    This filing is based on a R.C.119.032 rule review of Ohio Administrative Code Chapter 4501-7. For purposes of clarification and ease of use, this rule is proposed for amendment and is applicable to class "D" license schools. This filing is to reflect a rule reorganization that separates provisions applicable to class "D" license schools (in this case rule 4501-7-14) from provisions applicable to commercial driver license schools (in this case proposed new rule 4501-7-31 which reflects the language of existing 4501-7-15. Rule 4501-7-15 is simultaneously being proposed

    for rescission to accommodate this reorganization). Proposed changes are to update and clarify procedures for scheduling and required time frames for Highway Patrol inspection of class "D" motor vehicles.

    This rule provides minimum standards for vehicles used in training the operation of motor vehicles other than commercial motor vehicles (via class "D" schools).

    Proposed changes are included in provisions that require vehicles to be inspected by the State Highway Patrol. The amended rule provides that they be inspected bienially rather than annually and includes procedural changes (See paragraph (H) regarding scheduling of inspections.)
