    Notice of Public Hearing

     

     

    A public hearing will be held by the Ohio Casino Control Commission on July 28, 2011 at 10:00 a.m. in the Lobby Hearing Room of the Rhodes State Office Tower, located at 30 East Broad Street, Columbus, Ohio 43215. The purpose of the hearing is to solicit public comment on the following proposed rules:

     

    Rule 3772-1-01, titled "Definitions." The proposed rule sets forth definitions for various terms used in Chapter 3772 of the Ohio Administrative Code.

     

    Rule 3772-1-02, titled "Authority and Purpose." The proposed rule establishes the purpose for rules contained in Chapter 3772 of the Ohio Administrative Code.

     

    Rule 3772-1-03, titled "Adoption, Amendment and Repeal." The proposed rule sets forth the procedure and purpose for rules contained in Chapter 3772 of the Ohio Administrative Code.

     

    Rule 3772-1-04, titled "Waivers and Variances."  The proposed rule permits the Casino Control Commission to account for the public interest in enforcing or granting waivers or variances of requirements in Chapter 3772 of the Ohio Administrative Code.

     

    Rule 3772-1-05, titled "Construction." The proposed rule clarifies the principles of construction and interpretation of Chapter 3772 of the Ohio Administrative Code.

     

    Rule 3772-2-01, titled "Organization." The proposed rule clarifies the roles of the Casino Control Commission's Chairperson, Vice-chairperson and Executive Director.

     

    Rule 3772-2-02, titled "Commission Procedure." The proposed rule clarifies the Casino Control Commission's internal rules of procedure.

     

    Rule 3772-2-03, titled "Commission Meetings." The proposed rule clarifies the Casino Control Commission's procedure during open meetings, the process for commissioners to add items to the agenda and the procedure for voting and memorializing resolutions and meeting minutes.

     

    Rule 3772-2-04, titled "Requests to Address the Commission." The proposed rule specifies the procedure for requesting to speak before the Casino Control Commission during a public meeting.

     

    Rule 3772-2-05, titled "Delegation of Commission Authority." The proposed rule specifies the procedure that the Casino Control Commission must follow in delegating portions of its authority to the Executive Director or to other employees of the Commission.

     

     

     

     

     

     

     

     

    Rule 3772-2-06, titled "Subpoena Power." The proposed rule clarifies the authority of the Casino Control Commission in issuing subpoenas.

    Rule 3772-2-07, titled "Ethics and Code of Conduct." The proposed rule requires the Casino Control Commission to create a Code of Conduct governing Casino Control Commission members, the Executive Director and employees of the Commission.

    Rule 3772-7-01, titled "Insurance." The proposed rule sets forth the types of insurance required to be maintained by licensed casino operators.

    Rule 3772-19-01, titled "Security, Surveillance System and Commission Facilities." The proposed rule sets forth requirements for licensed casino operators to comply with minimum surveillance standards as well as additional security requirements.
