Rule is being amended to comply with changes to Public Records Act made by HB
1. Because a substantial portion of the rule is being amended, the old rule is being rescinded and a new rule filed in its place.

Refiling necessary because new proposed public records AR was filed in January and then withdrawn to be re-filed so that additional revisions could be made by administration. While additional revisions were discussed, the rescinding of the old rule was withdrawn to allow time for revisions. A second withdraw was filed to accomplish further revisions to the rule. New revisions to proposed new rule are complete. Accordingly, this rescission is being re-filed.
