    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES

    Pursuant to section 5107.05 and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the adoption, amendment, or rescission of the rule or rules as identified below and of a public hearing thereon.

     

    Rule 5101:1-1-03, entitled Disclosure of Rec ipient Information, Nondiscrimination, and Treatment of Information Received from the IRS and Social Security Administration, is being proposed for amendment because of changes required by Senate Bill 189 of the 125th General Assembly, which states that applicant/ recipient information for the Ohio Works First, Disability Financial Assistance, and the Prevention, Retention, and Contingency programs shall be released to public utility services administering a program

    assisting needy individuals.

     

    Rule 5101:1-1-14, entitled Intercounty Transfers, is being proposed for amendment to reflect a change in the case record transfer process. This covers situations when an individual reports he is moving to another county, (County B) but does not have a new address and does not contact County B and is required for work participation. County A, send ing county is unable to determine the individual's continued eligibility for assistance and will propose case termination.

     

    Rule 5101:1-2-15, entitled Voter Registration Requirement, is being proposed for amendment to reflect the five-year rule review requirement and the name change of the Disability Assistance program to the Disability Financial Assistance program.

     

    Rule 5101:1-2-30.1, ent itled Benefit Eligibility: Victims of Trafficking, is being proposed for amendment to reflect a name change that occurred from the immigration and naturalization service to citizenship and immigration service and the addition of a new toll- free trafficking victim phone number to verify the validity of the Office of Refugee Resettlement (ORR) issued letters and to inform ORR of the benefits for which a victim has applied.

     

    Rule 5101:1-2-30.3, entitled Benefit Eligibility: Family Members of Victims of Trafficking, is being proposed for adoption because The Trafficking Victims Protection Reauthorization Act of 2003 allows certain family members of victims of a severe form of trafficking to be eligible for benefits and services to the same extent as refugees under Section 207 of the Immigration and Nationality Act for public assistance programs.
