    PUBLIC HEARING NOTICE OHIO DEPARTMENT OF MEDICAID

    Pursuant to section 5164.02 and Chapter 119. of the Ohio Revised Code, the Director of the Ohio Department of Medicaid (Department) gives notice of the Department's intent to adopt, amend, or rescind Ohio Administrative Code (OAC) rule 5160-2-65 and of a public hearing thereon.

     

    Rule 5160-2-65, entitled Inpatient hospital reimbursement, is being proposed for amendment. This rule sets forth the Medicaid inpatient hospital reimbursement methodology for hospitals subject to prospective payment. The Department is proposing to amend the rule by postponing until December 31, 2016, the end date of the stop loss/stop gain provision. On July 1, 2013, a stop loss/stop gain provision was enacted to prevent large swings (either up or down) in hospital reimbursements. The provision was to end on June 30, 2016. The Department is planning on rebasing inpatient hospital base rates effective January 1, 2017. If the Department does not extend the end date of the stop loss/stop gain provision, those hospitals in a stop loss will experience further loss of inpatient hospital base rates and those hospitals in a stop gain will experience further gain of inpatient hospital base rates. The Department is also proposing to amend the rule by clarifying in paragraph (B) of the rule that hospitals in counties recognized as rural as of October 1, 2015 by the United States Office of Management and Budget will be treated as rural hospitals for rate setting and payment purposes. This change is being made to reflect changes made by the federal agency in classifying rural hospitals.
