NOTICE OF INTENTION TO AMEND, ADOPT, AND RESCIND AND TO HOLD A PUBLIC HEARING ON
GENERAL PROVISIONS, VISTATION, CAMPING, MOTOR VEHICLES, FIREARMS; HUNTING AND FISHING RULES
The Chief for the Division of Forestry pursuant to sections 1503.01 and Chapter 119. of the Revised Code, hereby gives notice of his intention to amend, adopt, or revise the following General Provisions rules, Visitation rules ,Camping rules, Motor Vehicles rules, and Firearms; Hunting and Fishing rules.

Firearms; Hunting and Fishing rules: 1501:3-6-02 (Amend)

The proposed amended General Provision rule deals with: Definitions
The proposed amended Visitation rules deal with: Removal or disturbance of state property Exceptions to removal of state property
Permission required for public meetings, events, research and special activities
The proposed amended Camping rules deal with: Camp occupancy
Camping fees
Animals in campgrounds
The proposed amended Motor Vehicle rules deal with: Vehicle speed limits
Obstructing vehicular or pedestrian traffic Parked vehicles; exception
Vehicles, bicycles, horses required to stay on roads or trails; negligent operation, accessibility
One way trails Passengers Removal of vehicles
Helmets and eye protection in state forests Seasonal closure of all-purpose vehicle area
The proposed amended Firearms; Hunting and Fishing rules deal with: Prohibited use of firearms
Hunting, fishing, and trapping prohibited; public hunting, fishing, and trapping areas Use of target ranges
The proposed new Visitation rule deals with: Unattended cameras; geocaches prohibited
The proposed new Motor Vehicle rules deal with:
Vehicles permitted in the all-purpose vehicles area; vehicle exhaust requirements; vehicle size limits in the all-purpose vehicle area.
The proposed new Firearms; Hunting and Fishing rule deals with: Use of bait; taking of an animal using bait.
The proposed rescinded Motor Vehicles rule deals with: All purpose vehicle size limitation
The proposed rescinded Firearms; Hunting and Fishing rule deals with: Fishing
The reasons for amending, adopting, or rescinding these rules are the following: to comply with the five-year rule review requirements of Section 106.03 of the Revised Code; and are necessary and appropriate for the proper management and control of lands and waters administered by the Division of Forestry for the protection of the health, safety and welfare of the public.
A public hearing on the proposed rule amendments, new rules, and rule rescissions will be held at 10:00 AM on Wednesday, July 1, 2015 in the E-1 Assembly Center of the Ohio Department of Natural Resources, 2045 Morse Road, Building E-1, Columbus, Ohio 43229. At the public hearing, any person affected by the proposed rule amendments, new rules, and/or rule recessions may appear and be heard in person, or by the person's attorney, or both, and may present the person's positions, arguments, or contentions, orally or in writing, offer and examine witnesses, and present evidence tending to show that the proposed rule amendments, new rules, and rule recessions, if adopted, will be unreasonable or unlawful.
Written positions, arguments, or contentions regarding these proposed rule amendments, new rules, and rule rescissions may also be submitted to the Division of Forestry at the address below or to the following e-mail address: forestry.comments@dnr.state.oh.us.
Such written positions, arguments, or contentions must be post-marked or e-mailed by July 8, 2015.
Copies of the proposed rule amendments, new rules, and rule recessions are available on the Register of Ohio website, http://www.registerofohio.state.oh.us/index.jsp. Copies will also be posted on the Ohio Department of Natural Resources Division of Forestry website.
