    4753-3-05                    Clinical experience requirements.

     

     

     

    (A)   Clinical experience requirements will be waived when the applicant holds a master's degree from a program accredited by the accrediting body of the American speech-language-hearing association, which recognizes graduate educational programs in speech-language pathology and/or audiology at the time the master's degree is awarded in the area in which licensure is sought, or clinical practicum qualifications shall be fulfilled by causing to be submitted to the board evidence of three hundred seventy-five clock hours of supervised clinical practicum of which twenty-five clock hours shall be clinical observation prior to beginning initial clinical practicum, and three hundred fifty clock hours shall be clinical practicum. Two hundred fifty of the three hundred seventy-five clock hours shall be at the graduate level in the area in which the licensure is sought.

     

    (1)    For speech-language pathology, twenty clock hours shall be in each of the following eight categories: evaluation of speech disorders in children; evaluation of speech disorders in adults; evaluation of language disorders in children; evaluation or language disorders in adults; treatment of speech disorders in children; treatment of speech disorders in adults; treatment of language disorders in children; and treatment of language disorders in adults. Twenty clock hours shall be in audiology and may include evaluation/screening and/or habilitation/rehabilitation audiology. Fifty clock hours shall be in each of three types of clinical settings.

     

    (2)   For audiology at least fifty clock hours shall be in each of three types of clinical settings. The student must have experience in the evaluation and treatment of children and adults and with a variety of types and severities of disorders of hearing, speech, and language, and with the selection and use of amplification and assistive devices. At least eighty hours shall be in each of the following categories with a minimum of ten hours in each category: selection and use or amplification and assistive devices for children; and selection and use or amplification and assistive devices for adults. At least twenty clock hours shall be in the treatment of hearing disorders in children and adults.

     

    Twenty clock hours shall be in speech-language pathology unrelated to hearing impairment and may include evaluation/screening and/or treatment.

     

    Evaluation refers to those hours in screening, assessment, and diagnosis of language and speech disorders (articulation, fluency, voice, dysphagia) that are accomplished before the initiation of a treatment program. Hours to be counted in the evaluation category may also include a formal reevaluation. Clock hours devoted to counseling associated with the evaluation/diagnostic process may be counted in these categories. Periodic assessments during treatment are to be considered in the treatment category. The majority of

     

     

    evaluation hours in each category must be in areas other than in screening activities.

    At least fifty percent of each student's time in each diagnostic evaluation, including screening and identification, must be observed directly by a supervisor.

    Observations may take place on site or by closed-circuit television. In addition to observations, it is recommended that other means of evaluating performance - such as conferences, audio and video recordings, written evaluations, rating instruments, inspection of lesson plans, and written reports

    - be used in the supervisory process.

    Treatment for language and speech disorders (articulation, fluency, voice, dysphagia) refers to clinical management (including direct and indirect services), progress in monitoring activities, and counseling. Clock hours devoted to counseling associated with the treatment process may be counted in these categories.

    At least twenty-five percent of each student's total contact time with each client in clinical treatment must be observed directly by a sueprvisor.

    Observations may take place on site or by closed-circuit television. In addition to observations, other means of evaluating performance - such as conferences, audio and video recordings, written evaluations, rating instruments, inspection of lesson plans and written reports - may be used in the supervisory process.

    (B)      The clinical experience shall have been obtained in an accredited college or university, in a cooperating program of an accredited college or university or another program approved by the board.

    Clock hours of clinical experience shall be earned by a student clinician or intern only for that portion of time the student clinician or intern is actually providing services. Students shall not be reimbursed for services provided during the clinical experience unless approved by the board.

    Clock hours of clinical experience shall be submitted on forms provided by the board. Verification of clinical experience hours shall be the notarized signature of the department head or clinical supervisor. Verification of clinical experience shall be submitted to the board by the department head or the clinical supervisor. The board may require additional verification of clinical experience.

    It is the applicant's responsibility to ensure that the university attended is authorized to send clinical experience records.

    Academic credit for clinical practicum may not be used to satisfy specific coursework minimum requirements. However, a maximum of six semester clock hours for practicum may be applied to the thirty-six semester clock hours minimum professional coursework. "Speech" disorders include disorders of articulation, voice, and fluency. "Treatment" for hearing disorders refers to clinical management and counseling including auditory training, speech-reading, and speech and language services for those with hearing impairment.

    Pursuant to division (C) of section 4753.06 of the Revised Code, "clock hours of clinical experience of a student or intern" shall be defined as those hours obtained in direct contact with persons served through an accredited college or university, in a cooperating program of an accredited college or university, or in another program approved by the board. Clock hours of clinical experience of a student or intern shall be acceptable for licensure only when done under the supervision of a person who during the clinical experience is licensed in any state or holds the American speech-language-hearing association's certificate of clinical competence in the area in which licensure is sought. At least ninety-five clock hours of clinical experience shall be directly supervised. In order to be considered direct supervision, supervision shall be accomplished in the room, or through an observation window or by video simulcast. For the remaining two hundred eighty clock hours, it is necessary for the supervisor or licensed designee to be on site during the majority, i.e., one hundred forty-one hours, of the experience.

    Clinical experience accomplished in the state of Ohio shall be acceptable for licensure only when done under the supervision of a person who during the clinical experience was licensed by the board of speech-language pathology and audiology in the area in which licensure is sought. Licensed supervisors shall not sign for clinical experience that was actually supervised by another individual, licensees may not approve or sign for clinical experience for which they did not provide supervision. Licensees engaged in the preparation, placement, and supervision of student clinicians must make every reasonable effort to ensure that direct clinical experience supervision is provided only by professionals holding the appropriate license. Supervisors must inform students who engage in student teaching or other clinical experience under a non-licensed supervisor that these experiences cannot meet requirements for licensure.
