    3301-28-04                  Performance indicators.

     

     

     

    (A)  Beginning with the local report card released for the 2012-2013 school year, the local report card shall include a graded performance measure known as performance indicators. This measure shall use the performance indicators established in section

    3302.02 of the Revised Code.

     

    (B)    Each performance indicator demonstrates what percentage of students in a school district or building scored at least proficient on state assessments, or achieved a prescribed level of performance for other specified goals. If a school district or building achieves the expected level of performance outlined by this section, the school or district is considered to have met the indicator. The grade for this measure shall be the percentage of applicable performance indicators met out of the total applicable performance indicators possible.

     

    (C)  The department shall assign a letter grade for the performance indicators performance measure using the following performance benchmarks:

     

    (1)  "A" for scores greater than or equal to ninety per cent;

     

    (2)   "B" for scores greater than or equal to eighty per cent but less than ninety per cent;

     

    (3)   "C" for scores greater than or equal to seventy per cent but less than eighty per cent;

     

    (4)   "D" for scores greater than or equal to fifty per cent but less than seventy per cent; and

     

    (5)   "F" for scores less than fifty per cent.

     

    (D)     For any performance indicator based on the percentage of students attaining a proficient score on the assessments prescribed by divisions (A) and (B)(1) of section 3301.0710 of the Revised Code, a school district or building shall be considered to have met the indicator if:

     

    (1)     For the local report card released for the 2012-2013 school year, at least seventy-five per cent of the tested students score proficient or higher on the assessment.

     

    (2)   For the local report card released for the 2013-2014 school year, at least eighty per cent of the tested students score proficient or higher on the assessment.

     

     

     

    (E)   For the local report card released for the 2014-2015 school year, a school district or building shall be considered to have met the indicator if

    (1)   At least eighty per cent of the tested students score proficient or higher on the English language arts assessment prescribed by division (A)(1)(a) of section 3301.0710 of the Revised Code.

    (2)   At least eighty per cent of the tested students score proficient or higher on the assessments prescribed by division (B)(1) of section 3301.0710 of the Revised Code.

    (3)      The percentage of tested students scoring proficient or higher on the mathematics assessment prescribed by division (A)(1)(a) of section 3301.0710 of the Revised Code, the assessments prescribed by divisions (A)(1)(b) to (A)(1)(f) of section 3301.0710 of the Revised Code, and the end-of-course assessments prescribed by division (B)(2) of section 3301.0712 of the Revised Code is greater than or equal to the statewide proficiency percentage for each respective assessment. The proficiency percentage required to meet the indicators described in paragraph (E)(3) of this rule shall not exceed eighty per cent. In cases where the statewide proficiency percentage for an assessment is greater than eighty per cent, the proficiency percentage required for a school district or building to meet the indicator shall be set to eighty per cent.

    (F) For the local report card released for the 2015-2016 school year, a school district or building shall be considered to have met the indicator if:

    (1) The percentage of tested students scoring proficient or higher on the end-of-course assessments prescribed by division (B)(2) of section 3301.0712 of the Revised Code is greater than or equal to half the difference between statewide proficiency percentage for 2014-2015 and 80 percent for each respective assessment. The proficiency percentage required to meet the indicators described in paragraph (F)(1) of this rule shall not exceed eighty per cent. In cases where the statewide proficiency percentage for an assessment is greater than eighty per cent, the proficiency percentage required for a school district or building to meet the indicator shall be set to eighty per cent.

    (G) For the local report card released for the 2016-2017 school year and each school year thereafter, a school district shall be considered to have met the indicator if at least eighty per cent of the tested students score proficient or higher on the assessment.

    (F)(H) Notwithstanding paragraphs (D) and (E)(2) of this rule, the performance indicators

    for assessments prescribed by division (B)(1) of section 3301.0710 of the Revised Code as only administered to eleventh grade students shall be considered met if at least eighty-five per cent of the tested students score proficient or higher on the assessments.
