5101:2-16-35.1 Caretaker eligibility requirements to qualify for publicly funded child care benefits.
5101:2-16-35.1 Title IV-A head start plus program eligibility.
(A)Eligibility for services from Title IV-A head start plus providers shall be determined by the county department of job and family services (CDJFS). The provisions in rules 5101:2-16-01, 5101:2-16-07, 5101:2-16-30, 5101:2-16-34, 5101:2-16-35 and
5101:2-16-39 of the Administrative Code shall be followed. The exceptions are as follows:
(1)"Caretaker" means a parent, guardian, custodian or specified relative. A "specified relative" means the following individuals who are age eighteen or older and related by blood or adoption including: grandparents, aunts, uncles, nephews, nieces (including great, great-great or great-great-great), siblings, first cousins, first cousins once removed, stepparents, stepsiblings, spouses and former spouses of the above.
(2) The caretaker shall be one of the following:
(a) A single individual receiving Ohio works first (OWF) cash assistance and participating at least thirty hours per week in OWF program approved activities as outlined in a self sufficiency contract;
(b) A two caretaker family receiving OWF cash assistance and participating a minimum of fifty-five hours per week in OWF program approved activities as outlined in self sufficiency contracts;
(c) A single individual engaged in paid employment for at least thirty-five hours per week or in a combination of paid employment and training for at least thirty-five hours per week; or
(d)A two caretaker family engaged in paid employment or in a combination of paid employment and training. In a two caretaker family, each caretaker shall be engaged for at least thirty-five hours per week.
(3) The child shall be at least three years of age and not kindergarten age eligible.
(4)The caretaker shall need and use full-day, full-year care. Full-day means an average of forty hours per week. Full-year means twelve months. A caretaker who meets the eligibility requirement in paragraph (A)(2)(a) of this rule meets the full-day, full-year definitions.
(5)A child receiving the services of a Title IV-A head start plus provider shall not be eligible for any other publicly funded child care program.
(6)A child who is in the custody of a public children services agency or a private child placing agency is not eligible for Title IV-A head start plus services.
(7)The family copayment shall be paid to the Title IV-A head start plus provider. This includes situations when other children in the family, who are not head
start eligible, receive child care services from other child care providers.
