(A)Title and term. Ohio lottery commission game rule number four hundred sixty-eight, "$100,000 Holiday Wishes," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred sixty-eight.

 

(B)General design.

 

(1)Game rule number four hundred sixty-eight is an instant lottery game within which are contained four separate games. To win a prize award(s), the player is required to scratch off the covering and do one or more of the following:

 

(a) "Game 1" - This is a "Tic-Tac-Toe" style game. The player will remove the covering over the play area to reveal one prize value in the "Prize" box area and nine play symbols which may include: "Holly," "Wreath," "Sleigh" and "Candle." The player must reveal three "Holly" symbols in the same vertical, horizontal or diagonal straight line to win the corresponding prize value revealed in the "Prize" box area.

 

(b) "Game 2" - The player reveals a play symbol in the "$50 Wish" play area which may include: "Candy Cane," "Bell," "Drum" or "Angel." If the player reveals the "Candy Cane" symbol in the "$50 Wish" play area, the player wins fifty dollars automatically

 

(c) "Game 3" - The player reveals three play symbols in each "Play" ("Play 1" through "Play 4") which may include: "Ornament," "Ginger Bread Man," "Gift," "Bells," "Snowman," "Horn," "Sleigh" and "Sleigh Bells." The player must match three like play symbols in the same "Play" across to win the corresponding prize value shown in the prize "Legend" for the matched play symbols.

 

(d)"Game 4" - This will be a "Key Number Match" style game. The player will remove the covering over the play area to reveal four "Winning Numbers," ten "Your Numbers" and ten corresponding prize values. The player must match any one or more of "Your Numbers" to one or more of the "Winning Numbers" to win the corresponding prize value revealed beneath the matched "Your Numbers."

 

(2)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, ten thousand dollars and one hundred thousand dollars. four hundred sixty-eight shall be imprinted in such a way that prize awards from the set listed above may be won.

(C) Price of tickets. The price of a ticket issued by the commission in game rule number four hundred sixty-eight shall be twenty dollars.

(D)Structure, nature and value of prize awards.

(1) There shall be one type of prize in game rule number four hundred sixty-eight called a "regular prize award."

(2) The only "prize values" which shall appear on a ticket in game rule number four hundred sixty-eight are those listed as follows:

(a) "Game 1" - Five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, ten thousand dollars and one hundred thousand dollars.

(b) "Game 2" - Fifty dollars.

(c) "Game 3" - Ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, ten thousand dollars and one hundred thousand dollars.

(d)"Game 4" - Five dollars, six dollars, eight dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, ten thousand dollars and one hundred thousand dollars.

(3) Numbers, prize values and play symbols appearing on any ticket in game rule number four hundred sixty-eight shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

(a) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for five dollars in "Game 1" shall win a regular prize award of five dollars;

(b) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars once in "Game 4" shall win a regular prize award of five dollars;

(c) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for five dollars in "Game 1;" and on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars once in "Game 4" shall win a regular prize award of ten dollars;

(d)Holder of a valid winning ticket matching three "Ornament" symbols in one "Play" across for ten dollars once in "Game 3" shall win a regular prize award of ten dollars;

(e) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for five dollars in "Game 1;" and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars once and  ten dollars once in "Game 4" shall win a regular prize award of twenty dollars;

(f)Holder of a valid winning ticket matching three "Ornament" symbols in one "Play" across for ten dollars once in "Game 3;" and on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars once in "Game 4" shall win a regular prize award of twenty dollars;

(g) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for ten dollars in "Game 1;" and matching three "Ornament" symbols in one "Play" across for ten dollars in "Game 3" shall win a regular prize award of twenty dollars;

(h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty dollars once in "Game 4" shall win a regular prize award of twenty dollars;

(i) Holder of a valid winning ticket matching three "Ginger Bread Man" symbols in one "Play" across for twenty-five dollars once in "Game 3" shall win a regular prize award of twenty-five dollars;

(j) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for twenty dollars in "Game 1;" and on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars once in "Game 4" shall win a regular prize award of twenty-five dollars;

(k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars five times in "Game 4" shall win a regular prize award of twenty-five dollars;

(l) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for five dollars in "Game 1;" matching three "Ornament" symbols in one "Play" across for ten dollars once in "Game 3;" and on which one of the "Winning

Numbers" is matched by one of "Your Numbers" for ten dollars once in "Game 4" shall win a regular prize award of twenty-five dollars;

(m) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for twenty-five dollars in "Game 1" shall win a regular prize award of twenty-five dollars;

(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all ten of "Your Numbers" for five dollars ten times in "Game 4" shall win a regular prize award of fifty dollars;

(o) Holder of a valid winning ticket on which a "Candy Cane" symbol is revealed in the "$50 Wish" play area for fifty dollars in "Game 2" shall win a regular prize award of fifty dollars;

(p) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for twenty-five dollars in "Game 1;" and matching three "Ginger Bread Man" symbols in one "Play" across for twenty-five dollars once in "Game 3" shall win a regular prize award of fifty dollars;

(q) Holder of a valid winning ticket matching three "Ginger Bread Man" symbols in two "Plays" across for twenty-five dollars two times in "Game 3" shall win a regular prize award of fifty dollars;

(r) Holder of a valid winning ticket matching three "Gift" symbols in one "Play" across for fifty dollars once in "Game 3" shall win a regular prize award of fifty dollars;

(s) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars once in "Game 4" shall win a regular prize award of fifty dollars;

(t)Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers" for six dollars five times and ten dollars two times in "Game 4" shall win a regular prize award of fifty dollars;

(u) Holder of a valid winning ticket matching three "Ornament" symbols in all four "Plays" across for ten dollars four times in "Game 3;" and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars two times in "Game 4" shall win a regular prize award of fifty dollars;

(v) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for ten dollars

in "Game 1;" and matching three "Ornament" symbols in all four "Plays" across for ten dollars four times in "Game 3" shall win a regular prize award of fifty dollars;

(w)Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars once in "Game 4" shall win a regular prize award of one hundred dollars;

(x) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for ten dollars in "Game 1;" matching three "Ornament" symbols in one "Play" across for ten dollars once in "Game 3;" and on which one or more of the "Winning Numbers" are matched by all ten of "Your Numbers" for eight dollars ten times in "Game 4" shall win a regular prize award of one hundred dollars;

(y) Holder of a valid winning ticket on which a "Candy Cane" symbol is revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Ginger Bread Man" symbols in one "Play" across for twenty-five dollars once in "Game 3;" and on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars once in "Game 4" shall win a regular prize award of one hundred dollars;

(z) Holder of a valid winning ticket matching three "Bells" symbols in one "Play" across for one hundred dollars once in "Game 3" shall win a regular prize award of one hundred dollars;

(aa) Holder of a valid winning ticket matching three "Gift" symbols in two "Plays" across for fifty dollars two times in "Game 3" shall win a regular prize award of one hundred dollars;

(bb) Holder of a valid winning ticket matching three "Ginger Bread Man" symbols in two "Plays" across for twenty-five dollars two times and three "Gift" symbols in one "Play" across for fifty dollars once in "Game 3" shall win a regular prize award of one hundred dollars;

(cc) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for ten dollars in "Game 1;" on which a "Candy Cane" symbol is revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Ornament" symbols in one "Play" across for ten dollars once in "Game 3;" and on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five dollars six times in "Game 4" shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket on which a "Candy Cane" symbol is

revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Ginger Bread Man" symbols in one "Play" across for twenty-five dollars once in "Game 3;" and on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars five times in "Game 4" shall win a regular prize award of one hundred dollars;

(ee) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for fifty dollars in "Game 1;" matching three "Ornament" symbols in two "Plays" across for ten dollars two times in "Game 3;" and on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for five dollars two times and ten dollars two times in "Game 4" shall win a regular prize award of one hundred dollars;

(ff) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for one hundred dollars in "Game 1;" on which a "Candy Cane" symbol is revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Ginger Bread Man" symbols in all four "Plays" across for twenty-five dollars four times in "Game 3;" and on which one or more of the "Winning Numbers" are matched by all ten of "Your Numbers" for twenty-five dollars ten times in "Game 4" shall win a regular prize award of five hundred dollars;

(gg) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for five hundred dollars in "Game 1" shall win a regular prize award of five hundred dollars;

(hh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for two hundred fifty dollars two times in "Game 4" shall win a regular prize award of five hundred dollars;

(ii) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for one hundred dollars in "Game 1;" on which a "Candy Cane" symbol is revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Gift" symbols in all four "Plays" across for fifty dollars four times in "Game 3;" and on which one or more of the "Winning Numbers" are matched by all ten of "Your Numbers" for ten dollars five times and twenty dollars five times in "Game 4" shall win a regular prize award of five hundred dollars;

(jj) Holder of a valid winning ticket on which a "Candy Cane" symbol is

revealed in the "$50 Wish" play area for fifty dollars in "Game 2;" matching three "Gift" symbols in all four "Plays" across for fifty dollars four times in "Game 3;" and on which one or more of the "Winning Numbers" are matched by all ten of "Your Numbers" for twenty-five dollars ten times in "Game 4" shall win a regular prize award of five hundred dollars;

(kk) Holder of a valid winning ticket matching three "Snowman" symbols in one "Play" across for five hundred dollars once in "Game 3" shall win a regular prize award of five hundred dollars;

(ll) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars once in "Game 4" shall win a regular prize award of five hundred dollars;

(mm) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for one thousand dollars in "Game 1" shall win a regular prize award of one thousand dollars;

(nn) Holder of a valid winning ticket matching three "Horn" symbols in one "Play" across for one thousand dollars once in "Game 3" shall win a regular prize award of one thousand dollars;

(oo) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars once in "Game 4" shall win a regular prize award of one thousand dollars;

(pp) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for ten thousand dollars in "Game 1" shall win a regular prize award of ten thousand dollars;

(qq) Holder of a valid winning ticket matching three "Sleigh" symbols in one "Play" across for ten thousand dollars once in "Game 3" shall win a regular prize award of ten thousand dollars;

(rr) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars once in "Game 4" shall win a regular prize award of ten thousand dollars;

(ss) Holder of a valid winning ticket on which three "Holly" symbols are revealed in a vertical, horizontal or diagonal straight line for one hundred thousand dollars in "Game 1" shall win a regular prize award of one hundred thousand dollars;

(tt) Holder of a valid winning ticket matching three "Sleigh Bells" symbols in one "Play" across for one hundred thousand dollars once in "Game 3" shall win a regular prize award of one hundred thousand dollars; and

(uu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred thousand dollars once in "Game 4" shall win a regular prize award of one hundred thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred sixty-eight will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per two million four hundred thousand tickets sold should be as follows:

(a) Four tickets winning one hundred thousand dollars once in "Game 4" to win one hundred thousand dollars;

(b) Four tickets winning one hundred thousand dollars once in "Game 3" to win one hundred thousand dollars; and

(c) Four tickets winning one hundred thousand dollars in "Game 1" to win one hundred thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) Two tickets winning ten thousand dollars once in "Game 4" to win ten thousand dollars;

(b) Two tickets winning ten thousand dollars once in "Game 3" to win ten thousand dollars;

(c) Two tickets winning ten thousand dollars in "Game 1" to win ten thousand dollars;

(d)Ten tickets winning one thousand dollars once in "Game 4" to win one thousand dollars;

(e) Ten tickets winning one thousand dollars once in "Game 3" to win one thousand dollars;

(f)Ten  tickets  winning  one  thousand  dollars  in  "Game  1"  to  win  one thousand dollars;

(g) Ten tickets winning five hundred dollars once in "Game 4" to win five hundred dollars;

(h) Ten tickets winning five hundred dollars once in "Game 3" to win five hundred dollars;

(i) Thirteen tickets winning fifty dollars in "Game 2;" fifty dollars four times in "Game 3;" and twenty-five dollars ten times in "Game 4" to win five hundred dollars;

(j) Twenty tickets winning one hundred dollars in "Game 1;" fifty dollars in "Game 2;" fifty dollars four times in "Game 3;" and ten dollars five times and twenty dollars five times in "Game 4" to win five hundred dollars;

(k) Fifty tickets winning two hundred fifty dollars two times in "Game 4" to win five hundred dollars;

(l) Fifty tickets winning five hundred dollars in "Game 1" to win five hundred dollars;

(m) Fifty tickets winning one hundred dollars in "Game 1;" fifty dollars in "Game 2;" twenty-five dollars four times in "Game 3;" and twenty-five dollars ten times in "Game 4" to win five hundred dollars;

(n) Five hundred tickets winning fifty dollars in "Game 1;" ten dollars two times in "Game 3;" and five dollars two times and ten dollars two times in "Game 4" to win one hundred dollars;

(o) One thousand tickets winning fifty dollars in "Game 2;"  twenty-five dollars once in "Game 3;" and five dollars five times in "Game 4" to win one hundred dollars;

(p) One thousand tickets winning ten dollars in "Game 1;" fifty dollars in "Game 2;" ten dollars once in "Game 3;" and five dollars six times in "Game 4" to win one hundred dollars;

(q) Two hundred fifty tickets winning twenty-five dollars two times and fifty dollars once in "Game 3" to win one hundred dollars;

(r) Two hundred fifty tickets winning fifty dollars two times in "Game 3" to win one hundred dollars;

(s) Five hundred tickets winning one hundred dollars once in "Game 3" to win one hundred dollars;

(t)Five hundred tickets winning fifty dollars in "Game 2;" twenty-five dollars once in "Game 3;" and twenty-five dollars once in "Game 4" to win one hundred dollars;

(u) Five hundred tickets winning ten dollars in "Game 1;" ten dollars once in "Game 3;" and eight dollars ten times in "Game 4" to win one hundred dollars;

(v) Seven hundred sixty tickets winning one hundred dollars once in "Game 4" to win one hundred dollars;

(w)Five hundred tickets winning ten dollars in "Game 1;" and ten dollars four times in "Game 3" to win fifty dollars;

(x) Five hundred tickets winning ten dollars four times in "Game 3;" and five dollars two times in "Game 4" to win fifty dollars;

(y) One thousand tickets winning six dollars five times and ten dollars two times in "Game 4" to win fifty dollars;

(z) One thousand tickets winning fifty dollars once in "Game 4" to win fifty dollars;

(aa) Five hundred tickets winning fifty dollars once in "Game 3" to win fifty dollars;

(bb)  Two  hundred  fifty  tickets  winning  twenty-five dollars  two  times  in "Game 3" to win fifty dollars;

(cc) Two hundred fifty tickets winning twenty-five dollars in "Game 1;" and twenty-five dollars once in "Game 3" to win fifty dollars;

(dd) Three thousand tickets winning fifty dollars in "Game 2" to win fifty dollars;

(ee) One thousand tickets winning five dollars ten times in "Game 4" to win fifty dollars;

(ff) Two thousand tickets winning twenty-five dollars in "Game 1" to win twenty-five dollars;

(gg) Four thousand tickets winning five dollars in "Game 1;" ten dollars once in "Game 3;" and ten dollars once in "Game 4" to win twenty-five dollars;

(hh) Four thousand tickets winning five dollars five times in "Game 4" to win twenty-five dollars;

(ii) Four thousand tickets winning twenty dollars in "Game 1;" and five dollars once in "Game 4" to win twenty-five dollars;

(jj) Four thousand five hundred tickets winning twenty-five dollars once in "Game 3" to win twenty-five dollars;

(kk) Eight thousand tickets winning twenty dollars once in "Game 4" to win twenty dollars;

(ll) Eight thousand tickets winning ten dollars in "Game 1;" and ten dollars once in "Game 3" to win twenty dollars;

(mm) Four thousand tickets winning ten dollars once in "Game 3;" and ten dollars once in "Game 4" to win twenty dollars;

(nn) Four thousand tickets winning five dollars in "Game 1;" and five dollars once and ten dollars once in "Game 4" to win twenty dollars;

(oo) Four thousand tickets winning ten dollars once in "Game 3" to win ten dollars;

(pp) Four thousand tickets winning five dollars in "Game 1;" and five dollars once in "Game 4" to win ten dollars;

(qq) Eighty thousand tickets winning five dollars once in "Game 4" to win five dollars; and

(rr) Fifty-six thousand tickets winning five dollars in "Game 1" to win five dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number four hundred sixty-eight shall be accomplished in a manner which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number four hundred sixty-eight is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number four hundred sixty-eight in which the ticket was sold.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred sixty-eight void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number four hundred sixty-eight.

(1) The director shall conduct game rule number four hundred sixty-eight in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game.

The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred sixty-eight. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number four hundred sixty-eight used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred sixty-eight and these elements may be given names or titles chosen by the commission.
