is revealed in the three "spins" in "Game 2" for one dollar three times, and on which a "dollar bill" symbol is revealed twice in "Game 3" for one dollar two times shall win a regular prize award of twenty dollars;

    (q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for one dollar ten times in "Game 1," on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for five dollars once, and on which a "dollar bill" symbol is revealed in "Game 3" for five dollars once shall win a regular prize award of twenty dollars;

    (r) Holder of a valid winning ticket on which a "double dollar sign" symbol is revealed in one of "Your Numbers" play spots in "Game 1" for five dollars doubled and on which a "bar" symbol is revealed in "Game 3" for ten dollars once shall win a regular prize award of twenty dollars;

    (s) Holder of a valid winning ticket on which one of the "Winning Numbers' is matched by one of "Your Numbers" in "Game 1" for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

    (t)Holder of a valid winning ticket on which a "double dollar sign" symbol is revealed in one of "Your Numbers" play spots in "Game 1" for ten dollars doubled, on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for four dollars once, and on which a "dollar bill" symbol is revealed in "Game 3" for one dollar once shall win a regular prize award of twenty-five dollars;

    (u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" for two dollars eleven times in "Game 1" and on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for three dollars once shall win a regular prize award of twenty-five dollars;

    (v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of the "Your Numbers" for fifty dollars once in "Game 1" shall win a regular prize award of fifty dollars;

    (w)Holder of a valid winning ticket on which a "moneybag" symbol is revealed in "Game 1" for two dollars fourteen times and five dollars once, on which a "coin" symbol is revealed in the three "spins" in "Game 2" for five dollars three times, and on which a "dollar bill" symbol is revealed twice in "Game 3" for one dollar two times shall win a regular prize award of fifty dollars;

    (x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five dollars six times in "Game 1" and on which a "bar" symbol is revealed twice in "Game 2" for ten dollars twice shall win a regular prize award of fifty dollars;

    (y) Holder of a valid winning ticket on which or more of the "Winning Numbers" are matched by ten of "Your Numbers" for five dollars ten times in "Game 1" shall win a regular prize award of fifty dollars;

    (z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" for five dollars eight times and on which a "bar" symbol is revealed once in "Game 3" for ten dollars once shall win a regular prize award of fifty dollars;

    (aa) Holder of a valid winning ticket on which two "coin" symbols are revealed in the same "spin" in "Game 2" for twenty-five dollars doubled shall win a regular prize award of fifty dollars;

    (bb) Holder of a valid winning ticket on which a "bar" symbol is revealed five times in "Game 1" For ten dollars five times shall win a regular prize award of fifty dollars;

    (cc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars once in "Game 1" shall win a regular prize award of one hundred dollars;

    (dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" for ten dollars eight times in "Game 1," on which two "coin" symbols are revealed in the same "spin" in "Game 2" for five dollars doubled, and on which a "dollar bill" symbol is revealed once in "Game 3" for ten dollars once shall win a regular prize award of one hundred dollars;

    (ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for two dollars ten times in "Game 1," on which two "coin" symbols are revealed in the same "spin" in "Game 2" for five dollars doubled, on which a "bar" symbol is revealed twice in "Game 2" for ten dollars twice, and on which a "dollar bill" symbol is revealed once in "Game 3" for fifty dollars once shall win a regular prize award of one hundred dollars;

    (ff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars once in "Game 1" and on which a "coin" symbol is revealed in two of the "spins" in "Game 2" for twenty-five dollars twice shall win a regular prize award of one hundred dollars;

    (gg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for five dollars four times in "Game 1," on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for fifty dollars, on which a "dollar bill" symbol is revealed once in "Game 3" for twenty dollars once, and on which a "bar" symbol is revealed in "Game 3" once for ten dollars once shall win a regular prize award of one hundred dollars;

    (hh) Holder of a valid winning ticket on which a "coin" symbol is revealed in the three "spins" in "Game 2" for twenty-five dollars three times and on which a "dollar bill" symbol is revealed once in "Game 3" for twenty-five dollars once shall win a regular prize award of one hundred dollars;

    (ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty-five dollars once and seventy-five dollars once in "Game 1" shall win a regular prize award of one hundred dollars;

    (jj) Holder of a valid winning ticket on which one or more of the "Winning

    Numbers" are matched by four of "Your Numbers" for twenty dollars four times in "Game 1" and on which a "bar" symbol is revealed twice in "Game 3" for ten dollars two times shall win a regular prize award of one hundred dollars;

    (kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars once in "Game 1" shall win a regular prize award of five hundred dollars;

    (ll) Holder of a valid winning ticket on which a "coin" symbol is revealed in the three "spins" in "Game 2" for one hundred dollars three times and on which a "dollar bill" symbol is revealed twice in "Game 3" for one hundred dollars two times shall win a regular prize award of five hundred dollars;

    (mm) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for fifty dollars ten times in "Game 1" shall win a regular prize award of five hundred dollars;

    (nn) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for one hundred dollars three times in "Game 1," on which a "coin" symbol is revealed in two of the "spins" in "Game 2" for fifty dollars two times, and on which a "dollar bill" symbol is revealed twice in "Game 3" for twenty-five dollars once and seventy-five dollars once shall win a regular prize award of five hundred dollars

    (oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for fifty dollars three times in "Game 1," on which a "double dollar sign" symbol is revealed in one of "Your Numbers" play spots for twenty-five dollars once doubled in "Game 1," on which two "coin" symbols are revealed in the same "spin" in "Game 2" for fifty dollars doubled, and on which a "dollar bill" symbol is revealed twice in "Game 3" for one hundred dollars twice shall win a regular prize award of five hundred dollars;

    (pp) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" for twenty-five dollars eight times in "Game 1" and on which a "coin" symbol is revealed in the three "spins" in "Game 2" for one hundred dollars three times shall win a regular prize award of five hundred dollars;

    (qq) Holder of a valid winning ticket on which a "moneybag" symbol is revealed  in  one  of  "Your  Numbers"  play  spots  for  twenty  dollars

    fourteen times and fifty dollars once in "Game 1," on which a "coin" symbol is revealed in two of the "spins" in "Game 2" for fifty dollars two times, on which two "coin" symbols are revealed in one of the same "spins" in "Game 2" for five dollars doubled, and on which a "dollar bill" symbol is revealed twice in "Game 3" for ten dollars once and fifty dollars once shall win a regular prize award of five hundred dollars;

    (rr) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for one thousand dollars shall win a regular prize award of one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win a grand prize of one hundred fifty thousand dollars;

    (ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five hundred dollars six times in "Game 1," on which two "coin" symbols are revealed in the same "spin" in "Game 2" for five hundred dollars doubled, and on which a "dollar bill" symbol is revealed once in "Game 3" for one thousand dollars once shall win a regular prize award of five thousand dollars;

    (tt) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five thousand dollars once in "Game 1" shall win a regular prize award of five thousand dollars;

    (uu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars once in "Game 1" shall win a regular prize award of ten thousand dollars;

    (vv) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five thousand dollars once in "Game 1" shall win a regular prize award of twenty-five thousand dollars;

    (ww) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for five thousand dollars three times in "Game 1" and on which two "coin" symbols are revealed in the same "spin" in "Game 2" for five thousand dollars doubled shall win a regular prize award of twenty-five thousand dollars;

    (xx) Holder of a valid winning ticket on which a "moneybag" symbol is revealed in one of "Your Numbers" play spots for ten thousand dollars fifteen  times  in  "Game  1"  shall  win  a  regular  prize  award  of  one

    hundred fifty thousand dollars;

    (yy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred fifty thousand dollars once in "Game 1" shall win a regular prize award of one hundred fifty thousand dollars;

    (zz) Holder of a valid winning ticket on which a "coin" symbol is revealed in one of the "spins" in "Game 2" for one hundred fifty thousand dollars once shall win a regular prize award of one hundred fifty thousand dollars; and

    (aaa) Holder of a valid winning ticket on which a "dollar bill" symbol is revealed once in "Game 3" for one hundred fifty thousand dollars once shall win a regular prize award of one hundred fifty thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred twenty-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:

    (a) One ticket winning one hundred fifty thousand dollars once in "Game 3" to win one hundred fifty thousand dollars;

    (b) One ticket winning one hundred fifty thousand dollars once in "Game 2" to win one hundred fifty thousand dollars;

    (c) One ticket winning one hundred fifty thousand dollars once in "Game 1" to win one hundred fifty thousand dollars;

    (d)One ticket winning ten thousand dollars fifteen times in "Game 1" to win one hundred fifty thousand dollars;

    (e) Three tickets winning five thousand dollars three times in "Game 1" and winning five thousand dollars doubled in "Game 2" to win twenty-five thousand dollars;

    (f)Four tickets winning twenty-five thousand dollars once in "Game 1" to

    win twenty-five thousand dollars;

    (g) Five tickets winning ten thousand dollars once in "Game 1" to win ten thousand dollars;

    (h) Seven tickets winning five thousand dollars once in "Game 1" to win five thousand dollars;

    (i) Three tickets winning five hundred dollars six times in "Game 1," winning five hundred dollars doubled in "Game 2" and winning one thousand dollars once in "Game 3" to win five thousand dollars;

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) One ticket matching numbers and revealing the "TPD" prize symbol in "Game 1" to win one thousand dollars and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win a grand prize of one hundred fifty thousand dollars;

    (b) Three tickets winning twenty dollars fourteen times and fifty dollars once in "Game 1," winning five dollars doubled and fifty dollars two times in "Game 2" and winning ten dollars once and fifty dollars once in "Game 3" to win five hundred dollars;

    (c) Three tickets winning twenty-five dollars eight times in "Game 1" and winning one hundred dollars three times in "Game 2" to win five hundred dollars;

    (d)Three tickets winning twenty-five dollars doubled and fifty dollars three times in "Game 1," winning fifty dollars doubled in "Game 2" and winning one hundred dollars two times in "Game 3" to win five hundred dollars;

    (e) Three tickets winning one hundred dollars three times in "Game 1," winning fifty dollars two times in "Game 2" and winning twenty dollars once and seventy-five dollars once in "Game 3" to win five hundred dollars;

    (f)Three tickets winning fifty dollars ten times in "Game 1" to win five hundred dollars;

    (g) Three tickets winning one hundred dollars three times in "Game 2" and winning one hundred dollars two times in "Game 3" to win five hundred dollars;

    (h) Three tickets winning five hundred dollars once in "Game 1" to win five hundred dollars;

    (i) Twenty tickets winning twenty dollars four times in "Game 1" and win ten dollars two times in "Game 3" two win one hundred dollars;

    (j) Twenty tickets winning twenty-five dollars once and seventy-five dollars once in "Game 1" to win one hundred dollars;

    (k) Fifty tickets winning twenty-five dollars three times in "Game 2" and winning twenty-five dollars once in "Game 3" to win one hundred dollars;

    (l) Twenty tickets winning five dollars four times in "Game 1," winning fifty dollars once in "Game 2" and winning ten dollars once and twenty dollars once in "Game 3" to win one hundred dollars;

    (m) Twenty tickets winning fifty dollars once in "Game 1" and twenty-five dollars two times in "Game 2" to win one hundred dollars;

    (n) Twenty tickets winning two dollars ten times in "Game 1," winning five dollars doubled and ten dollars two times in "Game 2" and winning fifty dollars once in "Game 3" to win one hundred dollars;

    (o) Twenty tickets winning ten dollars eight times in "Game 1," winning five dollars doubled in "Game 2" and winning ten dollars once in "Game 3" to win one hundred dollars;

    (p) Twenty-one tickets winning one hundred dollars once in "Game 1" to win one hundred dollars;

    (q) Two hundred tickets winning ten dollars five times in "Game 1" to win fifty dollars;

    (r) Three hundred tickets winning twenty-five dollars doubled in "Game 2" to win fifty dollars;

    (s) Four hundred tickets winning five dollars eight times in "Game 1" and winning ten dollars once in "Game 3" to win fifty dollars;

    (t)Four hundred tickets winning five dollars ten times in "Game 1" to win fifty dollars;

    (u) Four hundred tickets winning five dollars six times in "Game 1" and winning ten dollars two times in "Game 2" to win fifty dollars;

    (v) Four hundred tickets winning two dollars fourteen times and five dollars once in "Game 1," winning five dollars three times in "Game 2" and winning one dollar two times in "Game 3" to win fifty dollars;

    (w)Four hundred tickets winning fifty dollars once in "Game 1" to win fifty dollars;

    (x) One thousand tickets winning two dollars eleven times in "Game 1" and three dollars once in "Game 2" to win twenty-five dollars;

    (y) Two thousand tickets winning ten dollars doubled in "Game 1," winning four dollars once in "Game 2" and winning one dollar once in "Game 3" to win twenty-five dollars;

    (z) One thousand tickets winning twenty-five dollars once in "Game 1" to win twenty-five dollars;

    (aa) One thousand tickets winning five dollars doubled in "Game 1" and winning ten dollars once in "Game 3" to twenty dollars;

    (bb) Two thousand tickets winning one dollar ten times in "Game 1," winning five dollars once in "Game 2" and winning five dollars once in "Game 3" to win twenty dollars;

    (cc) Two thousand tickets winning one dollar fifteen times in "Game 1," one dollar three times in "Game 2" and winning one dollar two times in "Game 3" to win twenty dollars;

    (dd) One thousand tickets winning ten dollars once in "Game 1" and winning five dollars two times in "Game 3" to win twenty dollars;

    (ee) One thousand tickets winning two dollars ten times in "Game 1" to win twenty dollars;

    (ff) One thousand tickets winning ten dollars once in "Game 1" and winning ten dollars once in "Game 2" to win twenty dollars;

    (gg) One thousand tickets winning five dollars three times in "Game 2" and winning two dollars once and three dollars once in "Game 3" to win twenty dollars;

    (hh) One thousand tickets winning one dollar fifteen times in "Game 1" and winning five dollars once in "Game 3" to win twenty dollars;

    (ii) Two thousand tickets winning two dollars once and five dollars once in "Game 2" and winning three dollars once in "Game 3" to win ten

    dollars;

    (jj) One thousand tickets winning ten dollars once in "Game 1" to win ten dollars;

    (kk) One thousand tickets winning one dollar once in "Game 1," winning two dollars doubled in "Game 2" and winning five dollars once in "Game 3" to win ten dollars;

    (ll) One thousand tickets winning two dollars five times in "Game 1" to win ten dollars;

    (mm) One thousand tickets winning ten dollars once in "Game 3" to win ten dollars;

    (nn) One thousand tickets winning ten dollars once in "Game 2" to win ten dollars;

    (oo) One thousand tickets winning five dollars doubled in "Game 1" to win ten dollars;

    (pp) Eight thousand tickets winning three dollars once in "Game 2" and winning two dollars in "Game 3" to win five dollars;

    (qq) Eight thousand tickets winning one dollar three times in "Game 1," winning three dollars once in "Game 2" and winning one dollar once in "Game 3" to win five dollars; and

    (rr) Eight thousand tickets winning five dollars once in "Game 1" to win five dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number six hundred twenty-one shall be accomplished in a manner, which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number six hundred twenty-one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred twenty-one in

    which the ticket was sold.

    (3) The Top Prize Drawing to award one grand prize of one hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred twenty-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number six hundred twenty-one.

    (1) The director shall conduct game rule number six hundred twenty-one in a manner consistent with the Lottery Act and the rules of the commission

    including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred twenty-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number six hundred twenty-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred twenty-one and these elements may be given names or titles chosen by the commission.
