4701-17-03 Application requirements
and procedurefor tier one scholarships.(A)
All applications for tier one scholarship commitments shall include the followinginformation:Qualifying minority and other applicants who demonstrate a financial need must meet the following criteria to be eligible for tier one scholarship grants:(1)
A certification from the student that the application criteria defined in paragraph(A) of rule 4701-17-02 of the Administrative Code have been met by thestudent.The board has awarded the applicant a valid scholarship commitment that has not expired.(2)
A certification from the college or university that the student meets theapplication criteria defined in paragraph (A) of rule 4701-17-02 of theAdministrative Code.The applicant must have completed one hundred twenty semester credit hours prior to the college term for which the first payment is to be received.(3) The applicant must be enrolled in either of the following:
(a) A five-year degree program as defined in paragraph (H) of rule 4701-17-01 of the Administrative Code, or
(b) The fifth year of an individual program of study as defined in paragraph (G) of rule 4701-17-01 of the Administrative Code.
(B)Tier one scholarship grants are valid at any Ohio college or university.
(C)Tier one scholarship grants are to be disbursed to an Ohio college or university by the Board upon receipt of the following:
(1)An official invoice to the applicant from the college or university listing scheduled courses that certifies enrollment for a specific educational term.
(2)A certification by the Ohio college or university that the requirements outlined in paragraph (A)(2) of this rule are met by the applicant.
(D)Colleges and universities accepting tier one scholarship grants should ensure that the recipients of those grants are taking the appropriate courses, and should notify the board if the recipient fails to complete the requirements defined in paragraph (A)(2) of this rule.
(B)(E) Applications for tier one scholarshipcommitmentsgrants must be either postmarked or received by the board no later than May fifteenth to be considered for the following fall term, and November fifteenth to be considered for the following winter or spring terms. Incomplete applications will be returned. Theboard, in its discretion, may permit an applicant to resubmit an application that was previously returned if the applicant
demonstrates an appropriate reasonprovides an acceptable explanation for the incomplete application.Effective: 05/07/2003
