3770:1-9-623               Game rule number six hundred twenty-three.

 

 

 

(A)Title and term. Ohio lottery commission game rule number six hundred twenty-three, "Wild 8's Doubler," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred twenty-three.

 

(B)General design.

 

(1)Game rule number six hundred twenty-three is a key number match game with a "doubler" feature and an instant win feature, and is generally known as an "instant lottery."

 

(2)Holders of valid tickets will remove the covering off the entire play area of each Game (Games 1 through 8) to reveal one number symbol and the corresponding prize value shown below the number symbols. If the player reveals a number eight "8" symbol in any one "Game," the player wins the corresponding prize value shown for that "Game." If the player reveals a number eighty-eight "88" symbol in any one "Game, the player wins double the corresponding prize value shown for that "Game." There are eight chances to win on each a ticket and a player may win up to eight times on one ticket.

 

(3)The only "prize values" which shall appear on a ticket in game rule number six hundred twenty-three are: one dollar, two dollars, four dollars, eight dollars, eighteen dollars, forty-eight dollars, eighty-eight dollars, one hundred eighty-eight dollars, eight hundred dollars, and eight thousand eight hundred eighty-eight dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred twenty-three shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

 

(C)Price of tickets. The price of a ticket issued by the commission in game rule number six hundred twenty-three shall be two dollars.

 

(D)Structure, nature and value of prize awards.

 

(1)There shall be one type of prize in game rule number six hundred twenty-three, a "regular prize award."

 

(2)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, four dollars, eight dollars, eighteen dollars, forty-eight dollars, eighty-eight dollars, one hundred eighty-eight dollars, eight hundred dollars and eight thousand eight hundred eighty-eight dollars.

 

 

(a) Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for one dollar doubled shall win a regular prize award of two dollars;

(b) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for two dollars once shall win a regular prize award of two dollars;

(c) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for four dollars once shall win a regular prize award of four dollars;

(d)Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for two dollars doubled shall win a regular prize award of four dollars;

(e) Holder of a valid winning ticket on which a number "8" symbol  is revealed in four "Games" for one dollar four times shall win a regular prize award of four dollars;

(f)Holder of a valid winning ticket on which a number "88" symbol is revealed in two "Games" for two dollars doubled two times shall win a regular prize award of eight dollars;

(g) Holder of a valid winning ticket on which a number "8" symbol  is revealed in eight "Games" for one dollar eight times shall win a regular prize award of eight dollars;

(h) Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for four dollars doubled shall win a regular prize award of eight dollars;

(i) Holder of a valid winning ticket on which a number "8" symbol is revealed in one "Game" for eight dollars once shall win a regular prize award of eight dollars;

(j) Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for eight dollars doubled and on which a number "8" is revealed in one "Game" for two dollars once shall win a regular prize award of eighteen dollars;

(k) Holder of a valid winning ticket on which a number "8" symbol  is revealed in two "Games" for one dollar two times and on which a number "8" symbol is revealed in two "Games" for eight dollars two times shall win a regular prize award of eighteen dollars;

(l) Holder of a valid winning ticket on which a number "8" symbol is revealed in one "Game" for eight dollars once, and on which a number "88" symbol is revealed in one "Game" for four dollars doubled and on which a number "8" symbol is revealed in one "Game" for two dollars once shall win a regular prize award of eighteen dollars;

(m) Holder of a valid winning ticket on which a number "8" symbol is revealed in one "Game" for eighteen dollars once shall win a regular prize award of eighteen dollars;

(n) Holder of a valid winning ticket on which a number "88" symbol is revealed in three "Games" for eight dollars doubled three times shall win a regular prize award of forty-eight dollars;

(o) Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for eighteen dollars doubled and on which a number "8" is revealed in two "Games" for four dollars once and eight dollars once shall win a regular prize award of forty-eight dollars;

(p) Holder of a valid winning ticket on which a number "8" symbol  is revealed in eight "Games" for four dollars once, two dollars two times and eight dollars five times shall win a regular prize award of forty-eight dollars;

(q) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for forty-eight dollars once shall win a regular prize award of forty-eight dollars;

(r) Holder of a valid winning ticket on which a number "88" symbol is revealed in two "Games" for eighteen dollars doubled two times and in one "Game" for eight dollars doubled shall win a regular prize award of eighty-eight dollars;

(s) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for eighty-eight dollars once shall win a regular prize award of eighty-eight dollars;

(t)Holder of a valid winning ticket on which a number "8" symbol is revealed in five "Games" for eighteen dollars five times, one "Game" for eighty-eight dollars once, one "Game" for eight dollars once and one "Game" for two dollars once shall win a regular prize award of one hundred eighty-eight dollars;

(u) Holder of a valid winning ticket on which a number "8" symbol  is revealed in four "Games" for eighty-eight dollars two times, eight dollars once and four dollars once shall win a regular prize award of

one hundred eighty-eight dollars;

(v) Holder of a valid winning ticket on which a number "88" symbol is revealed in one "Game" for eighty-eight dollars doubled and on which a number "8" symbol is revealed in three "Games" for four dollars three times shall win a regular prize award of one hundred eighty-eight dollars;

(w)Holder of a valid winning ticket on which a number "8" symbol is revealed in one "Game" for one hundred eighty-eight dollars once shall win a regular prize award of one hundred eighty-eight dollars;

(x) Holder of a valid winning ticket on which a number "88" symbol is revealed in two "Games" for one hundred eighty-eight dollars doubled two times and on which a number "8" symbol is revealed in one "Game" for forty-eight dollars once shall win a regular prize award of eight hundred dollars;

(y) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for eight hundred dollars once shall win a regular prize award of eight hundred dollars; and

(z) Holder of a valid winning ticket on which a number "8" symbol  is revealed in one "Game" for eight thousand eight hundred eighty-eight dollars once shall win a regular prize award of eight thousand eight hundred eighty-eighty dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred twenty-three will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows

(a) Thirty tickets matching numbers for eight thousand eight hundred eighty-eighty dollars once to win eight thousand eight hundred eighty-eighty dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets

sold should be as follows:

(a) Four ticket matching numbers for eight hundred dollars once to win eight hundred dollars;

(b) Five tickets matching numbers for one hundred eighty-eight dollars doubled two times and forty-eight dollars once to win eight hundred dollars;

(c) Five tickets matching numbers for one hundred eighty-eight dollars once to win one hundred eighty-eight dollars;

(d)Twenty tickets matching numbers for eighty-eight dollars doubled and four dollars three times to win one hundred eighty-eight dollars;

(e) Sixteen tickets matching numbers for eighty-eight dollars two times, eight dollars once and four dollars once to win one hundred eighty-eight dollars;

(f)Eighteen tickets matching numbers for eighteen dollars five times, eighty-eight dollars once, eight dollars once and two dollars once to win one hundred eighty-eight dollars;

(g) Forty  tickets  matching  numbers  for  eighty-eight  dollars  once  to  win eighty-eight dollars;

(h) Eighty tickets matching numbers for eighteen dollars doubled two times and eight dollars doubled to win eighty-eight dollars;

(i) One hundred tickets matching numbers for forty-eight dollars once to win forty-eight dollars;

(j) Two hundred tickets matching numbers for four dollars once, two dollars two times and eight dollars five times to win forty-eight dollars;

(k) Four hundred tickets matching numbers for eighteen dollars doubled, eight dollars once and four dollars once to win forty-eight dollars;

(l) Three hundred fifty tickets matching numbers for eight dollars doubled three times to win forty-eight dollars;

(m) Five hundred tickets matching numbers for eighteen dollars once to win eighteen dollars;

(n) Five hundred tickets matching numbers for eight dollars once, four dollars doubled and two dollars once to win eighteen dollars;

(o) Five hundred tickets matching numbers for one dollar two times and eight dollars two times to win eighteen dollars;

(p) Five hundred tickets matching numbers for eight dollars doubled and two dollars once to win eighteen dollars;

(q) Five hundred tickets matching numbers for eight dollars once to win eight dollars;

(r) Five hundred tickets matching numbers for four dollars doubled to win eight dollars;

(s) Five hundred tickets matching numbers for one dollar eight times to win eight dollars;

(t)Five hundred tickets matching numbers for two dollars doubled two times to win eight dollars;

(u) Six thousand tickets matching numbers for one dollar four times to win four dollars;

(v) Six thousand tickets matching numbers for two dollars doubled to win four dollars;

(w)Eight thousand tickets matching numbers for four dollars once to win four dollars;

(x) Ten thousand tickets matching numbers for two dollars once to win two dollars; and

(y) Ten thousand tickets matching numbers for one dollar doubled to win two dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number six hundred twenty-three shall be accomplished in a manner which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number six hundred twenty-three is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols

on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred twenty-three in which the ticket was sold.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred twenty-three void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number six hundred twenty-three.

(1) The director shall conduct game rule number six hundred twenty-three and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred twenty-three. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number six hundred twenty-three used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred twenty-three and these elements may be given names or titles chosen by the commission.
