    3770:1-9-447               Game rule number four hundred forty-seven.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number four hundred forty-seven, "Lucky Millions," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred forty-seven.

     

    (B)General design.

     

    (1)Game rule number four hundred forty-seven is an instant lottery game within which is contained three separate games. There are fifteen chances to win on each ticket, and a player may win up to fifteen times on one ticket. To win a prize award(s), the player is required to scratch off the covering and do one or more of the following:

     

    (a) "Game 1" - The player reveals five "Lucky Numbers," fifteen "Your Numbers" and fifteen corresponding prize values. The player must match any one or more of "Your Numbers" to one or more of the "Lucky Numbers" to win the corresponding prize value revealed beneath the matched "Your Numbers." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the players wins its corresponding prize valued revealed automatically. If the player reveals a "WINALL" symbol in any of the "Your Numbers" play spots, the player wins all fifteen prize values revealed automatically. If the player matches any one of "Your Numbers" to one of the "Lucky Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins two thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a one million dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director.

     

    (b) "Fast $50" - The player reveals a play symbol which may include: "Crown," "Coin," "Gold Bar," "Diamond" and "Dollar Sign." If the player reveals a "Dollar Sign" symbol, the player wins fifty dollars automatically.

     

    (c) "Fast $100" - The player reveals a play symbol which may include: "Crown," "Coin," "Gold Bar," "Diamond" and "Stack of Cash." If the player reveals a "Stack of Cash" symbol, the player wins one hundred dollars automatically.

     

    (2) As  used  in  this  rule,  "prize  award"  shall  mean  any  one  of  the  following

     

     

     

    monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, ten thousand dollars, fifty thousand dollars and one million dollars. Each ticket in game rule number four hundred forty-seven shall be imprinted in such a way that prize awards from the set listed above may be won.

    (C) Price of tickets. The price of a ticket issued by the commission in game rule number four hundred forty-seven shall be ten dollars.

    (D)Structure, nature and value of prize awards.

    (1) There  shall  be  two  types  of  prizes  in  game  rule  number  four  hundred forty-seven, a "regular prize award" and a "TPD" prize award.

    (2) The only "prize values" which shall appear on a ticket in game rule number four hundred forty-seven are those listed as follows:

    (a) "Game 1" - one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of two thousand dollars, two thousand five hundred dollars, five thousand dollars, ten thousand dollars, twenty-five thousand dollars, fifty thousand dollars and one million dollars;

    (b) "Fast $50" - fifty dollars; and

    (c) "Fast $100" - one hundred dollars.

    (3) Numbers, prize values and play symbols appearing on any ticket in game rule number four hundred forty-seven shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

    (a) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars two times in "Game 1" shall win a regular prize award of ten dollars;

    (b) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once in "Game 1" shall win a regular prize award of ten dollars;

    (c) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by three of "Your Numbers," or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars three times in "Game 1" shall win a regular prize award of fifteen dollars;

    (d)Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars once in "Game 1" shall win a regular prize award of fifteen dollars;

    (e) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for three dollars five times in "Game 1" shall win a regular prize award of fifteen dollars;

    (f)Holder of a valid winning ticket on which a "WINALL" symbol is revealed in one of the "Your Numbers" play spots for one dollar fifteen times in "Game 1" shall win a regular prize award of fifteen dollars;

    (g) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for four dollars five times in "Game 1" shall win a regular prize award of twenty dollars;

    (h) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once in "Game 1" shall win a regular prize award of twenty dollars;

    (i) Holder of a valid winning ticket on which a "WINALL" symbol is revealed in one of the "Your Numbers" play spots for one dollar ten times and two dollars five times in "Game 1" shall win a regular prize award of twenty dollars;

    (j) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eight of "Your Numbers," or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Star" symbols are revealed for two dollars six times, three dollars once and five dollars once in "Game 1" shall win a regular prize award of twenty dollars;

    (k) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times in "Game 1" shall win a regular prize award of twenty dollars;

    (l) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for five dollars four times in "Game 1" shall win a regular prize award of twenty dollars;

    (m) Holder of a valid winning ticket on which a "WINALL" symbol is revealed in one of the "Your Numbers" play spots for two dollars ten times, five dollars four times and ten dollars once in "Game 1" shall win a regular prize award of fifty dollars;

    (n) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five dollars two times in "Game 1" shall win a regular prize award of fifty dollars;

    (o) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times in "Game 1" shall win a regular prize award of fifty dollars;

    (p) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten dollars five times in "Game 1" shall win a regular prize award of fifty dollars;

    (q) Holder of a valid winning ticket on which a "Dollar Sign" symbol is revealed for fifty dollars in the "Fast $50" game shall win a regular prize award of fifty dollars;

    (r) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once in "Game

    1" shall win a regular prize award of fifty dollars;

    (s) Holder of a valid winning ticket on which a "WINALL" symbol is revealed in one of the "Your Numbers" play spots for five dollars ten times and ten dollars five times in "Game 1" shall win a regular prize award of one hundred dollars;

    (t)Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by fourteen of "Your Numbers," or a "Star" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination of fourteen matched numbers or "Star" symbols are revealed for five dollars eleven times, ten dollars two times and twenty-five dollars once in "Game 1" shall win a regular prize award of one hundred dollars;

    (u) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five dollars two times in "Game 1;" and on which a "Dollar Sign" symbol is revealed for fifty dollars in the "Fast $50" game shall win a regular prize award of one hundred dollars;

    (v) Holder of a valid winning ticket on which a "Stack of Cash" symbol is revealed for one hundred dollars in the "Fast $100" game shall win a regular prize award of one hundred dollars;

    (w)Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by twelve of "Your Numbers," or a "Star" symbol is revealed in twelve of the "Your Numbers" play spots, or any combination of twelve matched numbers or "Star" symbols are revealed for five dollars ten times and twenty-five dollars two times in "Game 1" shall win a regular prize award of one hundred dollars;

    (x) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for twenty-five dollars four times in "Game 1" shall win a regular prize award of one hundred dollars;

    (y) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once in "Game 1" shall win a regular prize award of one hundred dollars;

    (z) Holder  of  a  valid  winning  ticket  on  which  a  "WINALL"  symbol  is

    revealed in one of the "Your Numbers" play spots for twenty dollars five times, twenty-five dollars eight times and one hundred dollars two times in "Game 1" shall win a regular prize award of five hundred dollars;

    (aa) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for fifty dollars once and one hundred dollars three times in "Game 1;" on which a "Dollar Sign" symbol is revealed for fifty dollars in the "Fast $50" game; and on which a "Stack of Cash" symbol is revealed for one hundred dollars in the "Fast $100" game shall win a regular prize award of five hundred dollars;

    (bb) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once in "Game 1" shall win a regular prize award of five hundred dollars;

    (cc) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by nine of "Your Numbers," or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination of nine matched numbers or "Star" symbols are revealed for one hundred dollars nine times in "Game 1;" and on which a "Stack of Cash" symbol is revealed for one hundred dollars in the "Fast $100" game shall win a regular prize award of one thousand dollars;

    (dd) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all fifteen of "Your Numbers," or a "Star" symbol is revealed in all fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for fifty dollars ten times and one hundred dollars five times in "Game 1" shall win a regular prize award of one thousand dollars;

    (ee) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once in "Game 1" shall win a regular prize award of one thousand dollars;

    (ff) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prize symbol is revealed for two thousand dollars in "Game 1," and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one million dollars;

    (gg) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for two thousand five hundred dollars four times in "Game 1" shall win a regular prize award of ten thousand dollars;

    (hh) Holder of a valid winning ticket on which a "WINALL" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars five times, five hundred dollars two times and one thousand dollars eight times in "Game 1" shall win a regular prize award of ten thousand dollars;

    (ii) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one thousand dollars ten times in "Game 1" shall win a regular prize award of ten thousand dollars;

    (jj) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once in "Game 1" shall win a regular prize award of ten thousand dollars;

    (kk) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five thousand dollars two times in "Game 1" shall win a regular prize award of fifty thousand dollars;

    (ll) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten thousand dollars five times in "Game 1" shall win a regular prize award of fifty thousand dollars;

    (mm) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty thousand dollars once in "Game 1" shall win a regular prize award of fifty thousand dollars;

    (nn) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is

    revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five thousand dollars ten times in "Game 1" shall win a regular prize award of fifty thousand dollars; and

    (oo) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one million dollars once in "Game 1" shall win a regular prize award of one million dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred forty-seven will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of wining tickets per three million tickets sold in the following prize categories should be as follows:

    (a) One ticket winning one million dollars once in "Game 1" to win one million dollars;

    (b) Two tickets winning five thousand dollars ten times in "Game 1" to win fifty thousand dollars;

    (c) Two tickets winning fifty thousand dollars once in "Game 1" to win fifty thousand dollars;

    (d)One ticket winning ten thousand dollars five times in "Game 1" to win fifty thousand dollars

    (e) One ticket winning twenty-five thousand dollars two times in "Game 1" to win fifty thousand dollars;

    (f)Four tickets winning ten thousand dollars once in "Game 1" to win ten thousand dollars;

    (g) Four tickets winning one thousand dollars ten times in "Game 1" to win ten thousand dollars;

    (h) Eight tickets winning two hundred dollars five times, five hundred dollars two times and one thousand dollars eight times in "Game 1" to win ten thousand dollars; and

    (i) Four tickets winning two thousand five hundred dollars four times in "Game 1" to win ten thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) One ticket winning the "TPD" prize symbol to win two thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one million dollars;

    (b) One ticket winning one thousand dollars once in "Game 1" to win one thousand dollars;

    (c) Two tickets winning fifty dollars ten times and one hundred dollars five times in "Game 1" to win one thousand dollars;

    (d)Five tickets winning one hundred dollars nine times in "Game 1;" and one hundred dollars in the "Fast $100" game to win one thousand dollars;

    (e) Twenty-five tickets winning five hundred dollars once in "Game 1" to win five hundred dollars;

    (f)Forty tickets winning fifty dollars once and one hundred dollars three times in "Game 1;" fifty dollars in the "Fast $50" game; and one hundred dollars in the "Fast $100" game to win five hundred dollars;

    (g) Sixty-two tickets winning twenty dollars five times, twenty-five dollars eight times and one hundred dollars two times in "Game 1" to win five hundred dollars;

    (h) Fifty tickets winning one hundred dollars once in "Game 1" to win one hundred dollars;

    (i) Fifty tickets winning twenty-five dollars four times in "Game 1" to win one hundred dollars;

    (j) One hundred tickets winning five dollars ten times and twenty-five dollars two times in "Game 1" to win one hundred dollars;

    (k) Eight hundred tickets winning one hundred dollars in the "Fast $100" game to win one hundred dollars;

    (l) Three hundred tickets winning twenty-five dollars two times in "Game 1;" and fifty dollars in the "Fast $50" game to win one hundred dollars;

    (m) One hundred tickets winning five dollars eleven times, ten dollars two times and twenty-five dollars once in "Game 1" to win one hundred dollars;

    (n) Six hundred tickets winning five dollars ten times and ten dollars five times by revealing the "WINALL" symbol in "Game 1" to win one hundred dollars;

    (o) Six hundred tickets winning fifty dollars once in "Game 1" to win fifty dollars;

    (p) One thousand tickets winning fifty dollars in the "Fast $50" game to win fifty dollars;

    (q) Six hundred tickets winning ten dollars five times in "Game 1" to win fifty dollars;

    (r) Six hundred tickets winning five dollars ten times in "Game 1" to win fifty dollars;

    (s) Six hundred tickets winning twenty-five dollars two times in "Game 1" to win fifty dollars;

    (t)Six hundred tickets winning two dollars ten times, five dollars four times and ten dollars once by revealing the "WINALL" symbol in "Game 1" to win fifty dollars;

    (u) One thousand tickets winning five dollars four times in "Game 1" to win twenty dollars;

    (v) One thousand tickets winning ten dollars two times in "Game 1" to win twenty dollars;

    (w)Two thousand tickets winning two dollars six times, three dollars once and five dollars once in "Game 1" to win twenty dollars;

    (x) Four thousand tickets winning one dollar ten times and two dollars five times by revealing the "WINALL" symbol in "Game 1" to win twenty dollars;

    (y) Two thousand tickets winning twenty dollars once in "Game 1" to win twenty dollars;

    (z) Two thousand tickets winning four dollars five times in "Game 1" to win twenty dollars;

    (aa) Eight thousand tickets winning one dollar fifteen times by revealing the "WINALL" symbol in "Game 1" to win fifteen dollars;

    (bb) Four thousand tickets winning three dollars five times in "Game 1" to win fifteen dollars;

    (cc) Four thousand tickets winning fifteen dollars once in "Game 1" to win fifteen dollars;

    (dd) Four thousand tickets winning five dollars three times in "Game 1" to win fifteen dollars;

    (ee) Eight thousand tickets winning ten dollars once in "Game 1" to win ten dollars; and

    (ff) Twelve thousand tickets winning five dollars two times in "Game 1" to win ten dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number four hundred forty-seven shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number four hundred forty-seven is sold or deemed sold in accordance with this rule and the covering material over the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number four hundred forty-seven in which the ticket was sold.

    (3) The Top Prize Drawing to award one grand prize of one million dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry in to the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred forty-seven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number four hundred forty-seven.

    (1) The director shall conduct game rule number four hundred forty-seven in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred forty-seven. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names  and  definitions  of  elements  of  game  rule  number  four  hundred forty-seven used in this rule are to be considered generic terms used solely for

    purposes of this rule. In actual operation, game rule number four hundred forty-seven and these elements may be given names or titles chosen by the commission.
