OHIO DEPARTMENT OF JOB AND FAMILY SERVICES

Pursuant to section 5104.30 and Chapter 119. of the Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the adoption, amendment, or rescission of the rule or rules as identified below and of a public hearing thereon as a result of a five year review and to implement provisions of the Early Learning Challenge Grant.

 

5101:2-17-01 "Step Up To Quality (SUTQ): program standards" is a new rule replacing rescinded rule 5101:2-17-01 of the same rule number because of the Five Year Review and to implement provisions of the Early Learning Challenge Grant. This rule sets forth the requirements to participate in the step up to quality program. This rule is being introduced to implement changes in the step up to quality program. Changes include adding a four-star and five-star rating and changing the application process to a registration process.

 

5101:2-17-02 "Step Up To Quality (SUTQ): eligibility for registration" is a new rule replacing rescinded rule 5101:2-17-02 of the same rule number because of the Five Year Review and to implement provisions of the Early Learning Challenge Grant. The eligibility, ineligibility and pre-registration processes are contained in this rule. There are two appendices that outline the serious non-compliances for both licensed child care centers and Type A family child care homes.

 

5101:2-17-03 "Step Up To Quality (SUTQ): desk reviews and verification visits" is a new rule that is replacing rescinded rule 5101:2-17-03 of the same rule number because of the Five Year Review and to implement provisions of the Early Childhood Challenge Grant. This rule sets forth the requirements for desk reviews and verification visits for the step up to quality program. Changes include adding a desk review process, a verification process, a deferral process, and rating language.

 

5101:2-17-04 "Step Up To Quality (SUTQ): changes, renewals, removals or requests to withdraw a SUTQ rating" is a new rule being proposed for the step up to quality program to implement provisions of the Early Learning Challenge grant. This rule sets forth the requirements to change, renew, remove or request to withdraw a step up to quality rating.

 

 

 

 

 

 

 

5101:2-17-05 "Step Up To Quality (SUTQ): appeals" is a new rule that is replacing rescinded rule 5101:2-17-03 because of the Five Year Review and to implement provisions of the Early Learning Challenge Grant. This rule sets forth the requirements for an appeal for the step up to quality program.

A copy of the proposed rule(s) is available, without charge, to  any  person affected by the rule(s) at the address listed below. The rule(s) is also available on the internet at http://www.registerofohio.state.oh.us/. A public hearing on the proposed rule(s) will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
