To update policy relating to the administration of the PASSPORT program.

Paragraph (F) of the rule is being amended to add three new services to
PASSPORT and to specify that the waiver nursing and home care attendant services are to be reimbursed using a group rate if the provider is serving more than one but less than four individuals enrolled on PASSPORT who reside in the same household.

This rule is being revised filed to change the (RSFA) rule summary fiscal analysis question 13 from "increase revenues" to "increase expenditures".

FISCAL ANALYSIS

This will increase expenditures.

The addition of the waiver nursing, out-of-home respite, and home care attendant services to PASSPORT will likely result in increased service utilization in the program. Ohio Department of Medicaid, in conjunction with Ohio Department of Aging, projects the addition of these services will increase expenditures by approximately $2,269,922 ($839,417 state funds) during the current biennium.
Please note that this figure appears in the RSFA for rules 5160-31-05 and 5160-1-06.1 and represents an aggregate estimate in total additional program spending.
