    PUBLIC HEARING NOTICE OHIO DEPARTMENT OF MEDICAID

    Pursuant to 5164.02 of the Ohio Revised Code (ORC) and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Medicaid gives notice of the department's intent to consider the adoption, amendment, or rescission of the rule or rules as identified below and of a public hearing thereon.

     

    As a result of the redesign efforts of the Behavioral Health system in Ohio, the Department of Medicaid is adding the ability for Chemical Dependency Counselors to enroll and bill as Medicaid Providers.

    The changes will go into effect for dates of service on or after July 1, 2016.

     

    Rule 5160-8-05: Mental health services-other licensed professionals, has been amended as Ohio exercised its authority under federal law (§1902(n)(2) of the Social Security Act) to allow Chemical Dependency Counselors to enroll and bill Medicaid for covered Services. Prior to July 1, 2016, Independent Practitioners in Mental Health services was a collective term that included the following: Licensed professional clinical counselors, Independent social workers, and Independent marriage and family therapists. These providers will be paid at 85% of the Medicaid maximum, which is consistent with the above mentioned licensed mental health practitioners.

     

    The Department estimates that these changes will result in an increase in expenditures for the State of $14,474 on an annual aggregate basis.

The rule is also available on the internet at  http://www.registerofohio.state.oh.us/. A public hearing on the proposed rule will be held at the date, time, and location listed at the top of this notice. Both written and oral testimony will be taken at the public hearing. Written testimony submitted or postmarked no later than the date of the public hearing will be treated as testimony.
