    PUBLIC HEARING NOTICE

    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES DATE: August 15, 2005

    TIME: 10:00 a.m.

    LOCATION: Room 3110B, Rhodes State Office Tower 30 East Broad St., Columbus, Ohio 43215

     

    Pursuant to sections 3121.891, 3121.898, 5107.02, 5107.05, 5107.10, 5107.37, 5120.65,

    and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the amendment of the rules as identified below and of a public hearing thereon.

     

    Rule 5101:1-2-85, entitled: New hire reporting program (W-4), is being proposed for amendment due to the five-year rule review. This rule sets forth the reporting requirements of the new hire program. The changes to the rule involved acronyms that were updated where appropriate.

     

    Rule 5101:1-3-02, entitled: Ohio works first (OWF): school attendance, is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for school attendance in the OWF program. The changes to the rule involved acronyms that were updated where appropriate.

     

    Rule 5101:1-3-03, entitled: Ohio works first (OWF): residence and living arrangement requirement, is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for residence and living arrangements in the OWF program. The changes to the rule involved acronyms and revision dates that were updated where appropriate.

     

    Rule 5101:1-3-04, entitled: Ohio works first (OWF): temporary absence, is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for temporary absence in the OWF program. The changes to the rule involved acronyms that were updated where appropriate and clarification was added that a newborn is considered to be living with the assistance group when born.

     

    Rule 5101:1-3-04.1, entitled: Ohio works first (OWF): shared parenting (joint custody), is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for shared parenting and determining eligibility when joint custody exists in the OWF program. The changes to the rule involved acronyms that were updated where appropriate.

     

    Rule 5101:1-3-07, entitled: Ohio works first (OWF): evidence of age, citizenship, and identity, is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for verifying age, citizenship, and identity in the OWF program. The changes to the rule involved acronyms and spelling that were updated where appropriate; expanding the documentation used to verify identity; and adding Northern Mariana Islands and Swain's Island to the list that refers to born in the U.S.

     

     

     

     

     

    Rule 5101:1-3-09, entitled: Ohio works first (OWF): social security number requirement, is being proposed for amendment due to the five-year rule review. This rule sets forth the requirements for furnishing or applying for a social security number (SSN) in the OWF program. The changes to the rule involved acronyms and revision dates that were updated where appropriate and removing the reference to Refugee Cash Assistance (RCA) because the SSN requirement does not apply to the program.

    A copy of the proposed rules is available, without charge, to any person affected by the rules at the address listed below. The rules are also available on the internet at http://www.registerofohio.state.oh.us/. A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
