    NOTICE OF PUBLIC HEARING

     

    The Ohio State Board of Cosmetology, pursuant to Chapter 119.03, of the Ohio Revised Code, hereby gives notice that it will conduct a public hearing for the purpose of rescinding, amending and enacting rules as listed below of the Ohio Administrative Code.

    The public hearing of the above proposed changes to the State Board of Cosmetology rules will be conducted on Tuesday, April 8, 2003 beginning at 2:00 p.m. The hearing will be held at the Board Offices, 3700 South High Street, 101 Southland Mall, Columbus, Ohio 43207, and from time to time thereafter as may be required by the Board to hear all relevant testimony, oral or written, by any person affected by the proposed action, his/her attorney, or both.

     

    The Chapter 6 rules are of primary concern to cosmetology school licensees, students and salons as they establish the requirements for the internship program. The changes expand the number of training opportunities in the various areas of on the job efforts for students. Chapter 7 rules allow examination for applicants from out-of-state in languages available from the national testing vendor; requires fewer hours for additional training for third

     

     

     

     

     

    time examination failures; simplifies reciprocity for out-of-state licensee applicants; and allows electronic oaths for Internet applications. Chapter 8 rules establish scope of practice rules that more clearly specify the scope of each type of basic license. The full text of the proposed rules will be available on the Board of Cosmetology's website,  www.state.oh.us/cos and at the Register of Ohio website  http://www.registerofohio.state.oh.us/. All interested persons will be given an opportunity to be heard. Those persons who wish to provide oral testimony at the hearing are encouraged to inform the Board prior to the hearing date and may be given preference in the order of their testimony. Persons interested in providing written testimony may direct them to the attention of James R. Rough, Director, Ohio State Board of Cosmetology, 101 Southland Mall, Columbus, Ohio 43207. Written comments must be received by the Board of Cosmetology Office before the close of the hearing record.

    Copies of the proposed Rules will be on file with the Secretary of State, the Legislative Service Commission, and the Joint Committee on Agency Rule Review, at least thirty days prior to the public hearing, and are available at the State of Ohio Board of Cosmetology Offices at the aforementioned address.
