To comply with S.B. 121/124th General Assembly which moved rule-making authority for the newborn screening program from the Public Health Council to the Director of Health.

Requires the person collecting the blood specimen for screening to notify the
newborn child's parent, legal guardian, or legal custodian prior to the screening.

The rule incorporates reference to sections of the Ohio Revised Code which is the accepted law of the State of Ohio and is readily available to affected persons.

Reference to the Ohio Revised Code is exempted pursuant to R.C. 121.71 to 121.75 (See #8)

Added language in paragraph (A) that printed supplemental screening information, as well as the mandatory newborn screening information, be provided to each child's parent, guardian or legal custodian.

No change in cost of compliance. O.A.C. 3701-55 is very similar to O.A.C. 3701-45 which previously governed the newborn screening program.
