    FEDERAL MEDICAID NOTICE AND PUBLIC HEARING NOTICE OHIO DEPARTMENT OF MEDICAID

    Pursuant to sections 5166.02, Chapter 119. of the Ohio Revised Code, and pursuant to 42 C.F.R. 447.205, the director of the Ohio Department of Medicaid (ODM) gives notice of the department's intent to file under Chapter 119. of the Ohio Revised Code the amendment of the rules as identified below.

     

    Rule 5160-1-06.1 entitled Home and community-based services waivers: PASSPORT, is being proposed for amendment to update reimbursement policy in the PASSPORT program.

     

    Rule 5160-31-05 entitled PASSPORT HCBS waiver program covered services, sets forth services covered by the pre-admission screening system providing options and resources today (PASSPORT) home and community based services (HCBS) waiver program. It is being proposed for amendment to add home care attendant, out-home- respite, and waiver nursing services to PASSPORT waiver.

     

    Rule 5160-31-07 entitled PASSPORT HCBS waiver program rate setting, sets forth the methods used to determine provider rates for the PASSPORT HCBS waiver program. It is being proposed for amendment to add home care attendant, out-home-respite, and waiver nursing services to PASSPORT waiver program.

     

    The State of Ohio is pursuing opportunities to incrementally align program design across its nursing facility level of care waivers. This effort will result in significant changes to the State's existing 1915(c) waivers with the goal of creating efficiencies, streamlining processes, and improving consumer outcomes. The first step in this process is the Ohio Department of Aging's (ODA) consolidation of the Choices and PASSPORT waivers. The second is ODA's expansion of its PASSPORT service package to include home care attendant, out-of-home respite and waiver nursing services. With this expansion, PASSPORT will offer all of the services that are currently available on ODM's Transitions Carve-Out Waiver, which also serves individuals age 60 and older. The third step will be the consolidation of the Transitions Carve-Out Waiver into PASSPORT in 2015.

     

    The aggregate increase in revenues for Ohio's Medicaid program to add new services and participant directed authority to the PASSPORT waiver is estimated to be approximately $2,269,922.00 (state and federal funds) during the current biennium.

     

    A copy of the proposed rules is available, without charge, to any person affected by the rules at the address listed below and at the county departments of job and family services. The rules are also available on the internet at http://www.registerofohio.state.oh.us/. A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
