    NOTICE OF PUBLIC HEARING

    Notice is hereby given that the Board of Building Standards will convene for a public hearing in accordance with Chapter 119. of the Revised Code, at 10:00 A.M., Friday, August 17, 2007 in Hearing Room #1, at 6606 Tussing Road, Reynoldsburg, Ohio. The purpose of the hearing is to consider rules of the Administrative  Code,  identified  as  Amendments  Group  LXXVIII  of  the  Ohio  Building  Codes, proposed pursuant to Chapters 119., 3781., 3791., and 4104. of the Revised Code.

    Synopsis of the proposed rules:

    PART A

    Consider the following new rule of the Administrative Code certifying building departments to enforce the Residential Code of Ohio: 4101:2-81-30 village of Harrisburg; 4101:2-81-31 village of Lockbourne; 4101:2-81-32 village of Minera Park; 4101:2-81-33 village of Newtown; 4101:2-81-34; village of Riverlea; 4101:2-81-35 village of Valleyview; 4101:2-81-36  village of Walton Hills;  4101:2-81-37 Lorain county.

    PART B

    Consider the following amended and new rules of the Administrative Code certifying building departments to enforce the Ohio Building, Mechanical, and Plumbing Codes and the Residential Code of Ohio: 4101:2-70-02 city of Alliance; 4101:2-70-69 city of Mayfield Heights; 4101:2-71-31 city of Worthington; 4101:2-71-32 city of Youngstown; 4101:2-72-25 village of Doylestown; 4101:2-72-45 village of Lakemore; 4101:2-72-50 city of Louisville; 4101:2-72-55 city of Maineville; 4101:2-72-60 city of Morrow; 4101:2-72-62 village of Munroe Falls; 4101:2-72-92 city of South Lebanon; 4101:2-73- 65 city of Corwin; 4101:2-74-25 Washington county; 4101:2-74-26 Noble county; 4101:2-74-42 Brown county; 4101:2-75-06 city of Marietta; 4101:2-76-34 village of Georgetown; 4101:2-76-35 village of Ripley; 4101:2-76-36 village of Mt.     PART C

    Consider the following amended rules of the Administrative Code certifying commercial building departments as a result of the five year rule review: 4101:2-71-86 village of Wellington; 4101:2-71-87 village of LaGrange; 4101:2-75-89 village of Old Washington; 4101:2-75-90 village of Pleasant City; 4101:2-75-91 city of Coshocton; 4101:2-75-92 Madison township; 4101:2-75-93 village of Elida; 4101:2- 75-94 village of Clayton; 4101:2-75-95 village of Plain City; 4101:2-75-96 village of Milford Center; 4101:2-75-97 village of Loudonville; 4101:2-75-99 city of Delaware; 4101:2-76-01 village of Orange; 4101:2-76-02 village of Ottawa Hills.

    PART D

    Consider proposed rescission of the following rules as a result of the five year rule review: 4101:2-94-80 certifying the city of Toledo to enforce the pressure piping rules which have already been rescinded; and 4101:2-98-01 listing of Industrialized Unit Manufacturers authorized to provide units in Ohio.

    PART E

    Consider the following amended rules of the Ohio Building Code: 4101:1-5-01 to fix typos in equations 5-1 and 5-2 of sections 506.1 and 506.2, respectively, and to add periods to sections 508.3.3.4 and 509.8; 4101:1-10-01 to fix a typo in section 1012.5 and to add the word "occupant" to the column heading in Table 1004.1; 4101:1-11-01 to add missing language to the column headings of Tables 1106.1 and 1108.2.2.1; 4101:1-18-01 to fix the symbol (f'c) in sections 1810.1.1, 1810.3.1, 1810.4.1, 1810.5.2, and

    1810.8.3; and 4101:1-34-01 to fix typos in equation 34-3 of section 3410.6.2.2.

    PART F

    Consider the following amended rules of the Ohio Mechanical Code: 4101:2-4-01 to clarify the intent of the exception to section 403.2; 4101:2-5-01 to add model code section 502.7.1 which was inadvertently omitted, to omit periods in section numbers 507.2.2 and 507.13, and to omit an extra "v" in section 507.13; and 4101:2-11-01 to omit a reference to the ICC Electrical Code and replace with a reference to NFPA 70 in exception 2 of section 1106.3.

    PART G

    Consider the following amended rules of the Ohio Plumbing Code: 4101:3-4-01 to add model code section 425.4 which was inadvertently omitted; and 4101:3-6-01 to remove reference to the word "purple" from section 605.22.2 as a result of petition 0702.

    PART H

    Consider the following amended rule of the Ohio Boiler and Pressure Vessel Code: 4101:4-3-01 to add ASME BPVC-Section VIII, Division 3 which was inadvertently omitted when the rules were reorganized.

    The full text of the proposed rules are filed electronically with the Secretary of State, the Legislative Service Commission, the Joint Committee on Agency Rule Review, the Department of Aging, and the Small and Developing Business Division as required in sections 119.03 and 121.24 of the Revised Code. The required rule filing can be viewed on the Register of Ohio at (http://www.registerofohio.state.oh.us). Additionally, the Clerks of the 88 County Commissioners are notified of the filings as required by statute.
