    To comply with the five year review requirement. This rule has been reviewed and the factors set forth in O.R.C. Section 119.032(C) have been considered. The Ohio Lottery continues to use this game rule for current games and no complaints have been received regarding this. The Lottery Commission voted unanimously on

    6-24-11 to continue this rule in its current form without amendment.

    This game rule governs the play of an on-line raffle style game, including game design, price of tickets, value of prize awards, frequency of drawings, manner of drawings and validity of tickets.

    FISCAL ANALYSIS

    13.  Estimate the total amount by which this proposed rule would increase/ decrease either revenues/ expenditures for the agency during the current biennium (in dollars): Explain the net impact of the proposed changes to the budget of your agency/department.

    This will increase revenues. 3,500,000

    Revenues generated from game rule fifty-one is expected to equal $10,000,000 on an annual basis. This revenue source has been factored into the Lottery's annual financial plan as well as the current biennium budget forecast.

    Game rule fifty-one provides roughly $3,500,000 in annual net profits.

    14.  Identify the appropriation (by line item etc.) that authorizes each expenditure necessitated by the proposed rule:

    Sales revenue achieved through the execution of this game would be supported by expenditures in the following appropriation line items: 950-100, 950-200, 950-300, 900-402, 950-403, and 950-601. At this time, it is anticipated that existing budget is sufficient to cover the implementation of this game. Should additional appropriation authority be necessary to continue to support this game, the necessry appropriations would be sought.

    15.  Provide a summary of the estimated cost of compliance with the rule to all directly affected persons. When appropriate, please include the source for your information/estimated costs, e.g. industry, CFR, internal/agency:

    While there are no anticipated costs for directly affected external parties to comply with this rule, as noted above, administrative and operational costs necessary to implement this game should be covered by existing budget.
