    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES DATE: May16, 2005

    TIME: 10:00 a.m.

    Pursuant to section 5104. and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the amendment, adoption and rescission of the rules as identified below and of a public hearing thereon.

     

    Rule 5101:2-16-07  entitled Count y Department of Job and Family Services Administrative Responsibilities for Determining Eligibility for Publicly Funded Child Care Benefits is being proposed for amendment.  This rule sets forth the duties of  county agencies in administering the eligibility requirements for child care. The rule is being amended to change the title, to clarify existing language and to add time limits on the submission of data.

     

    Rule 5101:2-16-07.1 entitled County Department of Job and Family Services Administrative Requirements for Title IV-A Head Start and Title IV-A Head Start Plus Programs is being proposed for rescission.  This rule sets forth the procedures that county agencies must follow in administering the Title IV-A Head Start programs.  The rule is being rescinded due to the expiration of the programs.

     

    Rule 51-1:2-16-07.1 entitled County Department of Job and Family Services Administrative Responsibilities for the Early Learning Initiative (ELI) is being proposed for adoption.  This rule sets forth the duties of county agencies in administering the eligibility requirements for caretakers who apply for ELI.

     

    Rule 5101:2-16-35 entitled Determination of Eligibility for Publicly Funded Child Care Benefits is being proposed for amendment.  This rule sets forth procedures that county agencies must follow in determining a caretaker's eligibility for child care benefits.  The rule is being amended to change the title, to clarify language and to add a requirement that agencies document the date of receipt of applications.

     

    Rule 5101:2-16-35.1 entitled Title IV-A Head Start Plus Eligibility is being proposed for rescission. This rule sets forth the eligibility requirements for receipt of Title IV-A Head Start Plus.  The rule is being rescinded due to the expiration of the program.

     

    Rule 5101:2-16-35.1 entitled Eligibility for Early Learning Initiative (ELI) Services is being proposed for adoption.  This rule sets forth the eligibility requirements that a caretaker must meet in order to access the child care services offered by an ELI agency.

     

     

     

     

     

     

     

     

     

    Rule 5101:2-16-35.2 entitled Title IV-A Head Start Program Eligibility is being proposed for rescission.  This rule sets forth the eligibility requirements for the Title IV- A Head Start part-time program.  This rule is being rescinded due to the expiration of the program.

    Rule 5101:2-16-41.1 entitled Ohio Department of Job and Family Services (ODJFS) Responsibilities for Reimbursement to Early Learning Initiative (ELI) Agencies is being proposed for adoption.  This rule sets forth the department's duties in reimbursing agencies who provide ELI services to caretakers who have been determined eligible by county departments of Job and Family Services.

    A copy of the proposed rules  is available, without charge, to any person affected by the rules at the address listed below. The rules are also available on the internet at http://www.registerofohio.state.oh.us/. A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
