This rule is being proposed in accordance with the changes created in the restructuring of Refugee Social Services Program (RSSP) rules.

This rule reflects Refugee Cash Assistance (RCA) program eligibility. References are made throughout the rule to reflect the Refugee Social Services Program

(RSSP) assigned rule numbers. The unaccompanied refugee minor program has been eliminated because Ohio does not have a written agreement with Office of Refugee Resettlement for the program. A federal department name change has occurred from the Immigration and Naturalization Service (INS) to the Citizenship and Immigration Service (CIS) throughout the rule. There has also been a name change from the Disability Assistance (DA) Program to Disability Financial Assistance (DFA) program throughout the rule.
