    3770:1-9-302               Game rule number three hundred two.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number three hundred two, "Double Dreamin' 60's," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number three hundred two.

     

    (B)General design.

     

    (1)Game rule number three hundred two contains five separate chances to match three like symbols with an additional instant win feature and is generally known as an instant lottery.

     

    (2)The player shall reveal three play symbols in all five "Games:" "Game 1;" "Game 2;" "Game 3;" "Game 4;" and "Game 5." The player must match three like play symbols in any one "Game" across to win the corresponding prize value shown in the "Prize Legend" for that matched symbol. Play symbols shall include: "Sunglasses," "Records," "Flowers," "Lava Lamps," "Surfboards," "Music Notes" and "Guitars." If the player reveals a "Win" symbol in any one "Game" across, the player wins five dollars automatically. There are five chances to win on each ticket, and a player may win up to five times on one ticket.

     

    (3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: one dollar, two dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars and sixty dollars. Each ticket in game rule number three hundred two shall be imprinted in such a way that prize awards from the set listed above may be won.

     

    (C)Price of tickets. The price of a ticket issued by the commission in game rule number three hundred two shall be one dollar.

     

    (D)Structure, nature and value of prize awards.

     

    (1)There shall be one type of prize in game rule number three hundred two called a "regular prize award."

     

    (2)The only "prize values" which shall appear on a ticket in game rule number three hundred two are: one dollar, two dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars and sixty dollars. Play symbols appearing on any ticket in game rule number three hundred two shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying play symbols.

     

     

     

    (a) Holder of a valid winning ticket matching three "Sunglasses" symbols in one "Game" across for one dollar once shall win a regular prize award of a one dollar;

    (b) Holder of a valid winning ticket matching three "Record" symbols in one "Game" across for two dollars once shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket matching three "Sunglasses" symbols in two "Games" across for one dollar two times shall win a regular prize award of two dollars;

    (d)Holder of a valid winning ticket matching three "Flower" symbols in one "Game" across for four dollars once shall win a regular prize award of four dollars;

    (e) Holder of a valid winning ticket matching three "Sunglasses" symbols in four "Games" across for one dollar four times shall win a regular prize award of four dollars;

    (f)Holder of a valid winning ticket matching three "Record" symbols in two "Games" across for two dollars two times shall win a regular prize award of four dollars;

    (g) Holder of a valid winning ticket on which a "Win" symbol is revealed in one "Game" for five dollars once shall win a regular prize award of five dollars;

    (h) Holder of a valid winning ticket matching three "Lava Lamp" symbols in one "Game" across for ten dollars once shall win a regular prize award of ten dollars;

    (i) Holder of a valid winning ticket matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, and on which a "Win" symbol is revealed in one "Game" for five dollars once shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket matching three "Record" symbols in one "Game" across for two dollars once, and matching three "Flower" symbols in two "Games" across for four dollars two times shall win a regular prize award of ten dollars;

    (k) Holder of a valid winning ticket matching three "Record" symbols in five "Games" across for two dollars five times shall win a regular prize award of ten dollars;

    (l) Holder of a valid winning ticket on which a "Win" symbol is revealed in three "Games" for five dollars three times shall win a regular prize award of fifteen dollars;

    (m) Holder of a valid winning ticket matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, and matching three "Lava Lamp" symbols in one "Game" across for ten dollars once shall win a regular prize award of fifteen dollars;

    (n) Holder of a valid winning ticket matching three "Lava Lamp" symbols in one "Game" across for ten dollars once, and on which a "Win" symbol is revealed in one "Game" for five dollars once shall win a regular prize award of fifteen dollars;

    (o) Holder of a valid winning ticket matching three "Surfboard" symbols in one "Game" across for fifteen dollars once shall win a regular prize award of fifteen dollars;

    (p) Holder of a valid winning ticket matching three "Music Note" symbols in one "Game" across for twenty dollars once shall win a regular prize award of twenty dollars;

    (q) Holder of a valid winning ticket matching three "Flower" symbols in five "Games" across for four dollars five times shall win a regular prize award of twenty dollars;

    (r) Holder of a valid winning ticket matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, matching three "Lava Lamp" symbols in one "Game" across for ten dollars once, and on which a "Win" symbol is revealed in one "Game" for five dollars once shall win a regular prize award of twenty dollars;

    (s) Holder of a valid winning ticket matching three "Lava Lamp" symbols in one "Game" across for ten dollars once, and on which a "Win" symbol is revealed in two "Games" for five dollars two times shall win  a regular prize award of twenty dollars;

    (t)Holder of a valid winning ticket matching three "Guitar" symbols in one "Game" across for sixty dollars once shall win a regular prize award of sixty dollars;

    (u) Holder of a valid winning ticket matching three "Music Notes" symbols in three "Games" across for twenty dollars three times shall win a regular prize award of sixty dollars; and

    (v) Holder of a valid winning ticket matching three "Lava Lamp" symbols in four "Games" across for ten dollars four times, and matching three "Music Note" symbols in one "Game" across for twenty dollars once shall win a regular prize award of sixty dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number three hundred two will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional or returned tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) Eighteen tickets matching three "Lava Lamp" symbols in four "Games" across for ten dollars four times, and matching three "Music Note" symbols in one "Game" across for twenty dollars once to win sixty dollars;

    (b) Sixteen tickets matching three "Music Note" symbols in three "Games" across for twenty dollars three times to win sixty dollars;

    (c) Sixteen tickets matching three "Guitar" symbols in one "Game" across for sixty dollars once to win sixty dollars;

    (d)Five hundred tickets matching three "Lava Lamp" symbols in one "Game" across for ten dollars once, and revealing a "Win" symbol in two "Games" for five dollars two times to win twenty dollars;

    (e) Five hundred tickets matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, matching three "Lava Lamp" symbols in one "Game" across for ten dollars once, and revealing a "Win" symbol in one "Game" for five dollars once to win twenty dollars;

    (f)Five hundred tickets matching three "Flower" symbols in five "Games" across for four dollars five times to win twenty dollars;

    (g) Five  hundred  tickets  matching  three  "Music  Note"  symbols  in  one "Game" across for twenty dollars once to win twenty dollars;

    (h) Two hundred fifty tickets matching three "Surfboard" symbols in one "Game" across for fifteen dollars once to win fifteen dollars;

    (i) Two hundred fifty tickets matching thee "Lava Lamp" symbols in one "Game" across for ten dollars once, and revealing a "Win" symbol in one "Game" for five dollars once to win fifteen dollars;

    (j) Two hundred fifty tickets matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, and matching three "Lava Lamp" symbols in one "Game" across for ten dollars once to win fifteen dollars;

    (k) Two hundred fifty tickets revealing a "Win" symbol in three "Games" for five dollars three times to win fifteen dollars;

    (l) Two  hundred  fifty  tickets  matching  three  "Record"  symbols  in  five "Games" across for two dollars five times to win ten dollars;

    (m) Two hundred fifty tickets matching three "Record" symbols in one "Game" across for two dollars once, and matching three "Flower" symbols in two "Games" across for four dollars two times to win ten dollars;

    (n) Two hundred fifty tickets matching three "Sunglasses" symbols in one "Game" across for one dollar once, matching three "Record" symbols in two "Games" across for two dollars two times, and revealing a "Win" symbol in one "Game" for five dollars once to win ten dollars;

    (o) Two hundred fifty tickets matching three "Lava Lamp" symbols in one "Game" across for ten dollars once to win ten dollars;

    (p) Two thousand tickets revealing a "Win" symbol in one "Game" for five dollars once to win five dollars;

    (q) One thousand tickets matching three "Record" symbols in two "Games" for two dollars two times to win four dollars;

    (r) One  thousand  tickets  matching  three  "Sunglasses"  symbols  in  four "Games" across for one dollar four times to win four dollars;

    (s) One thousand tickets matching three "Flower" symbols in one "Game" across for four dollars once to win four dollars;

    (t)Five  thousand  tickets  matching  three  "Sunglasses"  symbols  in  two "Games" across for one dollar two times to win two dollars;

    (u) Four thousand tickets matching three "Record" symbols for two dollars once to win two dollars; and

    (v) Fourteen thousand tickets matching three "Sunglasses" symbols for one dollar once to win one dollar.

    (F) Tickets sold. Chances of winning and the number of wining tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number three hundred two shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number three hundred two is sold or deemed sold in accordance with this rule and the covering material over any of play symbols has been removed, the holder shall be deemed to have drawn the play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number three hundred two in which the ticket was sold.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number three hundred two void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules;   if   it   is   illegible,   mutilated,   altered,   counterfeit,   misregistered,

    reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number three hundred two.

    (1) The director shall conduct game rule number three hundred two in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number three hundred two. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number three hundred two used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number three hundred two and these elements may be given names or titles chosen by the commission.
