NOTICE OF PUBLIC HEARING

The OHIO VETERINARY ?ffiDICAL LICENSING BOARD, pursuant to Chapter 119. of the Ohio Revised Code, hereby gives notice that it will conduct a public hearing for the pu? se of considering amendments to the following existing rules (Rules 4741-1-01 , 4741-1-03, 4741" 1-04, 4741-1-08, 4741-1-21 4741-2-03, 4741-3-01, 4741-3-03, 4741-3-

04 and 4741-3-05 of the Ohio Administrative Code ("OAC") and the following new

rules: 4741-1-16 OAC which establishes guidelines for temporary vaccination clinics, 4741-1-17 which establishes guidelines for veterinary medicine practice during a home visit of a companion animal and 4741-1-20 which establishes guidelines for veterinary medicine practice on livestock on a farm visit. The hearing will be held on Wednesday, April 9, 2014 at the Riffe Center, 19th Floor, Room 1914, 77 South High Street, Columbus, OH  43215 beginning ? 8:30 a.m.

The Board is proposing to amend the following rules as indicated:

Rule 4741-1-01 OAC sets out the requirements for certification of a registered veterinary technician initial application as well as biennial renewal. The Board proposes to add "of good moral character" to reflect the same language in law for the veterinarians.

Rule 4741-1-03 OAC sets the minimum standards for stationary veterinary facilities.  The Board is allowing the veterinary practice to utilize electronic means for having an up-to­ date library on the premises. Additionally, monitoring of an animal while receiving anesthesia is required .

Rule 4741-1-04 OAC sets out the requirements for licensure of a veterinarian . The Board proposes to add "of good moral character"to mirror the language in the law.

Rule 4741-1-08 OAC provides the requirements for mobile veterinary practices and mobile veterinary practice facilities.  The proposed language states that the rule applies to companion animals.

Rule 4741-1-21 OAC defines requirements for Recordkeeping. The proposed language requires that there be documentation that the monitoring of the animal was performed if anesthesia was administered.

Rule 4741-2-03 OAC states the requirements for obtaining and issuing a limited license for the practice of veterinary medicine in the State of Ohio.  The exclusions for researchers was removed as it was in conflict with the law.

Rule 4741-3-02 OAC defines terminology utilized in the rule related to the Veterinary Student Loan Repa?nent Program . The definition for protection of public health was expanded.

Rule 4741-3-03 OAC defines the Veterinary resource shortage area. ?ie rule was amended to include public health needs

Rule 4741-3-04 OAC establishes the criteria for prioritizing underserved area? The proposed language emphasizes the public health references that mi?or the law.

Rule 4741-3-05 OAC establishes the criteria for selection of applicants ?r the Veterinary Student Loan Repayment Program. The proposed language emphasize ?e public health service in veterin?y medicine.

All those wishing to provide testimony should bring ten (!0) copies of their written testimony for the Bo?? members and staff. Testimony shall be limited to five (5) minutes per pers?n.
