3770:1-9-571               Game rule number five hundred seventy-one.

 

 

 

(A)Title and term. Ohio lottery commission game rule number five hundred seventy-one, "Mega Slots," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred seventy-one.

 

(B)General design.

 

(1)Game rule number five hundred seventy-one contains sixteen separate chances to match three like symbols with an additional instant win feature, and is generally known as an "instant lottery."

 

(2)The player shall reveal three play symbols in each row, "Row 1" through "Row 16." The player must match three like play symbols in any one "Row" across to win the corresponding prize value shown in the "Prize" area for  that "Row." Play symbols shall include: "Gold Bars," "Moneys," "Horseshoes," "Lemons," "Bananas," "Pots of Gold," "Melons," "Cherries," "Apples," "Grapes," "Bells," "Plums," "Crowns," "Diamonds," "Stars," "Coins" and "Dollars." If the player reveals a "Win" symbol in any one "Row" across, the player wins the corresponding prize value shown in the "Prize" area for that "Row" automatically. If the player matches three like play symbols in any one "Row" across or reveals a "Win" symbol in any one "Row" across and the corresponding prize value revealed is a "TPD" symbol, the player wins one thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a two hundred fifty thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are sixteen chances to win on each ticket, and a player may win up to sixteen times on one ticket.

 

(3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, twenty-five thousand dollars and two hundred fifty thousand dollars. Each ticket in game rule number five hundred seventy-one shall be imprinted in such a way that prize awards from the set listed above may be won.

 

(C)Price of tickets. The price of a ticket issued by the commission in game rule number five hundred seventy-one shall be five dollars.

 

 

 

 

(D)Structure, nature and value of prize awards.

(1) There  shall  be  two  types  of  prizes  in  game  rule  number  five  hundred seventy-one, a "regular prize award" and a "TPD" prize award.

(2) The only "prize values" which shall appear on a ticket in game rule number five hundred seventy-one are: one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, the "TPD" symbol corresponding to a prize value of one thousand dollars, five thousand dollars, twenty-five thousand dollars and two hundred fifty thousand dollars. Play and prize symbols appearing on any ticket in game rule number five hundred seventy-one shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying play and prize symbols.

(a) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for five dollars once shall win a regular prize award of five dollars;

(b) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for one dollar five times shall win a regular prize award of five dollars;

(c) Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for two dollars once and three dollars once shall win a regular prize award of five dollars;

(d)Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for ten dollars once shall win a regular prize award of ten dollars;

(e) Holder of a valid winning ticket matching three like play symbols in ten "Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for one dollar ten times shall win a regular prize award of ten dollars;

(f)Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for five dollars two times shall

win a regular prize award of ten dollars;

(g) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for two dollars five times shall win a regular prize award of ten dollars;

(h) Holder of a valid winning ticket matching three like play symbols in three "Rows" across, or revealing a "Win" symbol in three "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in three "Rows" across for two dollars once, three dollars once and five dollars once shall win a regular prize award of ten dollars;

(i) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for twenty dollars once shall win a regular prize award of twenty dollars;

(j) Holder of a valid winning ticket matching three like play symbols in four "Rows" across, or revealing a "Win" symbol in four "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in four "Rows" across for five dollars four times shall win a regular prize award of twenty dollars;

(k) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for four dollars five times shall win a regular prize award of twenty dollars;

(l) Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for ten dollars two times shall win a regular prize award of twenty dollars;

(m) Holder of a valid winning ticket matching three like play symbols in ten "Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for two dollars ten times shall win a regular prize award of twenty dollars;

(n) Holder of a valid winning ticket matching three like play symbols in all sixteen "Rows" across, or revealing a "Win" symbol in all sixteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in sixteen "Rows" across for one dollar

twelve times and two dollars four times shall win a regular prize award of twenty dollars;

(o) Holder of a valid winning ticket matching three like play symbols in fifteen "Rows" across, or revealing a "Win" symbol in fifteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in fifteen "Rows" across for one dollar ten times and two dollars five times shall win a regular prize award of twenty dollars;

(p) Holder of a valid winning ticket matching three like play symbols in seven "Rows" across, or revealing a "Win" symbol in seven "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in seven "Rows" across for two dollars four times and four dollars three times shall win a regular prize award of twenty dollars;

(q) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

(r) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for five dollars five times shall win a regular prize award of twenty-five dollars;

(s) Holder of a valid winning ticket matching three like play symbols in twelve "Rows" across, or revealing a "Win" symbol in twelve "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in twelve "Rows" across for two dollars eleven times and three dollars once shall win a regular prize award of twenty-five dollars;

(t)Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for fifty dollars once shall win a regular prize award of fifty dollars;

(u) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for ten dollars five times shall win a regular prize award of fifty dollars;

(v) Holder of a valid winning ticket matching three like play symbols in nine "Rows" across, or revealing a "Win" symbol in nine "Rows" across, or

any combination of matching three like play symbols or revealing "Win" symbols in nine "Rows" across for five dollars eight times and ten dollars once shall win a regular prize award of fifty dollars;

(w)Holder of a valid winning ticket matching three like play symbols in all sixteen "Rows" across, or revealing a "Win" symbol in all sixteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in sixteen "Rows" across for two dollars ten times and five dollars six times shall win a regular prize award of fifty dollars;

(x) Holder of a valid winning ticket matching three like play symbols in eight "Rows" across, or revealing a "Win" symbol in eight "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in eight "Rows" across for five dollars six times and ten dollars two times shall win a regular prize award of fifty dollars;

(y) Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for twenty-five dollars two times shall win a regular prize award of fifty dollars;

(z) Holder of a valid winning ticket matching three like play symbols in six "Rows" across, or revealing a "Win" symbol in six "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in six "Rows" across for five dollars five times and twenty-five dollars once shall win a regular prize award of fifty dollars;

(aa) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for seventy-five dollars once shall win a regular prize award of seventy-five dollars;

(bb) Holder of a valid winning ticket matching three like play symbols in all sixteen "Rows" across, or revealing a "Win" symbol in all sixteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in sixteen "Rows" across for four dollars five times and five dollars eleven times shall win a regular prize award of seventy-five dollars;

(cc) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for one hundred dollars once shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket matching three like play symbols in ten

"Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for ten dollars ten times shall win a regular prize award of one hundred dollars;

(ee) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for twenty dollars five times shall win a regular prize award of one hundred dollars;

(ff) Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for fifty dollars two times shall win a regular prize award of one hundred dollars;

(gg) Holder of a valid winning ticket matching three like play symbols in all sixteen "Rows" across, or revealing a "Win" symbol in all sixteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in sixteen "Rows" across for four dollars five times, five dollars six times and ten dollars five times shall win a regular prize award of one hundred dollars;

(hh) Holder of a valid winning ticket matching three like play symbols in four "Rows" across, or revealing a "Win" symbol in four "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in four "Rows" across for twenty-five dollars four times shall win a regular prize award of one hundred dollars;

(ii) Holder of a valid winning ticket matching three like play symbols in two "Rows" across, or revealing a "Win" symbol in two "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in two "Rows" across for twenty-five dollars once and seventy-five dollars once shall win a regular prize award of one hundred dollars;

(jj) Holder of a valid winning ticket matching three like play symbols in six "Rows" across, or revealing a "Win" symbol in six "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in six "Rows" across for ten dollars two times and twenty dollars four times shall win a regular prize award of one hundred dollars;

(kk) Holder of a valid winning ticket matching three like play symbols in one "Row" across, or revealing a "Win" symbol in one "Row" across, or any

combination of matching three like play symbols or revealing "Win" symbols in one "Row" across for five hundred dollars once shall win a regular prize award of five hundred dollars;

(ll) Holder of a valid winning ticket matching three like play symbols in five "Rows" across, or revealing a "Win" symbol in five "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in five "Rows" across for one hundred dollars five times shall win a regular prize award of five hundred dollars;

(mm) Holder of a valid winning ticket matching three like play symbols in ten "Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for fifty dollars ten times shall win a regular prize award of five hundred dollars;

(nn) Holder of a valid winning ticket matching three like play symbols in six "Rows" across, or revealing a "Win" symbol in six "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in six "Rows" across for twenty-five dollars once, seventy-five dollars once and one hundred dollars four times shall win a regular prize award of five hundred dollars;

(oo) Holder of a valid winning ticket matching three like play symbols in seven "Rows" across, or revealing a "Win" symbol in seven "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in seven "Rows" across for fifty dollars four times and one hundred dollars three times shall win a regular prize award of five hundred dollars;

(pp) Holder of a valid winning ticket matching three like play symbols in eleven "Rows" across, or revealing a "Win" symbol in eleven "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in eleven "Rows" across for twenty-five dollars eight times and one hundred dollars three times shall win a regular prize award of five hundred dollars;

(qq) Holder of a valid winning ticket matching three like play symbols in all sixteen "Rows" across, or revealing a "Win" symbol in all sixteen "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in sixteen "Rows" across for ten dollars six times, twenty dollars two times, twenty-five dollars four times and twenty-five dollars four times shall win a regular prize award of five hundred dollars;

(rr) Holder of a valid winning ticket matching three like play symbols in one

"Row" across or revealing a "Win" symbol in one "Row" across and a "TPD" prize symbol is revealed for one thousand dollars shall win a regular prize award of one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win two hundred fifty thousand dollars;

(ss) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for five thousand dollars once shall win a regular prize award of five thousand dollars;

(tt) Holder of a valid winning ticket matching three like play symbols in ten "Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for five hundred dollars ten times shall win a regular prize award of five thousand dollars;

(uu) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for twenty-five thousand dollars once shall win a regular prize award of twenty-five thousand dollars;

(vv) Holder of a valid winning ticket matching three like play symbols in ten "Rows" across, or revealing a "Win" symbol in ten "Rows" across, or any combination of matching three like play symbols or revealing "Win" symbols in ten "Rows" across for twenty-five thousand dollars ten times shall win a regular prize award of two hundred fifty thousand dollars; and

(ww) Holder of a valid winning ticket matching three like play symbols in one "Row" across or revealing a "Win" symbol in one "Row" across for two hundred fifty thousand dollars once shall win a regular prize award of two hundred fifty thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred seventy-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:

(a) Two tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for two hundred fifty thousand dollars once to win two hundred fifty thousand dollars;

(b) One ticket matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for twenty-five thousand dollars ten times to win two hundred fifty thousand dollars;

(c) Two tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for twenty-five thousand dollars once to win twenty-five thousand dollars;

(d)Seven tickets matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for five hundred dollars ten times to win five thousand dollars; and

(e) Three tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for five thousand dollars once to win five thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) One ticket matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across and revealing the "TPD" prize symbol to win one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win two hundred fifty thousand dollars;

(b) Two tickets matching symbols in all sixteen "Rows" across, or revealing the "Win" symbol in all sixteen "Rows" across, or any combination thereof, for ten dollars six times, twenty dollars two times, twenty-five dollars four times and seventy-five dollars four times to win five hundred dollars;

(c) One ticket matching symbols in eleven "Rows" across, or revealing the "Win" symbol in eleven "Rows" across, or any combination thereof, for twenty-five dollars eight times and one hundred dollars three times to win five hundred dollars;

(d)One ticket matching symbols in seven "Rows" across, or revealing the "Win" symbol in seven "Rows" across, or any combination thereof, for fifty dollars four times and one hundred dollars three times to win five hundred dollars;

(e) One ticket matching symbols in six "Rows" across, or revealing the "Win" symbol in six "Rows" across, or any combination thereof, for twenty-five dollars once, seventy-five dollars once and one hundred dollars four times to win five hundred dollars;

(f)One ticket matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for fifty dollars ten times to win five hundred dollars;

(g) One ticket matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for one hundred dollars five times to win five hundred dollars;

(h) One ticket matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for five hundred dollars once to win five hundred dollars;

(i) Twenty tickets matching symbols in six "Rows" across, or revealing the "Win" symbol in six "Rows" across, or any combination thereof, for ten dollars two times and twenty dollars four times to win one hundred dollars;

(j) Twenty tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for twenty-five dollars once and seventy-five dollars once to win one hundred dollars;

(k) Twenty tickets matching symbols in four "Rows" across, or revealing the "Win" symbol in four "Rows" across, or any combination thereof, for twenty-five dollars four times to win one hundred dollars;

(l) Seventy-four tickets matching symbols in all sixteen "Rows" across, or revealing the "Win" symbol in all sixteen "Rows" across, or any combination thereof, for four dollars five times, five dollars six times and ten dollars five times to win one hundred dollars;

(m) Twenty tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for fifty dollars two times to win one hundred dollars;

(n) Twenty tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for twenty dollars five times to win one hundred dollars;

(o) Twenty tickets matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for ten

dollars ten times to win one hundred dollars;

(p) Twenty tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for one hundred dollars once to win one hundred dollars;

(q) One hundred fifty tickets matching symbols in al sixteen "Rows" across, or revealing the "Win" symbol in all sixteen "Rows" across, or any combination thereof, for four dollars five times and five dollars eleven times to win seventy-five dollars;

(r) One hundred fifty tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for seventy-five dollars once to win seventy-five dollars;

(s) Two hundred tickets matching symbols in six "Rows" across, or revealing the "Win" symbol in six "Rows" across, or any combination thereof, for five dollars five times and twenty-five dollars once to win fifty dollars;

(t)Two hundred tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for twenty-five dollars two times to win fifty dollars;

(u) Two hundred tickets matching symbols in eight "Rows" across, or revealing the "Win" symbol in eight "Rows" across, or any combination thereof, for five dollars six times and ten dollars two times to win fifty dollars;

(v) Five hundred tickets matching symbols in all sixteen "Rows" across, or revealing the "Win" symbol in all sixteen "Rows" across, or any combination thereof, for two dollars ten times and five dollars six time to win fifty dollars;

(w)Two hundred tickets matching symbols in nine "Rows" across, or revealing the "Win" symbol in nine "Rows" across, or any combination thereof, for five dollars eight times and ten dollars once to win fifty dollars;

(x) Two hundred tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for ten dollars five times to win fifty dollars;

(z) One  thousand  tickets  matching  symbols  in  twelve  "Rows"  across,  or

revealing the "Win" symbol in twelve "Rows" across, or any combination thereof, for two dollars eleven time and three dollars once to win twenty-five dollars;

(aa) Two thousand tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for five dollars five times to win twenty-five dollars;

(bb) One thousand tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for twenty-five dollars once to win twenty-five dollars;

(cc) One thousand tickets matching symbols in seven "Rows" across, or revealing the "Win" symbol in seven "Rows" across, or any combination thereof, for two dollars four times and four dollars three times to win twenty dollars;

(dd) One thousand tickets matching symbols in fifteen "Rows" across, or revealing the "Win" symbol in fifteen "Rows" across, or any combination thereof, for one dollar ten times and two dollars five times to win twenty dollars;

(ee) Three thousand tickets matching symbols in all sixteen "Rows" across, or revealing the "Win" symbol in all sixteen "Rows" across, or any combination thereof, for one dollar twelve times and two dollars four times to win twenty dollars;

(ff) One thousand tickets matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for two dollars ten times to win twenty dollars;

(gg) One thousand tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for ten dollars two times to win twenty dollars;

(hh) One thousand tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for four dollars five times to win twenty dollars;

(ii) One thousand tickets matching symbols in four "Rows" across, or revealing the "Win" symbol in four "Rows" across, or any combination thereof, for five dollars four times to win twenty dollars;

(jj) One thousand tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for twenty dollars once to win twenty dollars;

(kk) Two thousand tickets matching symbols in three "Rows" across, or revealing the "Win" symbol in three "Rows" across, or any combination thereof, for two dollars once, three dollars once and five dollars once to win ten dollars;

(ll) One thousand tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for two dollars five times to win ten dollars;

(mm) One thousand tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for five dollars two times to win ten dollars;

(nn) Two thousand tickets matching symbols in ten "Rows" across, or revealing the "Win" symbol in ten "Rows" across, or any combination thereof, for one dollar ten times to win ten dollars;

(oo) Two thousand tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for ten dollars once to win ten dollars;

(pp) Eight thousand tickets matching symbols in two "Rows" across, or revealing the "Win" symbol in two "Rows" across, or any combination thereof, for two dollars once and three dollars once to win five dollars;

(qq) Eight thousand tickets matching symbols in five "Rows" across, or revealing the "Win" symbol in five "Rows" across, or any combination thereof, for one dollar five times to win five dollars; and

(rr) Twelve thousand tickets matching symbols in one "Row" across or revealing the "Win" symbol in one "Row" across for five dollars once to win five dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number five hundred seventy-one shall be accomplished in a manner, which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number five hundred seventy-one is sold or deemed sold in accordance with this rule and the covering material over any of the play symbols and prize symbols has been removed, the holder shall be deemed to have drawn the play symbols and prize symbols on that ticket

which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred seventy-one in which the ticket was sold.

(3) The Top Prize Drawing to award one grand prize of two hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred seventy-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number five hundred seventy-one.

(1) The director shall conduct game rule number five hundred seventy-one in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred seventy-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number five hundred seventy-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number five hundred seventy-one and these elements may be given names or titles chosen by the commission.
