    3770:1-9-466               Game rule number four hundred sixty-six.

     

     

     

    (A)Title and term. Ohio lottery commission game rule number four hundred sixty-six, "Bah Humbucks," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred sixty-six.

     

    (B)General design.

     

    (1)Game rule number four hundred sixty-six is a key number match game with an additional instant win feature, and is generally known as an "instant lottery."

     

    (2)Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," ten "Your Numbers" and ten corresponding prize values. If the player matches any one or more of "Your Number(s)" to one or both of the "Winning Number(s)," the player wins the corresponding prize value shown below the matching "Your Number(s)." If the player reveals a "Hat" symbol in any of the "Your Numbers" play spots, the player wins all ten prize values automatically. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.

     

    (3)As used in this rule, "prize award" shall mean one of the following monetary amounts which is the total of all winning prize values appearing on the ticket: two dollars, four dollars, six dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, two thousand dollars and twenty thousand dollars. Each ticket in game rule number four hundred sixty-six shall be imprinted in such a way that prize awards from the set listed above may be won.

     

    (C)Price of tickets. The price of a ticket issued by the commission in game rule number four hundred sixty-six shall be two dollars.

     

    (D)Structure, nature and value of prize awards.

     

    (1)There shall be one type of prize in game rule number four hundred sixty-six called a "regular prize award."

     

    (2)The only "prize values" which shall appear on a ticket in game rule number four hundred sixty-six are: one dollar, two dollars, three dollars, four dollars, five dollars, six dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, two thousand dollars and twenty thousand dollars. Numbers, prize values and play symbols shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

     

    (a)Holder of a valid winning ticket on which one or both of the "Winning

     

     

    Numbers" are matched by two of "Your Numbers" for one dollar two times shall win a regular prize award of two dollars;

    (b) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two dollars once shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" for one dollar four times shall win a regular prize award of four dollars;

    (d)Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for four dollars once shall win a regular prize award of four dollars;

    (e) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" for two dollars two times shall win a regular prize award of four dollars;

    (f)Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" for one dollar once and three dollars once shall win a regular prize award of four dollars;

    (g) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" for two dollars three times shall win a regular prize award of six dollars;

    (h) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by six of "Your Numbers" for one dollar six times shall win a regular prize award of six dollars;

    (i) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" for two dollars once and four dollars once shall win a regular prize award of six dollars;

    (j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for six dollars once shall win a regular prize award of six dollars;

    (k) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" for two dollars once and four dollars two times shall win a regular prize award of ten dollars;

    (l) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by all ten of "Your Numbers" for one dollar ten times shall win a regular prize award of ten dollars;

    (m) Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for one dollar ten times shall win a regular prize award of ten dollars;

    (n) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" for two dollars five times shall win a regular prize award of ten dollars;

    (o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars once shall win a regular prize award of ten dollars;

    (p) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by seven of "Your Numbers" for one dollar two times, two dollars four times and ten dollars once shall win a regular prize award of twenty dollars;

    (q) Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for one dollar six times, two dollars two times and five dollars two times shall win a regular prize award of twenty dollars;

    (r) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" for four dollars five times shall win a regular prize award of twenty dollars;

    (s) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty dollars once shall win a regular prize award of twenty dollars;

    (t)Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for five dollars ten times shall win a regular prize award of fifty dollars;

    (u) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" for twenty-five dollars two times shall win a regular prize award of fifty dollars;

    (v) Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for two dollars five times, five dollars four times and twenty dollars once shall win a regular prize award of fifty dollars;

    (w)Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by all ten of "Your Numbers" for five dollars ten times shall win a regular prize award of fifty dollars;

    (x) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars once shall win a regular prize award of fifty dollars;

    (y) Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for ten dollars ten times shall win a regular prize award of one hundred dollars;

    (z) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by all ten of "Your Numbers" for ten dollars ten times shall win a regular prize award of one hundred dollars;

    (aa) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" for fifty dollars two times shall win a regular prize award of one hundred dollars;

    (bb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (cc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two thousand dollars once shall win a regular prize award of two thousand dollars;

    (dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty thousand dollars once shall win a regular prize award of twenty thousand dollars; and

    (ee) Holder of a valid winning ticket on which a "Hat" symbol is revealed in one of the "Your Numbers" play spots for two thousand dollars ten times shall win a regular prize award of twenty thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred sixty-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance;

    (2) Mathematical reasoning indicates that the number of winning tickets per twelve million tickets sold in the following categories should be as follows:

    (a) Thirty tickets revealing the "Hat" symbol for two thousand dollars ten times to win twenty thousand dollars;

    (b) Thirty tickets matching numbers for twenty thousand dollars once to win twenty thousand dollars; and

    (c) Two hundred tickets matching numbers for two thousand dollars once to win two thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) Twenty tickets matching numbers for one hundred dollars once to win one hundred dollars;

    (b) Twenty tickets matching numbers for fifty dollars two times to win one hundred dollars;

    (c) Twenty-five tickets matching numbers for ten dollars ten times to win one hundred dollars;

    (d)Fifty tickets revealing the "Hat" symbol for ten dollars ten times to win one hundred dollars;

    (e) Two hundred tickets matching numbers for fifty dollars once to win fifty dollars;

    (f)Two hundred tickets matching numbers for five dollars ten times to win fifty dollars;

    (g) Two hundred tickets revealing the "Hat" symbol for two dollars five times, five dollars four times and twenty dollars once to win fifty dollars;

    (h) Two hundred tickets matching numbers for twenty-five dollars two times to win fifty dollars;

    (i) Two hundred tickets revealing the "Hat" symbol for five dollars ten times to win fifty dollars;

    (j) Five hundred tickets matching numbers for twenty dollars once to win twenty dollars;

    (k) Five hundred tickets matching numbers for four dollars five times to win twenty dollars;

    (l) Five hundred tickets revealing the "Hat" symbol for one dollar six times, two dollars two times and five dollars two times to win twenty dollars;

    (m) Five hundred tickets matching numbers for one dollar two times, two dollars four times and ten dollars once to win twenty dollars;

    (n) Five hundred tickets matching numbers for ten dollars once to win ten dollars;

    (o) Five hundred tickets matching numbers for two dollars five times to win ten dollars;

    (p) One thousand five hundred tickets revealing the "Hat" symbol for one dollar ten times to win ten dollars;

    (q) One thousand tickets matching numbers for one dollar ten times to win ten dollars;

    (r) Five hundred tickets matching numbers for two dollars once and four dollars two times to win ten dollars;

    (s) Five hundred tickets matching numbers for six dollars once to win six dollars;

    (t)One thousand five hundred tickets matching numbers for two dollars once and four dollars once to win six dollars;

    (u) One thousand tickets matching numbers for one dollar six times to win six dollars;

    (v) One thousand tickets matching numbers for two dollars three times to win six dollars;

    (w)Two thousand tickets matching numbers for one dollar once and three dollars once to win four dollars;

    (x) Two thousand tickets matching numbers for two dollars two times to win four dollars;

    (y) Four thousand tickets matching numbers for four dollars once to win four dollars;

    (z) Four thousand tickets matching numbers for one dollar four times to win four dollars;

    (aa) Ten thousand tickets matching numbers for two dollars once to win two

    dollars; and

    (bb) Sixteen thousand tickets matching numbers for one dollar two times to win two dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number four hundred sixty-six shall be accomplished in a manner which complies with the commission's rules.

    (2) When a ticket issued in game rule number four hundred sixty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day on the sales cycle of game rule number four hundred sixty-six in which the ticket was sold.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred sixty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed, or produced in error or incomplete;

    or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number four hundred sixty-six.

    (1) The director shall conduct game rule number four hundred sixty-six in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred sixty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number four hundred sixty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred sixty-six and these elements may be given names or titles chosen by the commission.
