    The purpose of the amendment is to explicitly detail the minimum requirements for proving chips.

    Presently, the rule details the required procedure for how a dealer should prove

    chips when opening, closing, or filling a table, or exchanging chips. However, the rule does not specifically detail how to actually prove chips. The rule also clarifies that this procedure must be completed in full view of surveillance and a table games supervisor or the affected patron and that it must also be done when crediting a table.

    This amendment provides guidance as to how a casino operator must prove chips upon opening, closing, or filling a table, or exchanging chips. However, the rule, as it presently exists, already requires that casino operators to prove chips. The Commission discovered inconsistencies in the practice across the state and found the additional guidance necessary in order to avoid these inconsistencies in the future. The Commission does not anticipate a negative economic impact as a result of this amendment because it simply provides guidance as to how casino operators should comply with an existing requirement.

    Pursuant to R.C. 3772.08, casino gaming shall only be conducted by licensed casino operators (governed by R.C. 3772.11, 3772.111, and Ohio Adm. Code 3772-4) or by a licensed management company (governed by R.C.

    3772.11,3772.111, and Ohio Adm. Code 3772-4) retained by a licensed casino operator. Further, all table game and electronic gaming equipment must be supplied by a licensed gaming-related vendor, pursuant to R.C. 3772.12, 3772.121 and Ohio Adm. Code 3772-6).
